ROLL CALL: Kat Talley Jones Kate Short Anna Stump Cindy Bernard CONSENT CALENDAR 1. Approval of minutes from the April 19, 2023 and May 17, 2023 meetings. Kate Short made a motion and Kat Talley Jones seconded to approve the minutes of the April 19, 2023 and May 17, 2023 meeting minutes. PUBLIC COMMENTS Jay McCormack spoke about the new Alamo Laundry and the Joshua Tree mural to be painted at the location. City Report 3. Tourism Business Improvement District (TBID) Report Breanne Dusastre provided a history of the Tourism Business Improvement District (TBID) and discussed the redesign of the Visit 29 website. BUSINESS 4. Discussion on 29! sculpture, allocation of funds to evaluate for repair. The PAAC held a discussion on the 29! sculpture. Cindy Bernard made a motion and Anna Stump seconded to approve the allocation of NTE $1,000 for an evaluation of the repairs needed. 4-0 approved. REPORTS, REQUESTS, AND COMMUNICATIONS Ad for PAAC Assistant 6. Formation of a subcommittee for gallery and Visitor Center visits Page 1 of 3 Page 3 of 14 Public Arts Advisory Committee - Regular Meeting June 21, 2023 The PAAC formed a subcommittee of Kat Talley Jones and Anna Stump to lead the gallery and Visitor Center visits. 7. Report on meeting with Theatre 29 board. Anna Stump reported to the PAAC on the meeting with the Theatre 29 board. 8. Discussion on strategic plan The PAAC held a discussion on the development of a 2-year to 5-year strategic plan. Kate Short will reach out to community organizations and develop a workshop. 9. Art placement at 29 Palms Indoor Storage The PAAC held a discussion on the types of artwork to place at the 29 Palms Indoor Storage. No paper artwork. Oils, acrylics, or sculptures are appropriate. 10. Inventory of Public Art Keith Gardner provided information on creating a layer in Nobel for public art and self-guided tours. 11. Update on Creative Corp grant application The PAAC held a discussion on the Creative Corp grant. Teh results are due to be released on June 22, 2023. Anna Stump made a motion to allocate $180 for use of Basecamp software, Cindy Bernard seconded. 4-0 approved. 12. Our Town grant application submittal The PAAC held a discussion on applying for the "Our Town" grant, which requires matching funds. 13. Grants and Foundations research subcommittee The PAAC created a subcommittee of Cindy Bernard and Kat Talley Jones for Grants and Foundations research. 14. City Council Events subcommittee The PAAC held a discussion on the City Council Events subcommittee. 15. Art Work is Real Work 29 Group The PAAC held a discussion on the "Art Work is Real Work 29" group about artists getting paid for their work and discussed holding a workshop on grant writing and writing contracts. BUSINESS 1. End of year budget review and allocation of remaining funds Vickie discussed the final budget allocations and discussed splitting the remaining funds between the grantees. Cindy Bernard moved and Ryan Heffington seconded to allocate $1,000 to be split. 5-0 approved. REPORTS, REQUESTS, AND COMMUNICATIONS 2. Creative Corp Grant Update The PAAC discussed the Creative Corp grant project. There will be four workshops and on wrap event. Kate Short made a motion and Kat Talley Jones seconded to reduce the budget to $100,000 by reducing the number of workshops down from seven. 5-0 approved. The PAAC Assistant and Grant Assistant will be combined. Ryan Heffington will create the producer advertisement. Workshop descriptions will be defined Create a hiring subcommittee City contracts Developing mentorship, Kate Short and Ryan Heffington to design the mentorship program. Kate Short to be the liason Ryan Heffington will lead the "Dance and Trauma" workshop, which will be in October. The artwork resembles the City and should be displayed; it deserves more than private ownership. City Report-NONE BUSINESS FY23/24 Budget Review Vicky presents the budget from last year and what was left over. There was a presentation of the proposed budget for the 2023/2024 budget. Cindy Bernard makes note that it is important to make sure that the food and drinks for the workshops are taken into account outside of the grant. Kate Short motioned to pass the proposed budget and Cindy Bernard seconded. 4-0 approved. PAAC Assistant Position Kate Short stated that the PAAC has viewed 9 applications and interviewed 3 applicants. Stacy Solie has been picked to be the PAAC Assistant. She has experience in the arts and journaling. Kate Short motioned to hire Solie for the PAAC Assistant and Anna Stump seconded. 4-0 approved. Solie comments that she is appreciative of being picked for the role and talks about her appreciation of the arts. The PAAC welcomes her. Workshop Positions Short recommends opening the workshops applications and to look for qualified applicants. Kate Short motioned to open applications for the workshops to look for qualified candidates and Cindy Bernard seconded. 4-0 approved. Page 1 of 3 Page 9 of 14 Public Arts Advisory Committee - Regular Meeting July 19, 2023 REPORTS, REQUESTS, AND COMMUNICATIONS July 17, 2023 Creative Core meeting review Bernard mentions the event and that they have received the grant, spent time looking at other artworks, did paperwork. It has come to the attention of the committee that they can't get the full grant amount until they provide a full list of artists that will be doing the workshops. There will be monthly check-ins to make sure that the artist is qualified. Workshop 29 subcommittee reports 1. General planning update: Short gives a general overview of the workshop schedule. The full production schedule has not been finalized. 2. Hiring: Producer, Graphic Designer, Documentarian: There are spots available for these positions. Short and Stump are going to take part in finding the applicants for these positions. The committee talks about how important it is to add a job description to the advertisement. PAAC presentation to the City Council; it would be best to have a backup for the presentation. 3. Mentor: ??? Strategic planning Short presents ideas for the strategic planning; uses a PowerPoint to list out bullet points. It is important to list the committee's financial goals, barriers, target limits, and to look into what other communities are doing. 29! Sculpture report Bernard presents the breakdown cost to recover the 29! sculpture. Stump and Short will be presenting at the TBID. Visitor Center Gallert report Stump mentions it was a nice event; would like to move showtimes for the other events. The Weed Show highlighted some of the work at the Vistor Center. Calendar Short updated the calendar for the PAAC. The calendar should be available for the general public soon. Bernard is concerned about the grant from last time; money should be set aside for a grant writer. City Council tours of grantees spaces Stump mentions that it has been postponed. City Council Events Committee The PAAC wasn't invited. Kat-Telley Jones motioned to hire Jai Schdet to be the trauma artist and Anna Stump seconded. 3-0 approved. The therapist position has been tabled. Confirmation of Ecologist Consultant for Dance Workshop This item has been tabled. Creation of PAAC29 emails This item has been tabled. REPORTS, REQUESTS, AND COMMUNICATIONS Public Calendar finalization Dates are being pushed out, but most of the dates are in the process of being finalized. The PAAC will continue to decide where the calendar will go for the public view. FUTURE ITEMS Telley-Jones wants to talk about grants with Bernard to get a better understanding of the process.
