Cindy Villescas CMC, City Clerk Time/Date Page 2 of 6  Public Arts Advisory Committee - Regular Meeting MINUTES City Hall, 6136 Adobe Road, Twentynine Palms, CA 92277 www.29palms.org April 17, 2024 CALL TO ORDER The meeting was called to order at 5:02 PM ROLL CALL: Paul Razeo Sara Lyons Kate Short Anna Stump PUBLIC COMMENTS Alan Michaud request to comment that he is a new resident and is happy to be living in the City. He is excited about what the arts will bring to the community and states that the area is a nice place to bring in the arts. He also states he would like to be a part of the arts community. LeeAnn Clarke congratulated Anna Stump and Ted Meyers for their documentary showing at Copper Mountain College for "Sheepdogs". She states that they both did a great job at showing what the community is and honoring those who have served in the armed forces. 1.City Report-NONE 2. Tourism Business Improvement District (TBID) Report-NONE Breanne Dusastre was not present to give an update on the TBID. COMMITTEE COMMENTS AND REPORTS OF MEETINGS ATTENDED Sara Lyons attended the Downtown Board Association meeting and subcommittee events. Paul Razeo attended the Downtown Board Association meeting and subcommittee events. Kate Short attended events that were related to Workshop29. Anna Stump attended the City Council meeting. CONSENT CALENDAR 3. Approval of the PAAC meeting minutes of March 20, 2024 Razeo made a motion to approve the minutes and Lyons seconded. Approved. Approved. BUSINESS 5. Budget Update Stacey Solie presented the recent budget. Solie states that the funding for food is low and that some budgets have been set aside for upcoming events. There was a discussion on what funds need to be set aside to have a microphone. Stump clarifies what the Creative Corp grant is. 6. Confirm and further Hires/Expenses The PAAC members had no updates on this agenda item. 7. Update on new PAAC member application Community Development Director Keith Gardner states that the City did advertise for the new PAAC member but has received no applicants. The PAAC members wanted previous applicant Xarene Eskandar to introduce themselves. Eskandar states that she works in multi-media and is excited about being part of the arts. Lyons makes a recommendation to move forward with Eskandar to the City Council to become a PAAC member and seconded by Razeo. Approved. 8. Vote on applying for CAC grant(s) Short mentions that there are two grants the PAAC are interested in for the Community Arts Grant. The PAAC members would like to be able to pay those who help more and have more spending for Strategic Planning. There was a discussion about hiring a grant writer. Lee, Breanne, and Kat, who help with the PAAC, made a presentation on having a youth center. This will need collaboration with Parks and Recreation to use the facilities. The presenters state how important it is to have activities and events for the young community. Being able to have a youth center will expose children and teens to the arts, knowledge, skills, and eventually will turn them into the next leaders. It will be important to survey parents and teens on what they would like to see from the arts in the community. The PAAC members agreed that more details need to be clarified and their needs to be more of a solid foundation. LeeAnn Clarke made a comment that it would be beneficial to work with teachers and administrators within the school district. Susan Peplow made a comment that reaching out to the Youth Council would be beneficial as well. Page 2 of 4 Page 4 of 6  Public Arts Advisory Committee - Regular Meeting April 17, 2024 SUBCOMMITTEE REPORTS, REQUESTS, AND COMMUNICATIONS 9. Update on Workshop29 Committee Caroline Partimanian announces that the last Workshop29: Celebration event will be April 27th. This workshop is to celebrate all the workshops that have previously taken place and celebrate everything that the PAAC and anyone part of the mentorship program achieved. The participants will mostly be those who have participated in past workshops and the public. A book was created to look back on "Tell Your Story” Workshop that will be available at the last workshop. There will be a meditation exercise and rehearsal that will take place. Food will also be provided. Volunteers will be encouraged to help set up the event. 10. Update and Discussion on Strategic Planning Committee The Committee is working on details to find a way that volunteers can help the PAAC. Lyons states that she is creating a forum where volunteers can register to help. The PAAC wants to make this long-term to establish a permanent relationship with the community. Having online resources will be discussed later. 11. Updates on shows for the Exhibitions Committee The PAAC members congratulate Razeo for helping with the installation of the exhibitions. Kat is working on the summer show, the fall show will be honoring Veterans, the shows for 2025 are in discussion. The PAAC is open for the public's suggestions. 12. Update on Existing and Future Public Art Committee Stump states that Chuck Caplinger, the artist for the 29! sculpture, doesn't want the sculpture to be restored if it won't be moved to Freedom Plaza. Susan Peplow had a question about where the funds for the sculpture were going to. Razeo states that the initial quotes for the sculpture were to go into restoration only. 13. Update and discussion on Community Arts Grants Committee Applications are now open, and advertisements have gone out. The PAAC members have stated that they have received applications and may get more. There was a discussion on who will be scoring the applications to see who will receive funds. Updates and discussion on the PAAC PR Committee Lyons stated that advertisements have been done for the celebration workshop. Solie will reach out to local media to announce the mentorship program and rehearsal for the workshop. 15. Discussion of the PAAC Budget Kate Short talks about the past budget and adjustments that have been made to the budget. Discussion about the next fiscal year budget will need to be discussed later. The PAAC states that it would be beneficial to hire someone to work on social media and a grant writer. The PAAC would like to investigate the conditions of the art around the City. Updating the PAAC section on the City website will be added to future items.
