CONSENT CALENDAR 2. Approval of the minutes of the October 16, 2024, meeting. ACTION: A motion was made by Board member Razo, seconded by Board member Lyons to approve the Meeting Minutes as submitted. The above motion was carried by the following: ROLL CALL VOTE: AYES: LYONS, RAZO, ESKANDAR, SHORT, STUMP NOES: NONE ABSTAIN: NONE ABSENT: NONE PAAC COMMENTS AND REPORTS OF MEETINGS ATTENDED Board Member Lyons - announced she attended the monthly Rediscover 29; Pioneer Days and she spoke about how well received the Live Murals were during that event. Board Member Razo - had nothing to report. Board Member Eskander - had nothing to report. Vice Chair Stump - announced she attended the Rediscover 29 meeting, and she announced her resignation as a PAAC Board Member as of December 2024. Chair Stump - announced that she attended the Rediscover 29 meeting, and she announced her resignation as of December 2024 by reading her resignation letter. The Board Members decided to announce the Arts Advocate Award of the Year to Leanne Clark. BUSINESS 1. City Report The Board Members discussed the process of selection for the upcoming new seats on the board, as well as for the existing members with upcoming terms ending and in the selection of an administrator. Page 1 of 4 Page 3 of 6  Public Arts Advisory Committee - Regular Meeting November 20, 2024 Board Member Razo expressed his interest in continuing on the PAAC Board after the end of his term. Community Development Director Gardner explained to Board Member Razo that he must submit in writing his interest to continue as a PAAC Board Member. He also explained that the selection process for the new applicants and once the candidates have been selected the PAAC Board would submit their recommendation to the City Council for appointment. Vice Chair Short explained the process of developing responsibilities, participation on the sub-committees and levels of commitment required as a PAAC board member. Chair Stump expressed the exciting fact of the number of applications received for the upcoming seats. 3. Review Applications for PAAC Membership The Board discussed the process to the applicants that were in attendance, all attendants would have two minutes to state their interest in the PAAC Board Member positions and after the Board Members would have the opportunity to ask them questions. The Board will then score each candidate based on the information provided on the application, the presentation and overall experience. Each applicant gave their presentation in the order listed below and scored by the board members: Jenelle Angeles (109) DeAnna Marie-Margaret Greer (99) Audrey Philpot (100) Rita Lily (111) Terrance Latimer - Black Cactus spoke in favor of DeAnna Marie-Margaret Greer for the Board Member position. Vice Chair Short explained to the candidates that even though they are not selected they are welcomed to be part of any of the PAAC Subcommittees. Chair Stump explained the importance and the constraint of the Browns Act. ACTION: A motion was made by Board Member Lyons and seconded by Board Member Razo to recommend to the City Council the appointment to the PAAC Board Rita Lilly (111) and Jenelle Angeles (109). Review Application for PAAC Administrator ACTION: A motion was made by Vice Chair Short and seconded by Board Member Eskander to select Heather Drake for the position of PAAC Administrator. Strategic Planning Committee  Volunteer Committee Idea  Placemaking on Freedom Plaza  Arts Corridor on Adobe Road  Rediscover29 Community Development Director Gardner explained to the PAAC board the importance of developing an Arts Master Plan in the upcoming year to assist the board in requesting additional funding for the PAAC Budget from the City Council. 6. Exhibitions Committee  Fall Show (Mil-Tree) - Chair Stump expressed getting a new show for the 29 Visitor Center.  Winter 25 (Mojave Artists of Color) - Board Member Razo stated that it is moving along and needs budget for refreshments.  Spring 2025 (Groundwork Arts) - Chair Stump expressed that they need new board members for this. Summer (TBD) - Chair Stump stated no show has been selected yet. 7. Existing and Future Public Art Committee  Portable and Donnell Hill 29! Sculpture - Chair Stump stated that Public Works was still working on the portable sign and that they need to confirm with the City Council in regard to the fixed sign in order remove it to fix it.  Free Plaza Stage mural/mosiac "kids" tiles with Groundwork - Board Member Lyons will be meeting with Groundworks and Schools after Thanksgiving. 8. Community Arts Grants Committee Chair Stump and Board Member Razo stated that the grant project at the Senior Center was a great event. Board Member Razo is waiting on the reports from the events and stated the need to discuss the Grant recipients' procedures in reporting back after events. 9. PAAC PR Committee Vice Chair Short reported that she has been using Instagram to post PAAC information. Board Member Eskander stated that Instagram was also used to announce the PAAC Board vacancy to attract candidates. 10. PAAC Arts Advocate of the Year Committee The Board Members decided to announce the Arts Advocate Award of the Year to Leanne Clark. DISCUSSION AND POTENTIAL ACTION ITEMS 11. Arts Master Plan Community Development Director expressed the importance of the Arts Master Plans and that it being a chapter of the City's General Plan. Page 3 of 4 Page 5 of 6  Public Arts Advisory Committee - Regular Meeting November 20, 2024 12. 29 Palms Artist Registry Board Member Eskander stated the importance of having an Artist Database for the 92277 area on a website, a public profile and that it should be a Self-Registry. Board Member Lyons recommended that TBID Website could be where the registry for Artist could be on. Community Development Director Gardner will get additional information for the next meeting on this discussion. FUTURE ITEMS 13. Sponsor Arts and Business Roundtable 14. Downtown Kiosk - Leanne Clark will meet with Larry Bowden to find out the ownership of the downtown information Kiosk. She explained that the downtown Information kiosk was part of the Global Mural Project which was hosted by the City in 2000.
