Approval of the PAAC meeting minutes of February 21, 2024 Kate Short motioned to approve the meeting minutes, seconded by Paul Razeo. Approved. PUBLIC COMMENTS Heather Drake requests to speak about reconsidering the relocation of the 29! sculpture. Anna Stump thanks Drake for their public comment. 2. City Report Community Development Director Gardner reports that the Farmer's Market amended Conditions of Approval was approved with revisions. EIR Scoping: Solar Project meeting is on Thursday March 21st. Film permit pending at Kitchen in the Desert dates March 26th and 27th. Stump provided an update on the TBID: stated that the TBID has a sponsorship event that went well. COMMITTEE COMMENTS AND REPORTS OF MEETINGS ATTENDED Sara Lyons attended the DTBA, TBID, and the PAAC workshops. Razeo attended the City Council, Planning Commission, and the TBID meetings. Short attended the TBID meeting. Stump attended the TBID, Planning Commission, Theatre 29, met with Councilmember Octavious Scott, and met with Kary Minatrea about the mural in Freedom Plaza. Page 1 of 3 Page 3 of 11  Public Arts Advisory Committee - Regular Meeting March 20, 2024 BUSINESS 3. Budget update Stacey Solie presents the budget for grants, PAAC, and Creative Corp. Solie mentions that the budget for the Creative Corp is broken down into different categories or items from the last few events. The budget for the video is to be discussed with the videographer. 4. Confirm any further hires/expenses for Workshop29 Peter, the videographer, asks the PAAC to pay for disks. There was a discussion about the event assistant. 5. Reviewing PAAC applicants for recommendation Director Gardner announced that there were two PAAC applicants. Mara ended up withdrawing her application. The PAAC member application will be reopened to the public. SUBCOMMITTEE REPORTS, REQUESTS, AND COMMUNICATIONS 6. Workshop29 Committee updates and discussion Short mentions that the final events for Workshop29 is approaching and would like all PAAC member to be there if they can. The PAAC wants to introduce PAAC volunteers to help with the Committee. There will be a Development workshop about Following Your Passion. There was a discussion about how to do a raffle. 7. Strategic Planning Committee update and discussion There was no update on this item. 8. Exhibitions and Existing Public Art Committee update and discussion Stump asked the committee if the subcommittee can be split. The children's exhibition has been deinstalled. The next exhibitions will be the craft show and the veterans show. There is still progress that needs to be made with 29! sculpture. The PAAC notes there needs to be changes made for the guidelines. Susan Peplow states that it is important for there to be timelines and deadlines for when certain items of the application progress are due. Terrance Latimer will be doing another grant writing workshop. Lyons motioned that there be changes made to the guidelines and to add a timeline, seconded by Short. Approved. 10. PAAC PR Committee update There needs to be more information provided. No update on this item. 11. Painted Signs, Murals, Sculpture update and discussion Director Garnder states that this discussion needs to be addressed with the City's legal team. There are three choices: 1.Not allow any painted signs, murals, or sculptures. 2.Allow painted signs, murals, and sculptures but they will have to go through a permitting process. The City cannot govern the content, the only regulations that can be made are on the size, how many, materials, and location. 3.Allow all painted signs, murals, and sculptures with no permitted process and review. The City cannot govern the content. There was a discussion on this item. The PAAC recommends that all painted signs, murals, and sculptures should be allowed without a permitting process. 12. Discussion of PAAC budget The PAAC is waiting to see if they will need to increase the budget. The budget will need to be prepared for next year, Stump and Short will be part of the Budget Committee. The next PAAC regular meeting is April 17th. FUTURE ITEMS Electric Boxes -artists decorate the electric boxes and the PAAC would like to use the Creative Corp grant to fund artists. More details will need to be discussed. Freedom Plaza mural -spoke with Kary Minatrea and more details will need to be discussed. City Council Tours of Grantees Spaces The other two future items that were on the agenda are no longer in progress. PUBLIC COMMENTS-NONE REPORTS, REQUESTS, AND COMMUNICATIONS 1. Greetings The PAAC members present greeted those present. 2. Movement-based practice There wasn't a discussion on this item. 3. Goals and Intentions for Professional Development Workshop Goals and intentions were addressed about what the PAAC members hoped to accomplish with this workshop. 4. Mentee Introductions In attendance: Jonathan Andre Cuiliton-filmmaker Graham Kolbeins-filmmaker Kat Roberts-librarian Christi Waldon-teacher, choreographer, performer Ben Vital-fashion designer Kristin Wheatley-artist (honorary mentee) Quisha Henderson-artist, Glass Arthouse Gallery manager-mentee Page 1 of 3 Page 7 of 11  Public Arts Advisory Committee - Regular Meeting March 27, 2024 5. Speakers from the Community: Introductions a. Incorporating Your Passion into a Project Proposal with Anna Stump Anna Stump spoke about pursuing a passionate life in the arts. b. Sustainable Goal Setting with Carolyn Pennypacker Riggs Carolyn Pennypacker Riggs speaks about how important it is to have a yearly plan and creating a long-term plan. Write down your goals and think about the three fundamental needs that make your work, surround yourself with a community of artists who want good things for themselves and others, and take in art and information in every form. Other topics discussed were visioning your art, setting deadlines, and knowing that it is okay to make mistakes and learn from them in the future. c. Financial Planning for Programming with Rhonda Coleman Rhonda Coleman speaks about financial planning for programming. It is important to plan and budget! Use software and collaborate with people to find the best benefit to use these topics. 6. Speakers from the Community, continued d. Timelines, Scheduling, and Pacing with Scott Clinkscales Scott Clinkscales was not present. e. Systems and File Management with Caroline Partamian Caroline Partamian is a sound and visual artist, composer, co-runs community radio stations, and mentions that she carries many different hats in her career. Having a clean and organized workspace is important, this will help you be more creative and protect your time. Scheduling is important and keeps you on the right track. Have to-do lists, limit phone use, and exercise to help creativity flow freely. f. Funding Yourself as an Artist with Elizabeth Eisenstein Elizabeth Eisenstein introduces herself. Topics that are important to help you in your artistic career are to bring your creative mind to your business, diversify income, make a website for yourself, look at the whole year and what you have accomplished. It is important to take breaks. 7. Balancing Your Arts Practice and Arts Organizing- Open Panel and Discussion There was an open discussion for everyone to be involved in. 8. Open Discussion The remaining time for the meeting was spent with everyone talking about what had been previously discussed or what they wanted to discuss.
