ROLL CALL: Paul Razo Sara Lyons Xarene Eskander Kate Short Anna Stump New City Manager, Stone James, introduces himself to the PAAC and is excited about what the art community and the PAAC can do to push the arts further. James thanks the PAAC for the work they do for the art community. SWEARING IN OF NEW PAAC MEMBER City Clerk, Cindy Villescas, sworn in new PAAC member Xarene Eskander. The PAAC members welcome the new member. PUBLIC COMMENTS-NONE 1.City Report-NONE MEMBER COMMENTS AND REPORTS OF MEETINGS ATTEDED Sara Lyons attended the DBA, PAAC subcommittee, and the last Workshop29 celebration event. Paul Razo attended a PAAC subcommittee, City Council, and the last Workshop29 celebration event. Kate Short attended the Workshop29 celebration event. Anna Stump attended the Planning Commission, City Council, and DBA meetings. CONSENT CALENDAR 2.Approval of the PAAC Meeting Minutes of April 17, 2024 Short made a motion to approve the PAAC meeting minutes on April 17th, seconded by Razo. Approved. BUSINESS 3.Budget Update Stacey Solie presents the current Creative Corp budget. Solie asks will the PAAC be able to spend the rest of the budget that is left after the Community Grants have been awarded; if there is anything left over. She also provides a breakdown of where the money will be allocated. The PAAC agreed that $1,500 would be approved to hire a grant writer on with the funds that are left over. Short motioned to approve to move the budget discussion forward for the fiscal year, seconded by Razo. Approved. Page 1 of 3 Page 3 of 23  Public Arts Advisory Committee - Regular Meeting May 15, 2024 4.Confirm Expenses for Workshop 29 There was no update on this agenda item. 5.Award of Community Grants The PAAC decided that there were going to be five judges that would score the submissions and determine how much each candidate would be funded. Stump explained what was on the application and the scoring rubric. The PAAC had a discussion on each candidate and their project. Vickie Wait asks what the next steps are for candidates that have been awarded funds. Stump responds that candidates will receive an email of their award letter along with the report form that will need to be filled out. Short motioned to approve the candidates' awarded funds, seconded by Razo. Approved. REPORTS, REQUESTS, AND COMMUNICATIONS 6.Workshop 29 Committee Update Producer of Workshop 29, Caroline Partimanian, states that the Workshop29 is almost over there is some wrap-up business that still needs to be addressed. Partimanian states that she learned a lot, the celebration event went smoothly and wants to thank the PAAC members for making this possible. Partimanian expresses that hopefully she can work with the PAAC again on future events. 7.Strategic Planning Committee Update Short mentions that there was a meeting with Marie Bobbin about having her as a grant writer for the CAC grants and she would also help with the assessment. The breakdown of Phase I: gathering information for the Youth program is as follows: 1. Assessment of Community Needs: $1,500 2. Community Meeting: $2,000 3. Full Package: $8,000 Lyons and Short mentioned it would be important to coordinate with the TBID and City Council and to build relationships so it can help with the PAAC's strategic planning. The 2024/2025 PAAC budget needs to be addressed soon for the upcoming fiscal year. 8.Exhibitions Committee Update There is no update on this agenda item. Page 2 of 3 Page 4 of 23  Public Arts Advisory Committee - Regular Meeting May 15, 2024 9.Existing and Future Public Art Committee Razo reached out to Kary Minatrea, Parks and Recreation Director, doing a mural at Freedom Plaza. There is $15,000 allocated for art at Freedom Plaza. There needs to be options for pricing for the artist doing the mural. Community Development Director Keith Gardner mentions that the PAAC should explore the cost of improving the 29 sculpture where it is. There will need to be a discussion with Chuck Caplinger, the artist, to discuss alternatives. Razo states the PAAC would like to create competition for the electric boxes, like what other jurisdictions have done. 10.Community Arts Grants Committee Stump mentions that the City Council approved to move forward with grants. Reports are due by the end of June. 11.PAAC PR Committee Lyons wants to restore the original Instagram posts that have been archived. The postings should be less curated and push the messaging of what the art world is doing. The PAAC section on the City website needs to be updated. 12.2024/2025 PAAC Budget Stump asks if the PAAC should push more for the PAAC budget. The PAAC budget needs to be revised for the upcoming fiscal year. 13.PAAC Arts Advocate of the Year Stump proposed that the PAAC would like to pick an Arts Advocate once a year, it would be a long-term benefit for the arts. The community would help will the nominations every year. Xarene Eskander and Stump will be part of this subcommittee. The aggregation of four important pillars: The Joshua Tree National Park The Twentynine Palms Marine Base The Twentynine Palms Mission Band of Indians The Resilient People Making Up Our Desert Oasis Introduction The Four Pillars of Twentynine Palms Public Arts Project is a recommendation by Black Cactus Co-Working, through its Adobe Mara Public Art Project, aiming to enhance the cultural and artistic landscape of Twentynine Palms by integrating public art installations at key locations throughout the city. This proposal outlines a detailed plan for a partnership with the Public Arts Advisory Committee to achieve this goal. Project Overview The project focuses on four public installations representing the pillars of Twentynine Palms: Nature, Community, Resiliency, and the Desert, as personified by the Joshua Tree National Page 17 of 23 Park, The Twentynine Palms Mission Band of Indians, and the Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms . Each installation will be strategically placed at the four corners of Twentynine Palms, to enhance the city's visual and cultural expression. Project Plan 1. Competition and Call for Art National Call for Artists: Launch a national call for artists to submit original designs. Artists must detail the materials, cost, and durability of their proposed installations. Artist Stipend: Each artist will receive a stipend of $50,000 for their installation. This includes design, materials, and installation costs. 2. Dissemination of Information Provide detailed guidelines and requirements to participating artists, emphasizing the need for durable art that can withstand environmental exposure for 5-10 years. Ensure artists understand that the city or sponsors are not purchasing the sculptures outright but are paying for a 3-5 year installation period, after which artists can reclaim their work. 3. Four Corners Installations Site Identification: Identify specific corners within Twentynine Palms where each installation will be placed. Proposed sites include: Southern Corner: Near the entrance of Joshua Tree National Park. Northern Corner: Close to the Twentynine Palms Marine Base. Western Corner: Adjacent to the historic Highway 62. Eastern Corner: Close to the Entrance to the Joshua Tree National Park City + Art Guide: Installed near the city’s cultural hub and local galleries. Budget Allocation: Allocate a budget of $50,000 per installation, ensuring each corner receives equal financial support. 4. Permits and City Services City Government Collaboration: Work closely with the city government to streamline the permitting process for each installation. Ensure that all necessary permits are obtained promptly. City Services: Link city services to assist with the installation process, including site preparation, transportation, and any necessary infrastructure support. 5. Durability and Documentation Art Durability: Require artists to submit detailed plans on the durability and permanence of their installations, ensuring they can withstand environmental factors for 5-10 years. By offering our Information, Communication, and Technologies, Black Cactus Co-Working plans to give away 100 Virtual Memberships over the course of 2024 to help support artists in rural communities. We anticipate that as a result of achieving this objective we will: Launch at least 25 First Time Businesses Help 10 First-Time Business Owners Achieve their First $10,000 in Revenue Amplify the Art of Local Artists by Connecting them To Museums, Points of Interest and Local Businesses Translate Art skills for digital and business purposes Help Launch first Products and Services to help establish Product Market Fit and Go-To- Market Strategies Leverage 9 total Art Walks Over the Course of 2024 Through the Adobe Mara Arts Walk Initiative Part of this week includes our mission and goal of putting artists to work. From our base in Twentynine Palms, we’ll do that by addressing 4 key topics identified by the State of California as priorities for improving the economic conditions of the areas surrounding the Greater Palms Springs Area, with a particular focus on the Joshua Tree Gateway Communities. Artists will work with Black Cactus to create new, groundbreaking work and messaging focused on the following topics: Public Health and Pandemic Recovery Water and Energy Conservation and Disaster Preparedness & Recovery Civic Engagement and Voter Participation Social Justice and Community Engagement Inspired by themes and challenges related to the rugged spirit of desert communities, each art walk focuses on various aspects of the art and technique of designing and building community-oriented communications. With each artist, our process involves the art and science of living, creating, and selling. The initiative and coinciding art walks feature research and workshops from leading Artists, Creators, and Human Behavior Experts. As we dive into local and regional desert stories, we’ll dive into broad themes related to culture, art, and community. Tapping into monthly themes, artist and community members will join each month's Art Walk and interact with the art, experiences, and stories of that month's group of artists, offering unique and personal experiences. In addition, the Initiative provides a step-by-step guide for those interested in creating opportunities for deeper business building and creativity, from choosing an area of interest to designing the methods and mediums for creating the art and stories they most care about. Lastly, the 100 Desert Artists Initiative offers sponsorship options for local professionals and organizations who want to consistently access new and experienced member-supported art and community events, with benefits including sponsorship discounts, priority access to public events, and the opportunity to partner on merchandise.
