Cindy Villescas CMC, City Clerk Time/Date Page 3 of 7 Page 4 of 7  Public Arts Advisory Committee - Regular Meeting MINUTES City Hall, 6136 Adobe Road, Twentynine Palms, CA 92277 www.29palms.org June 26, 2024 CALL TO ORDER: The meeting was called to order at 5:02 PM ROLL CALL: Paul Razo Sara Lyons Xarene Eskander Kate Short Anna Stump had an excused absence PUBLIC COMMENTS-NONE 1.City Report-NONE CONSENT CALENDAR 2.Approval of the meeting minutes May 15, 2024 Xarene Eskander made a motion to approve the minutes, seconded by Sara Lyons. Approved. PAAC COMMENTS AND REPORTS OF MEETINGS ATTENDED Lyons attended the DBA and City Council meeting. Paul Razo attended the DBA meeting. Eskander and Kate Short did not attend any meetings. BUSINESS 3.Budget Update Stacey Solie gives an update on the Creative Corp budget; she expresses that the budget needs to be further discussed with the City Finance Department. The money from the CC budget has been distributed. Short mentions that the PAAC is trying to come up with a way to make the budget simpler. 4.Confirm any further Hires/Expenses: Workshop29 There were no more hires or expenses for Workshop29. Page 1 of 3 Page 5 of 7  Public Arts Advisory Committee - Regular Meeting June 26, 2024 5.Discussion of the PAAC budget Solie expresses that the City's allocation should be addressed and that the fees will soon be distributed. Solie also asked the question if the budget will roll over to the next fiscal year. Community Development Director Keith Gardner will provide clarification on the question. 6.Recommendation of Public Art Installations present by Terence Latimer Terence Latimer gives a presentation for an idea to add art installations in the four corners of the City. The purposes for the art installations are to celebrate the cultural, historical, nature, community, and resiliency of the City of Twentynine Palms. The PAAC wants to add this idea to a subcommittee that is already made. The PAAC is looking forward to collaborating with Latimer. Lyons made a motion to add Latimer's art idea to an already created subcommittee and schedule a meeting, seconded by Razo. Approved. 7. Applying for a grant from the Levitt Foundation funding for improving the outdoor stage and surroundings at Freedom Plaza presentation by Audrey Philpot Audrey Philpot introduces herself. She has worked with the TBID with grants and currently wants to work with the Park and Recreation Department to help with live entertainment for the stage at Freedom Plaza. The Levitt Foundation works with disadvantaged communities to help with art and music events. The two focus points are: 1. The PAAC proposes looking into funds available. 2. Other sources of funding that can help year-round. Lyon mentions it would be beneficial to add a non-profit organization to help. Lyons made a motion to add the Levitt Foundation grant to an already created subcommittee and schedule a meeting, seconded by Eskander. Approved. SUBCOMMITTEE REPORTS, REQUESTS, AND COMMUNICATIONS 8.Workshop29 Committee General Update Caroline Partimanian states that Workshop29 is ending; the end date is June 30th. The final report will be given to the Creative Corp and the final documentary will be happening sometime in August. 9.Strategic Planning Committee General Update and Discussion No updates for this agenda item. 10.Exhibitions Committee General Update and Shows Lyons mentions that the next show, Curb Side Craft, starts June 27th and ends September 27th. Page 2 of 3 Page 6 of 7  Public Arts Advisory Committee - Regular Meeting June 26, 2024 Razo will be meeting with the artist for the installation for the show and Solie is working on the media. 11.Existing and Future Public Art Committee General Update Lyons and Razo mention they may have a potential muralist for the mural at Freedom Plaza. They would like to set up a meeting with Park and Recreation Director Kary Minatrea about what she would like to see on the stage. Eskander asked if the potential to have a digital mural was discussed. The PAAC mentions that they would like to explore this idea; if possible. 12.PAAC PR Committee General Update There is no update on this agenda item. 13.PAAC Arts Advocate of the Year Committee Discussion Making Eskander stated that it will be called the Arts and Cultural Award. The announcement and certificate process has already been discussed with subcommittee member, Anna Stump. There was a discussion on what the nomination process should be, the budget for engraving, and what to post on the City PAAC webpage. In September they want to open the forum to vote to the public, November want to announce the winner at the PAAC meeting, and in December give the winner the award at City Council. Director Gardner asked if there was an update with Public Works regarding the 29 sculpture. Maintenance needs to be discussed. The Youth Development Grant has been submitted.
