PUBLIC COMMENTS LeeAnn Clarke - Action 29 Palms said there has been an uptick with tagging in the community. Mural #13 was tagged; David Green will address this on Friday. The word misfit is being tagged in various locations. 1. City Report - None BUSINESS 2. Approval of PAAC Meeting Minutes for June 4, 2025. ACTION: A motion was made by Vice Chair Lyons, seconded by Committee Member Lilly to approve the Meeting Minutes as submitted. Budget Review and Reallocation of funds Heather Drake PAAC Secretary presented the budget to the Committee Members. Unused portions of the budget total $3,406.20 to possibly reallocate. The Committee Members provided suggestions about where funds could be reallocated. They were all in favor of allocating $700.00 each to two of their grant applicants (Tonya Hamadi & Collage Club), pay Xarene $41.00 for website work and allocate the remainder to Action Council 29. Strategic Planning Committee (Eskandar & Lilly) Director Gardner presented the definitions. Committee Member Eskander provided an outline of public art installation. Items left to define are branding, placemaking and wayfinding. Committee Member Lilly suggested including culinary arts as well. Director Gardner said we can keep as a running item on the agenda. 6. Exhibitions Committee (Eskandar & Angeles) Current exhibition update - Sub Committee Members will get with Breanne (Visit 29 and TBID) regarding pamphlets and timelines of dates. Upcoming Shows - Sunspot opening day is pushed back to July 11, 2025. 7. Existing and Future Public Arts Committee (Lyons & Razo) Committee Member Lyons spoke regarding goggle map of inventory to assess public art. There are 81 pieces in total and some are in disrepair. She said there is a City owned property on Adobe Road which would be a good place to install a sculpture. 8. PAAC Arts Advocate of the Year Committee (Lyons & Angeles) 2025 Timeline - Advocates of the Year Committee, 1st call will be in September 2025. 9. PAAC PR Committee (Lyons & Lilly) - The Committee had nothing to report. The installations are of a limited duration with a temporary site, function, or audience. They may, for example, be an art event, an exhibition in a publicly-accessed space, or a sculpture with a temporary location. Temporary art installations are specifically designed to exist for a limited duration, often occupying unconventional spaces, transforming familiar environments into thought-provoking settings. Temporary installations frequently explore relevant social, cultural, or environmental themes. Through active public involvement, they make art accessible and meaningful to diverse audiences, fostering a deeper connection between art and the community. Performing Arts Performing arts are a creative form of art performed by individuals or groups that use their voices, bodies or inanimate objects to convey artistic expression in front of a live audience. Performing arts include a range of disciplines which include theater, dance, and music. There are many different types of performing arts, but some major forms are music, dance, theatre, circus, opera, puppetry, mine and digital media. All disciplines of performing arts have their own unique skills and styles to narrate stories and convey messages. Performing arts can take place in conventional settings, such as theaters or recital halls, but may also be performed in less conventional settings including outdoor spaces, public throughways, any building or room within a building that provides adequate space for the performers and audience (though performing arts can also be provided for a remote viewing audience). Page 9 of 15 Page 10 of 15 Branding, Placemaking & Wayfinding – Twentynine Palms Arts Master Plan Purpose and Vision Branding in the context of the Twentynine Palms Arts Master Plan serves as more than a visual identity—it’s a strategic tool for placemaking, narrative building, and cultural connectivity. The city seeks to unify its diverse artistic assets, desert landmarks, and public infrastructure under a cohesive visual and thematic system. This system will: - Celebrate the desert heritage, military pride, and cultural vibrancy of Twentynine Palms. - Enhance navigation through visual storytelling and creative signage. - Support tourism, resident engagement, and economic development. - Position the city as a premier High Desert destination for public art and outdoor experiences. 1. The Arts Corridor: Adobe to the Oasis of Mara At the heart of the city’s arts branding initiative is the development of an Arts Corridor—a continuous cultural experience spanning from the Adobe Road commercial district through Downtown to the historic Oasis of Mara. Key Strategies: - Install gateway art pieces at each end of the corridor (e.g., sculptural markers or illuminated signs). - Activate the corridor with murals, rotating art banners, and sidewalk inlays. - Integrate art installations at intersections, bus stops, and community gathering points. - Leverage the upcoming Project Phoenix area as a central node with sculptural seating, storytelling kiosks, and pedestrian-scaled artworks. 2. Branding Guidelines A unified Twentynine Palms Arts Brand will be applied across city arts programs, signage, print materials, and digital platforms: - Logo and Iconography: Visual identity reflecting desert elements, cultural themes, and a Page 11 of 15 unique color palette. - Typography and Color: ADA-compliant fonts and desert-inspired colors. - Tone and Messaging: Welcoming, creative, and grounded in place with phrases like 'Spirit of the Desert' or 'The Creative Oasis'. 3. Placemaking with Public Art Artworks should help define spaces and create memorable experiences: - Functional Art: Bike racks, benches, and shade structures designed by artists. - Storytelling Elements: Use of QR codes, AR, and engraved narratives. - Pop-up Installations: Flexible spaces for temporary or rotating art. 4. Wayfinding Design Standards Wayfinding should be as artistic as it is functional: Signage Hierarchy: - Primary Gateways: Large, sculptural signs with lighting and art. - District Markers: Signs for the Arts Corridor and key areas. - Pedestrian Nodes: Directional signs with maps and artist info. Materials: - Use weather-resistant, desert-friendly materials (Corten steel, concrete, ceramic tile). Accessibility: - Ensure all signage and content meets ADA standards. Collaborations: - Partner with National Park Service, Visit29.org, and local historians. 5. Page 12 of 15 Twentynine Palms Public Art Master Plan Public Art Installations are artistic works intentionally and permanently placed in public spaces with the purpose of enhancing the environment, enriching community life, and reflecting local identity. These installations may take many forms—including sculptures, murals, mosaics, architectural integrations, sound pieces, or interactive structures—and are designed to be accessible and meaningful to a broad audience. Unlike art confined to galleries or museums, public art exists in everyday settings such as parks, sidewalks, civic buildings, transit corridors, and open landscapes. It plays a vital role in shaping a city’s visual character, fostering cultural dialogue, and offering residents and visitors opportunities for reflection, inspiration, and connection. Public art is typically commissioned or curated through a public process and supported by municipalities, arts councils, or community partnerships. As a dynamic expression of place, history, and values, public art installations contribute to a community’s sense of identity, belonging, and pride. 1. Goals The Permanent Arts Installation program in Twentynine Palms is designed to: - Celebrate the Desert Spirit: Commission artworks that reflect the beauty, ecology, and mysticism of the Mojave Desert and Joshua Tree National Park. - Honor Local Narratives: Embed themes of military service, pioneer history, Indigenous heritage, and new artistic communities into the city’s visual landscape. - Strengthen Community Identity: Support creative placemaking that fosters civic pride and positions Twentynine Palms as a cultural hub of the Morongo Basin. - Enhance Visitor Experience: Create distinctive public spaces that attract cultural tourism and complement existing attractions like the Oasis of Murals. - Support Local Artists: Prioritize opportunities for regional artists and craftspersons, reinforcing the city’s arts economy. Inventory Twentynine Palms will maintain a comprehensive Public Art Inventory that includes: - The Oasis of Murals collection (current murals, artists, year painted) - Sculptures, memorials, and installations across city parks and downtown - Artworks on city buildings, medians, and gateway signage - Themed public art and land art on public lands - A map and artist directory hosted on the city’s website and Visit29.org, including images and historical context This inventory will be updated annually by the Public Arts Advisory Committee (PAAC) and linked to tourism and educational platforms. 3. Maintenance Given Twentynine Palms' harsh desert environment, proactive maintenance is critical: - UV and Heat Considerations: Protective coatings and materials that resist sun damage, high winds, and sand abrasion. - Mural Conservation: A rotating schedule for mural restoration and re-coating; the original artist shall be the first point of contact. - Vandalism Response: Rapid-response protocols for graffiti or damage, in coordination with city maintenance crews. - Annual Review: All works will be reviewed each year by PAAC in collaboration with local conservators or city staff. A dedicated maintenance fund (1–2% of new capital projects) will be established and potentially supplemented by grants or private sponsorships. 4. Future Locations New permanent art installations will be planned for: - Downtown Revitalization Zone: Including Adobe Road and National Park Drive intersections. - City Parks: Luckie Park, Knott's Sky Park, and Veterans' Park as hubs for interactive or commemorative art. - Civic Gateway Sites: Highway entrances into Twentynine Palms to serve as cultural wayfinding landmarks. - Project Phoenix Development Area: Integrating art into pedestrian corridors, parking lots, and community gathering spaces. - Arts Corridor: Developing a cohesive arts language to tie in the Adobe Corridor to the Oasis of Mara. See Branding section. - Public Trails and Desert Vistas: Opportunities for interpretive desert sculpture or environmental art. Guidelines The following principles will govern all permanent installations in Twentynine Palms: - Desert Resilience: Preference for materials and techniques proven in desert climates (e.g., rusted steel, tile, stone, UV-protected paints). - Cultural Integrity: Works must reflect or respectfully engage with local history, the natural environment, or military contributions. - Public Engagement: Residents will be invited to participate in concept development, review processes, and unveilings. - Artist Eligibility: Open calls will favor High Desert artists, with mentorship for emerging voices. - Siting Criteria: Visibility, safety, minimal ecological disruption, ADA compliance, and potential for shade/shelter integration. - Deaccessioning: Works may be relocated or retired after consultation with the artist (if available), public input, and City Council approval.
