Speakers are limited to three (3) minutes. 1. Tourism Business Improvement District (TBID) Report This item was removed the TBID Representative was not in attendance to provide the report. 2. City Report Community Development Director Keith Gardner asked for this agenda Item to be deffered to the Business portion of the meeting to discuss a new topic of interest - Live Entertainment Events and Permitting. CONSENT CALENDAR 3. Approval of the meeting minutes of July 17, 2024 ACTION: A motion was made by Board member Razo, seconded by Board member Lyons to approve the Meeting Minutes as submitted. The above motion was carried by the following: ROLL CALL VOTE: AYES: LYONS, RAZO, ESKANDAR, SHORT, STUMP NOES: NONE ABSTAIN: NONE ABSENT: NONE PAAC COMMENTS AND REPORTS OF MEETINGS ATTENDED Board Member Lyons stated she attended Rediscover meeting regarding Pioneer Days. Board Member Razo stated he attended rediscover meeting, Twentynine Palms City Council Meeting and the Twentynine Palms Youth Council Meeting. Board Member Eskandar stated she attended the Twentynine Palms City Council Meeting, and the Yucca Valley Parks and Recreation Meeting. Vice Chair Short stated she attended the PAAC Award Workshop in Twentynine Palms. Page 1 of 4 Page 3 of 6  Public Arts Advisory Committee - Regular Meeting September 18, 2024 Chair Stump stated she attended the Rediscover meeting and the PAAC Award Workshop in Twentynine Palms. She also announced her resignation as a PAAC member as of December. She will be accepting a position as a Board Member for one of the boards at the Copper Mountain College. BUSINESS 2. Entertainment Events and Permitting Process Community Development Director Gardner made a presentation to the PAAC board about the current process for Live Entertainment and Permits. Director Gardner explained that the current process is cost prohibited for small businesses and Staff is looking to make the process simple as well as cost effective. Director Gardner also explained the need to identify the locations that already are permitted event spaces as well as creating an approved list to be available to all that would like to hold an event. All PAAC Board Members were in support of making the process easier and affordable, however they would like to discuss in the future in further detail the definition of entertainment in relation to arts. Public Comments Leanne Clarke - spoke in favor and mentioned the importance of Insurance requirements. Pauline Pisano - spoke of her attending the Planning Commission which held a workshop regarding Entertainment and was not in favor of the fact that the public was not allowed to comment. Sheery Greer spoke in favor. Director Gardner suggested that the PAAC could hold a discussion during a future meeting to discuss Entertainment. 4. Budget update PAAC Administrator, Stacie Solie presented the budget update and announced her resignation as PAAC Administrator. 5. Discussion of PAAC Budget Chair Stump suggested trying to obtain approval from the City Council for additional funding. Board Member Razo and Vice Chair Short suggested reaching out to the City of Twentynine Palms Tourism Business Improvement District to work together to obtain additional funding. Vice Chair Short explained how the funds obtained from the awarded grant for the 29 Workshops was spent. Board Member Askandar had questions regarding why Board Members were not paid for the workshop. 6. PAAC member recruitment Chair Stump explained the need to start the recruitment for the PAAC. The recruitment is for two (2) board members to replace Chair Stump and Vice Chair Short as of December and One (1) PAAC Administrator to replace Ms. Solie. The recruitment will be on the City website. Page 2 of 4 Page 4 of 6  Public Arts Advisory Committee - Regular Meeting September 18, 2024 7. 29 Palms Art Gallery Chair Stump expressed concern regarding an exhibitor dropping out of the 29 Palms Art gallery due to the 29 Palms Art Gallery denying their exhibit. She stated the exhibitor will now be having their show at the 29 Palms Visitor Center. Public Comment was requested from Leanne Clarke. Ms. Clarke suggested the PAAC establishing communication with the 29 Palms Art Gallery Board regarding the recent issue of the artist changing venue due to the denial. Chair Stump agreed to contact the 29 Palms Art Gallery Board. SUBCOMMITTEE REPORTS, REQUESTS, AND COMMUNICATIONS 8. Workshop 29 Committee SB County Collective Creative Corp Celebration and Final Report - Vice Chair Short provided a Final Report for the events and expressed her gratitude for all the workshop providers and participants. 9. Strategic Planning Committee • Update on CAC Youth Development Grant - No Discussion at this time • Chuck Caplinger to join list of mentors • Volunteer Committee ideas - • Placemaking on Freedom Plaza - Board Member Eskandar expressed the need to start the process of branding the City. • Kiosk remade, electrical boxes - Board members will try to communicate with Southern California Edison. • Community Artist Register/Database - Board Member Eskandar would like to work on creating the Community Artist Register/Data Base and placing on the City Website. • Update on art corridor on Adobe Road - No update • Update on meeting with Audrey Philpot and DBA - No Update 10. Exhibitions Committee • Summer Show - TBA • Spring 2025 - will be MillTree 11. Existing and Future Public Art Committee • Portable and Donnell Hill 29! Sculpture - Public Works is currently working on getting the portable sign ready for future events. • Freedom Plaza Stage mural - PAAC Board Members have been in communication with Community Services Director Minatrea on the Freedom Plaza Stage Mural. Director Minatrea would like the Mural to be part of a project in collaboration with the Youth of the community. The cost for an artist mural has been researched and was not within the budget range. Board Member Lyons suggested having the youth create tiles that would be part of a large mosaic, however there would be the need for someone to monitor the project. Leanne Clarke mentioned that in the past Mr. Art Mortimer had a successful Mural in a Day project and maybe that could work for the Freedom Plaza Stage. 12.
