Razo, S. Lyons, X. Eskandar, K. Short and A. Stump 1. Tourism Business Improvement District (TBID) Report TBID Marketing Director Breanne Dusastre presented an overview of the TBID Sponsorship and Events Programs including the application process, requirements, selection process, post event surveys and collaborations. PUBLIC COMMENTS - None 2. City Report Community Development Directo Gardner provided the board with an update regarding the recruitment for board members. CDD Gardner also explained the need for existing board members wanting to be reappointed at the end of their terms to submit their letters of intent. He also provided a brief presentation regarding the City's new Entertainment Ordinance that is currently being drafted. CONSENT CALENDAR 3. Approval of Meeting Minutes for September 18, 2024 ACTION: A motion was made by Board Member S. Lyons, seconded by Board Member P. Razo, to approve the Consent Calendar as submitted. The above motion was carried by the following: ROLL CALL VOTE: AYES: RAZO, LYONS, ESKANDAR, SHORT, STUMP NOES: NONE ABSENT: NONE ABSTAIN: NONE PAAC COMMENTS AND REPORTS OF MEETINGS ATTENDED Eskandar - attended the Yucca Valley Arts meeting. Short - attended the Rediscover 29, City of Twentynine Palms Pioneer Day and Halloween meeting, and the Pelican Club. Page 1 of 4 Page 3 of 10 Public Arts Advisory Committee - Regular Meeting October 16, 2024 Razo - attended the City of Twentynine Palms Planning Commission, Rediscover 29 and the Historic Plaza Car Show. Stump - attended Rediscover 29, Joshua Tree Arts Professional meeting, and 29 Palms Art Gallery board meeting. Short - stated she did not attend any meetings. BUSINESS 4. Public Call for new applications to PAAC - Replacement of Board Members and PAAC Assistant Chair Stump expressed to potential applicants to submit applications and resumes to the PAAC for the PAAC Assistant/Administrator position. Vice Chair Short wanted to ensure that the call for the current position be also place on the Social Media page. 5. CAC Youth Grant - Update Vice Chair Short announced that the PAAC was not successful in getting the grant. She expressed that there was work to be done in obtaining a connection with the community to address the racial and cultural equity. She stated that additional outreach is needed for future grant opportunities. REPORTS, REQUESTS, AND COMMUNICATIONS 6. Strategic Planning Committee - (Short and Lyons)  Volunteer Committee Idea  Placemaking on Freedom Plaza  Community Artist Register/Database  Arts Corridor - Update on meeting with Terrence and Keith  Update on meeting with Audrey and Downtown Business Association Community Development Director Gardner presented a draft outline for the PAAC Arts Master Plan. CDD Gardner expressed the importance of completing the plan because it would provide justification for future funding requests from the City Council. 7. Exhibitions Committee (Stump and Razo)  Fall Show - (Mil-Tree Cheryl) Winter 2025 (Artist of Color) Spring 2025 (Groundwork Arts) other ideas: CMC/ Paul: 29 Band of Mission Indians? Board member Razo stated the Mil-Tree opening was great and well attended. Chair Stump stated she attended the Mil-Tree opening and it was a nice open. She also stated the Mojave Artist of Color are putting something together for the summer. 8. Existing and Future Public Art Committee (Stump and Razo)  29! Sculpture update - Portable and Donnell Hill (Craig Stacey)  Freedom Plaza Stage Mural - 15k Kary Minatrea (Lyons) Community Development Director Gardner announced that the 29! sculpture graffiti was cleaned immediately. Page 2 of 4 Page 4 of 10 Public Arts Advisory Committee - Regular Meeting October 16, 2024 Board member Lyons stated that it was great that the 29! sculpture was easy to clean however the City should look into moving the sculpture to evade future vandalism. Chair Stump mentioned that she would be contacting the City Public Works Superintendent Stacey to get the portable 29! sculpture ready for the upcoming events. Board member Lyons mentioned she had spoken with City of Twentynine Palms Community Services Director Minatrea regarding the Freedom Plaza Stage mural, which the City has allocated $15,000 for the project. Community Services Director Minatrea preferred the project to incorporate community involvement and ownership with the community's young adults and youths' participation. Board member Lyons also mentioned the possibility of kids collaborating on creating tiles to instill civic pride and get a list of 5 to 15 artist to come up with a concept for the project and have the community vote. 9. Community Arts Grant Committee (Stump and Razo)  2023-2024 Reports due June 30 - more responses Chair Stump wanted to make sure that the board contact all the awardees to ensure that they were able to complete their projects. Vice Chair Short will provide the awardees with a new timeline in writing and information for the return of funds. Heather Drake - Twentynine Palms - commented that she would like to return the $800 awarded due to her not being able to meet her deadline. 10. PAAC PR Committee (Lyons and Eskandar) Board members Eskandars and Lyons stated no new work had taken place. 11. PAAC Arts Advocate of the Year Committee (Stump and Eskandar)  Discuss nominations The PAAC had a discussion regarding the nominees for the award, and after deliberation a person was selected. The Board would like to award the winner during a City Council meeting. ACTION: A motion was made by Board member Eskandar, seconded by Vice Chair Short, to award the PAAC Arts Advocate of the Year to a resident of the City of Twentynine Palms.
