CALL TO ORDER ROLL CALL: PUBLIC COMMENTS This is the time for the public to address the PAAC on issues within the jurisdiction of the PAAC that are not on this agenda. All comments are to be directed to the PAAC and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limit of three (3) minutes per person. If you haven't already done so, please fill out name and address slips and give them to the PAAC Secretary. The PAAC is prohibited by State law from taking action or discussing items not included on the printed agenda. Board Member Eskandar had an excused tardiness. CLOSED SESSION AGENDA 1. Public Arts Advisory Committee - Chair Razo noted there was nothing to report from the closed session. SPECIAL MEETING AGENDA CALL TO ORDER - Chair Razo called the special meeting to order at 5:10 p.m. ROLL CALL: The following Advisory Board members were present: ANGELES, LILLY, ESKANDAR, LYONS, RAZO PUBLIC COMMENTS Eric Menendez, Joshua Tree Gateway Communities Alliance, provided the board with a letter and a printed social media comments. Mr. Menendez spoke about his presentation in March about the JTGCA passport promotion and call to artist. He stated his stance on comments made on his social media and described them as unfavorable conduct. Anna Stump, former PAAC Board Member, stated that although the last meeting was messy it is part of democracy. She stated that she appreciated the board not having decided on the grant in advance. Ms. Stump stated that when the PAAC received the creative core grant that 80% of the funds had to go into paying artists and that the events it sponsored change the lives of many participants. Liz Lapp, High Desert Times, stated that she was a Twentynine Palms business owner and that she was excited about the opportunity to apply for the PAAC Grant. Matthew Spady, Sunspot, stated that Sunspot a cooperative in the Sun Alley of the Art Queen in Joshua Tree is excited to be featured at the Twentynine Palms Visitor Center this summer. He stated they have some great programming for the exhibitions and would like to have it already by July 5. 2. City Report - Community Development Director Keith Gardner provided an update on the ancillary and entertainment ordinance which has been delayed till July. BUSINESS 3. Approval of Meeting Minutes for May 21, 2025. ACTION: A motion was made by Vice Chair Lyons, seconded by Board Member Lilly to approve the Meeting Minutes as submitted. Public Art Grants Chair Razo stated that the previous meeting did not take place in accordance with the process in regard to the PAAC Grant. Chair Razo mentioned that the Mosaic Class by Kathy Snodgrass withdrew her application and that the application from Yvonne Buchanan was pulled due to the event not taking place in Twentynine Palms. He explained how the grant review process took place and disclosed the which board members had recused themselves in the review process pertaining to the application in which could be seen as conflicts of personal interest. Vice Chair Lyons recused from applicants that are part of Corner 62. Chair Razo as well as Board Member Lilly recused from application from the Mojave Artist of Color Collective. Chair Razo explained how the amounts were determined based on the rubric scoring of the applications (90% score equaled 90 % of their request). He explained the requirement of revising the budgets, and the submittal of required documentations including the grant agreement. The above motion was carried by the following: ROLL CALL VOTE: AYES: ANGELES, LILLY, ESKANDAR, LYONS, RAZO NOES: NONE ABSTAIN: NONE ABSENT: NONE Chair Razo mentioned that there is $170.00 left from the grant funds and a decision must be made for the remaining funds. He stated they could disperse the funds, roll them into next year's grant budget or keep within the budget for ancillary items. ACTION: A motion was made by Board Member Lilly, seconded by Board Member Eskandar for the remaining $170.00 to be retained for ancillary items. He stated that one of the awardees was unable to hold their event and that they were working on returning the funds. REPORTS, REQUESTS, AND COMMUNICATIONS 6. Strategic Planning Committee Board Member Eskandar and Board Member Lilly reported that they met with Community Development Director Keith Gardner. Board Member Lilly has been reviewing the PAAC Archives. 7. Exhibitions Committee Board Member Angeles stated that she is currently waiting for the dates for the programming for the Sunspot exhibition from the 29 Visitor Center management. Community Development Director Gardner stated that he would reach out to the 29 Visitor Center management to assist with the communication. 8. Existing and Future Public Art Committee Vice Chair Lyons stated that she will be attending a meeting in Desert Hot Springs to discuss their mural initiative 9. PAAC PR Committee Board Member Lilly stated she is compiling a list of Radio Stations to reach out to. The installations are of a limited duration with a temporary site, function, or audience. They may, for example, be an art event, an exhibition in a publicly-accessed space, or a sculpture with a temporary location. Temporary art installations are specifically designed to exist for a limited duration, often occupying unconventional spaces, transforming familiar environments into thought-provoking settings. Temporary installations frequently explore relevant social, cultural, or environmental themes. Through active public involvement, they make art accessible and meaningful to diverse audiences, fostering a deeper connection between art and the community. Performing Arts Performing arts are a creative form of art performed by individuals or groups that use their voices, bodies or inanimate objects to convey artistic expression in front of a live audience. Performing arts include a range of disciplines which include theater, dance, and music. There are many different types of performing arts, but some major forms are music, dance, theatre, circus, opera, puppetry, mine and digital media. All disciplines of performing arts have their own unique skills and styles to narrate stories and convey messages. Performing arts can take place in conventional settings, such as theaters or recital halls, but may also be performed in less conventional settings including outdoor spaces, public throughways, any building or room within a building that provides adequate space for the performers and audience (though performing arts can also be provided for a remote viewing audience).
