Cindy Villescas CMC, City Clerk Time/Date Page 2 of 6  Public Arts Advisory Committee - Regular Meeting Minutes City Hall, 6136 Adobe Road, Twentynine Palms, CA 92277 www.29palms.org December 18, 2024 CALL TO ORDER - Chair Stump called the meeting to order at 5:01 p.m. ROLL CALL: The following board members were present: Chair - Anna Stump Vice Chair - Kate Lee Short Board Member Xarene Eskandar - Chair Stump noted that Board Member Eskandar would be 20 minutes late. Board Member Sara Lyons Board Member Paul Razo Chair Stump announced that Board Member Razo would be directing the meeting to allow for him to train on leading the PAAC meetings since he would be the longest seated board member starting January. PUBLIC COMMENTS Jenelle Angeles, Twentynine Palms, CA - stated that she was concerned because the Mojave Artist of Color had asked to be placed on the PAAC Agenda however they were instructed to use the Public Comments. 1. City Report Community Development Director Keith Gardner - explained that the new PAAC appointees will be seated in January at the next City Council meeting. 2. Tourism Business Improvement District (TBID) Report - NONE CONSENT CALENDAR 3. Approval of Meeting Minutes for meeting held on November 20, 2024. ACTION: A motion was made by Board member Razo, seconded by Board member Lyons to approve the Meeting Minutes as submitted. The above motion was carried by the following: ROLL CALL VOTE: AYES: LYONS, RAZO, SHORT, STUMP NOES: NONE ABSTAIN: NONE ABSENT: ESKANDAR PAAC COMMENTS AND REPORTS OF MEETINGS ATTENDED Chair Stump announced that she was sworn in as a Copper Mountain College Trustee. She reported that she attended the Tourism Business Improvement District (TBID) Sponsorship funding meeting. She stated TBID did not fund community events and the PAAC should reach out to TBID to collaborate on funding community events. Chair Stump spoke with a Public Art Engineering Company regarding engineering requirements for sculpture installations and the engineering can be expensive. Page 1 of 4 Page 3 of 6  Public Arts Advisory Committee - Regular Meeting December 18, 2024 Board Member Lyons reported she attended the Groundworks Art and Rediscover 29 meetings. Board Member Razo reported he attended the Tourism Business Improvement District meeting, Rediscover 29 meeting and the Holiday Market at Historic Plaza. He also stated that once the new board members are appointed then there will be a reorganization of the PAAC Committees. Board Member Short did not attend any meetings. BUSINESS - None SUBCOMMITTEE REPORTS, REQUESTS, AND COMMUNICATIONS 4. Strategic Planning Committee  Volunteer Committee  Placemaking on Freedom Plaza  Arts Corridor - Adobe Road  Rediscover 29 Vice Chair Short stated the Strategic Committee has not met however she has been working on getting ready to train the new PAAC members and the new administrator. 5. Exhibitions Committee Mojave Artist of Color Collective provided a presentation about their organization. Kim Martin and Yvonne Buchanan provided the presentation. MS. Buchanan also spoke about their exhibition at the 29 Palms Visitor Center starting on January 11, 2025, through March 3, 2025. Flyers for the exhibit were distributed during the presentation. Jenelle Angeles, Twentynine Palms - announced that the Mojave Artist of Color Collective would be participating on the Z107.7 Morning Show. Board Member Razo announced that the spring exhibit would be by Groundworks. He also stated that once the new board members are appointed and seated there will be a reorganization of the PAAC Committees. 6. Existing and Future Public Arts Committee  29! Sculpture - Portable and Donnell Hill  Freedom Plaza Stage - Mural/Mosaic (Groundwork Arts) Board Member Razo that the 29! Sculpture is gone and pending, getting powder coated once the City receives the estimates and once reinstalled it will have a plaque with information about the sculpture and about the artist Chuck Caplinger. He also asked the Community Development Director Gardner to find out how the PAAC would be able to receive donations from the community and other organizations for events and art shows. Community Development Director Gardner stated he will obtain information about the possibility of the PAAC obtaining donations from the City Attorney's office. Chair Stump reminded everyone that the portable 29! sculpture is available for events and to contact the City Public Works or the City Parks and Recreation for them to deliver to locations. Board Member Lyons stated she met with Groundworks Art to continue to organize with their program to do the Mural/Mosaic at the Freedom Plaza stage. She mentioned they would want this project to take place during Page 2 of 4 Page 4 of 6  Public Arts Advisory Committee - Regular Meeting December 18, 2024 their summer program in collaboration with Morongo Unified School District and two other studios. She also mentioned they would prefer to do the installation on the front of the stage instead of the back of the stage however it depends on the Budget awarded by the City Council. 7. Community Arts Grants Committee Vice Chair Short explained that it is important to start the planning process for the Community Arts Grants sooner since it needs to be overhauled. She stated there is a need to update the language by April, reworking the procedures by May, all done before the due date in June. Board Member Eskandar mentioned that there is a need for an Artist Emergency Fund and would like to bring this to the City Council. Community Development Director Gardner explained to the PAAC Board the importance of having board members attend other meetings like TBID, City Council, 29 Palms Art Gallery, 29 Historical Society, Joshua tree National Parks Arts, some MCAGCC military base meetings, 29 Palms ministerial Association and others. 8. PAAC PR Committee Board Member Eskandar did not have anything to report beside she is now able to post on the PAAC Instagram. She announced she just obtained her Doctorate Degree. DISCUSSION AND POTENTIAL ACTION ITEMS 9. Arts Master Plan Community Development Director Gardner presented the board with the 2025 Calendar with the dates of PAAC meetings to allow the board to let him know of any possible conflicts with the dates. The Board had no comments or conflicts at this time. CDD Gardner also presented the timeline for the 2025 Arts Master Plan topics for the meetings. He also presented to the board the Nobel layer identifying all public arts locations. Chair Stump announced that the Ace Hardware Mural was installed. 10. 29 Palms Artist Registry Board Member Eskandar announced she has not worked on it however will meet with the TBID and work on it in January. Community Development Director Gardner will investigate the ownership of the downtown kiosk. Board Member Razo requested that CDD Gardner find out if the PAAC board members can obtain City emails, have the Board Members contacts on the City webpage. Vice Chair Short stated that it would be great if all members would provide a bio for the webpage. She said they should work on it and have it ready for the next meeting. Board Member Razo thanked Chair Stump and Vice Chair Short for their two years of service and dedication to the PAAC. FUTURE ITEMS - No future items were added. 1.
