Cindy Villescas CMC, City Clerk Time/Date Page 2 of 23 Public Arts Advisory Committee - Regular Meeting MINUTES City Hall, 6136 Adobe Road, Twentynine Palms, CA 92277 www.29palms.org February 21, 2024 CALL TO ORDER The meeting was called to order at 5:07 PM ROLL CALL: Sara Lyons Paul Razeo Anna Stump Kat-Talley Jones has an excused absence. Kate Short joined shortly after roll call. CONSENT CALENDAR 1. Approval of the PAAC meeting minutes of January 17, 2024 Paul Razeo made a motion to approve the minutes for January 17, 2024, seconded by Sara Lyons. Approved. 2. Approval of the PAAC special meeting minutes of January 24, 2024 Razeo made a motion to approve the minutes for January 24, 2023, seconded by Lyons. Approved. PUBLIC COMMENTS-NONE 3. City Report There is no update on this agenda item. COMMENTS AND REPORTS OF MEETINGS ATTENDED Lyons attended the DTBA meeting. Razeo attended the previous City Council meeting. Kate Short attended the previous Workshop29 and City Council meeting. Anna Stump attended the previous City Council meeting. BUSINESS 4. Budget Update A presentation of the budget was given by Stacey Solie. Solie stated that the PAAC is underbudget with the Creative Corp grant. A report needs to be requested from Abigail Hernandez so adjustments can be made. Page 1 of 4 Page 3 of 23 Public Arts Advisory Committee - Regular Meeting February 21, 2024 By the end of June all spending needs to be used. The budget money is used to pay everyone that is involved for Workshop29. There will be enough in the budget to hire an ASL translator for an hour to help with the workshops. Not much has changed for the regular PAAC budget: $8,000 has been on grants and $12,000 has been used on grant writing. Discussion on what else the budget can be spent. Stump gives clarification on what the Creative Grant can be used for; the money can only go towards artist and the arts. Jenelle Angeles makes a public comment on this agenda item stating where does the City PAAC budget come from? Short answers that it comes from the City and that the budget needs to be approved through the City Council first. 5. Confirm further hires/expenses: Workshop 29 There is no update on this agenda item. 6. Vote on Chair and Vice Chair of the PAAC Short nominates Stump for Chair of the PAAC. Lyons made a motion to approve Stump to be the Chair of the PAAC, seconded by Razeo. Approved. Razeo nominates Kate for Vice Chair of the PAAC. Lyons made a motion to approve Short to be the Vice Chair of the PAAC, seconded by Razeo. Approved. REPORTS, REQUESTS, AND COMMUNICATIONS 7. Update on new PAAC member application Community Development Director Keith Gardner announces that application for a new PAAC member has been posted on social media and in the paper. March 13th is the deadline for applications to be submitted. Stump mentions that Kat-Talley Jones will be leaving the PAAC. 8. Workshop29 Committee update Short states that things are moving along. There will be another Workshop29 on March 3rd and March 10th. The workshop name is Emotional Transformation through Sculpture; participants will use recycled paper to create vessels that symbolize the body's experience of trauma. April 29th is the final Workshop29 event. The workshop name is Getting Out the Vote; choir will come to sing about how important it is to vote. Mentorship is moving along, and things are fun. Surveys are being done by Caroline Partamian; the reports are being requested by the state for reports based on the Creative Corps grant. Short asked PAAC members if they could be involved in the last two workshop events. Page 2 of 4 Page 4 of 23 Public Arts Advisory Committee - Regular Meeting February 21, 2024 9. Strategic Planning Committee update Lyons stated there was a brief meeting with Short. They will need to schedule a meeting to talk about what they can do with the extra PAAC budget. Short mentions there may need to be a Special Meeting to discuss Strategic Planning. 10. Exhibitions and Existing Public Art Committee update Stump states that there will be a photographer for the Veteran's show, waiting on approval from the photographer. It is expensive and may need a grant. Razeo presented a presentation on the 29! sculpture to the City Council for relocation and restoration. Stump had a meeting with Councilmember Octavious Scott. 11. Community Arts Grants Committee update Razeo has been readopting an application that is created through Google forum through resources for Creative Corps grant money. It is important to add additional information on grants. Short expresses that it is important to re-write the budget for the next time it gets approved through City Council. Short explains the PAAC grant. 12. PAAC PR Committee There is no update on this agenda item. 13. Presentation from LeeAnn Clarke, Action 29 LeeAnn Clarke makes a presentation on the conditions of the recent artwork in the City. Murals numbers 7 The Dity Sock Camp, 15 Desert Wildflowers, and Roadrunner and Lizard on Hwy 62 will need to be restored and repainted. Mural 9 Johnnie Hastie and The 29 Palms Stage at previous business location, Stellar Automotive, is no longer existing but there is talk about repainting the mural. The current building owner has approved the repainting of the mural. The PAAC and Clarke had a discussion on what would be the best to seal the murals in the City and for the 29! Sculpture. Clarke also mentions that she made sure that the murals mentioned in her presentation are in the process of being restored and that they won't go anywhere. The PAAC thanks Clarke for her presentation and would like another update of the conditions of current art in the City. Discussion of the PAAC Budget The PAAC has received more applications for the grant, more than what is in the budget. The PAAC will need to present to City Council for a new budget amount. There was a discussion if the PAAC was going to apply for the TBID grant. Short mentions that everyone on the PAAC are volunteers and there is a lot of work to be done with limited resources. It is important to show the community what the PAAC stands for in the arts and knows that artists should be paid for their work. Short clarifies that grants are not given by the PAAC but by the City Finance Department. The PAAC finds it a significant benefit for the PAAC to be going to TBID meetings. Clarke thanks Solie for advertising the murals on social media. These programs should enrich and connect our residents, young and old, through the beauty of art. Programs should focus on one or both of the following areas: ● Youth & the Arts Programs that give youth experience in a variety of the arts, including visual, literary, and performing arts like music, dance, and theater. ● Cultural Arts Performances & Events, involving visual, literary, or performing arts, presented to the public in Twentynine Palms. Dates: Qualifying programs should be held between June 2024 and May 2025. Announcement (March) The APP Grant program will be announced via public media releases, emails, and social media. *See the Grant Application in this package and on the City of Twentynine Palms website: https://www.ci.twentynine-palms.ca.us/paac 2. Submission (Due on or before May 9, 2024) Applying entity should submit a request for funding for the proposed program using the PAAC’s Grant Application Form and Budget on or before May 9. *Incomplete applications will not be considered. 3. Acceptance (Late-May) Grant awards are announced in late-May, and applicants are notified via email either approving, modifying, or denying the requested funding. 4. Receiving Your Funding (Received on or before June 15, 2024) Once approved, the applicant will receive a grant agreement and a W-9 form, which should be returned along with an invoice for funding via email to artinpublicplaces29@gmail.com on or before June 15, 2023. Invoices are approved by the PAAC, processed by the City of Twentynine Palms Finance Department, and payment is mailed to the applicant prior to the program launch. Requirements Once Funded ● Publicity: Applicants are encouraged sendout post announcements to promote the program and to send copies to the PAAC via email. All publicity should include a phrase such as: “Funding for this program was provided in part by the Public Arts Advisory Committee (PAAC) of the City of Twentynine Palms.” All program promotional assets should include the PAAC logo, which will be provided to accepted grantees. ● Report: Applicants must submit a post-program report to the PAAC by June 1, 2025 using the PAAC’s grant report form and documenting use of grant funds, details of program activities, perceived success of the program or event, etc..
