Maureen Franklin presented sponsorship proposal on behalf of Action 29 Palms to the TBID Advisory Board, seeking $2,500 in funding to support the repaint and restoration of the iconic Desert Storm Homecoming & Victory Parade mural located at 6177 Adobe Road in downtown Twentynine Palms. 2. Christina Benton presented a variety of event sponsorship requests on behalf of the City of Twentynine Palms to the TBID Advisory Board, seeking a total of $3,250 in funding to support the Joshua Tree 55 Bike Ride, Youth Basketball Tournament, and Pioneer Days. 3. Gary Daigneault presented a sponsorship request on behalf of Theatre 29 to the TBID Advisory Board, seeking $1,000 in funding to support Theatre 29's 2020 season. BUSINESS 4. Theatre 29 is an all-volunteer organization consisting of some 200 volunteers involved each year onstage and backstage. Joshua Tree National Park Council for the Arts along with Sky’s The Limit Observatory & Nature Center would like to respectfully request a TBID sponsorship for the 2020 Annual Night Sky Festival. Both of the past two events have sold out to 500 attendees. It is fairly safe to say that 95% of these attendees are visitors to Twentynine Palms! Visit 29 Palms TBID Updates - Breanne Dusastre, Visit 29 Palms TBID Director of Marketing Dusastre provided the Advisory Board with the latest update on resources being provided by San Bernardino County to track the increasing spread of COVID-19 cases in the county, as well as provided information on the availability and locations for testing. 2. Visit 29 Palms TBID Revenue and Expense Update TBID Meeting Presentation - March 2020 TBID Director of Marketing Dusastre presented the Advisory Board with an update on Q1 and Q2 expenses, and confirmed that in anticipation of a decline in TBID revenue for Q2 a variety of adjustments would be made in Q3 including suspending contract services with JNS Next, pausing all other paid advertising campaigns, and that she would be utilizing vacation time throughout the next month to reduce work hours. Dusastre also clarified the new rules for lodging facilities under the state-wide Stay-At-Home order, explaining that both traditional hotels/motels and short-term vacation rentals are only allowed to operate if providing accommodations to critical infrastructure workers. DISCUSSION AND POTENTIAL ACTION ITEMS 4. Visit 29 Palms TBID Action Plan TBID Director of Marketing Dusastre presented the board with an updated action plan for Q3, with efforts refocused into ensuring the hospitality community is kept up-to-date with COVID-19 related updates from the city, county, and state. Efforts will also be put into supporting the restaurants in the city who have pivoted to curbside pickup and delivery, and that time will be spent updating the Visit29.org website. A motion to suspend contact services until further notice was made by Chair Mehta, seconded by Vice Chair Maharaj. This motion was followed by a group discussion with Boardmembers Knight and Grunt initially sharing comments in opposition, making recommendations to continue paid advertising to maintain interest in the destination for travelers who would be eager to plan future visits. Vice Chair Maharaj countered by highlighting the fact that travel was currently limited to essential travel only and referenced the high rates of cancellations for hotel bookings for the upcoming weeks. City Manager Frank Luckino responded by explaining he has just been on a county-wide conference call with other city managers and no one else at this time was considering offering a extension on TOT collection. Luckino went on to provide an overview of the various financial relief packages that would soon be coming through the U.S. Small Business Administration which lead to a group discussion where Chair Mehta strongly urged City Manager Luckino to consider some sort of relief to hoteliers in light of the devastating impact the ongoing pandemic is having on the travel and tourism sector . FUTURE BOARDMEMBER INITIATED ITEMS 1. Research and development of new holiday events in Twentynine Palms. 2. Installation of solar light for the Visit 29 Palms exterior sign at the Visitor Center. 3. COVID-19 Local Update TBID Director of Marketing Dusastre provided the TBID Advisory Board with an update on current statistics of active COVID-19 cases in San Bernardino County and the City of Twentynine Palms and highlighted upcoming testing opportunities in the Morongo Basin. 2. Update from Andrew Portener, JNS Next JNS Next Senior Digital Manager Portener presented the TBID Advisory Board with an overview of the digital display and search engine marketing campaign results for the first two weeks of March. Visit 29 Palms Campaign Results - March 2020 PUBLIC COMMENTS Rodeway Inn & America's Best Value hotel owner Veno Nathraj presented the TBID Advisory Board and TBID staff with comments and feedback relating to his concern that short-term vacation rentals are seeing a significantly greater amount of growth and increase in TOT/TBID revenue year over year as compared to the traditional hotels in the city. Nathraj questioned whether vacation rentals are getting more support and attention in the TBID’s marketing and advertising campaigns and pointed out that the hotels generate 160 times more revenue than vacation rentals. While not opposed to short-term vacation rentals, Nathraj shared his concerns about vacation rental owners purchasing multiple properties which deprives the local community of much needed rentals, and encouraged the TBID board to work with city officials to host a moratorium on the topic. DISCUSSION AND POTENTIAL ACTION ITEMS 3. COVID-19 Impact on Twentynine Palms Travel & Tourism TBID Director of Marketing Dusastre provided the TBID Advisory Board with an updated forecast for the rest of the fiscal year, with an anticipated loss of over $60,000 in TBID revenue. Following similar forecasting to that provided by the US Travel Association and Visit California, Dusastre expects a revenue decline of 75% in Q3, Page 1 of 16 Page 61 of 76 Twentynine Palms Tourism Business Improvement District Meeting June 4, 2020 and a decline of 40% in Q4, which would result in a total year-end decline of 35%. Visit 29 Palms TBID Meeting Presentation June 4 2020 4. 2019-20 Mid-Year Budget Review Upon reviewing and discussing the forecasts for Q3 and Q4 TBID revenue, the TBID Advisory Board moved forward with making budget cuts to the 2019-20 budget, eliminating the allocation of funds for contract services, paid social media, internet radio advertising, print advertising, and the part time Visitor Center associate for the remainder of the TBID's fiscal year. A motion was made by TBID Chair Metha and seconded by Boardmember Grunt to approve $70,000 in budget adjustments to bring the TBID's 2019-20 budget back into balance. Q3 & Q4 Advertising Plan and Budget Following the TBID Advisory Board's carried vote to bring the TBID's budget into balance with cuts to a variety of marketing programs, the Advisory Board asked Director of Marketing Dusastre to develop a revised marketing plan for the remainder of the TBID's year. This revised plan will not include paid advertising, and will require creative use of social media, e-newsletters, and enhancements to the Visit29.org website. Director of Marketing Dusastre agreed to provide the Advisory Board with a revised marketing plan by email before the end of June. Visit 29 Palms TBID Meeting Presentation June 4 2020 6. Visitor Center Operations Director of Marketing Dusastre led the discussion about the reopening plan for the 29 Palms Visitor Center, seeking board input on seasonal hours of operation, volunteer recruitment, and COVID-19 safety measures and protocols. A new summer schedule of Wednesday to Saturday, 10 AM - 4 PM was established, and a soft- launch open date set for Wednesday, June 10, 2020. Visit 29 Palms TBID Meeting Presentation June 4 2020 7. TBID Reauthorization Timeline Director of Marketing Dusastre presented the TBID Advisory Board with a timeline and tentative meeting schedule for the upcoming TBID reauthorization process, and established a sub-committee made up of Boardmember Knight and Board Chair Metha to assist with the development of the 2020-21 tourism marketing plan and budget. Visit 29 Palms TBID Meeting Presentation June 4 2020 BOARDMEMBER COMMENTS Vice Chair Maharaj spoke in response to the public comments made by hotelier Veno Nathraj, explaining how the hoteliers worked collaboratively with the city between 2011-2016 while the short-term vacation rental ordinance was established, and feels the city has done a great job. Maharaj also stated that the increase in vacation rental profits cannot Page 2 of 16 Page 62 of 76 Twentynine Palms Tourism Business Improvement District Meeting June 4, 2020 be tied directly to any of the TBID’s marketing programs, and that this increase in interest in vacation rentals is happening in cities across the country. Chair Mehta commended the City of 29 Palms and its City Manager for initiating the tourism business improvement district back in 2017 and thanked the other board members for their passion and commitment. Mehta went on to confirm that all TBID marketing and advertising campaigns are centered around promotion the destination, and do not single out any one type of lodging, and shared an example of a video proposal that the board cancelled last year out of concern that it wouldn’t be neutral. Mehta highly encourages participation from everyone in the hospitality community and invites everyone to attend the meeting and make public comments.
