1. Presentation by Jacqueline Guevara, Executive Director, Joshua Tree National Park Association
Joshua Tree National Park Association Executive Director Jacqueline Guevara presented the TBID Advisory
Board with an overview of the Desert Institute's plans for fall programming as well as benefits of having the
TBIB enroll in JTNPA's business membership program. The TBID Advisory Board instructed Director of
Marketing Dusastre to continue discussions with Guevara and to work towards enrolling in the JTNPA business
membership program as soon as possible, as well as putting together a sponsorship proposal to support the
Desert Institute's fall season.

A motion was made by Chair Mehta, seconded by Knight, to approve the January 18 meeting minutes.

Veno Nathraj, Americas Best Value and Oasis Inn & Suites, provided suggestions regarding positioning the City of
Twentynine Palms as the market leader in the Morongo Basin.
DISCUSSION AND POTENTIAL ACTION ITEMS
7. Discussion and review of Q1 October - December 2020 TBID revenue results.
TBID Director of Marketing Dusastre presented the TBID's financial results for the October - December 2019
quarter. Based on the results, TBID Chair Mehta directed Dusastre to resume plans for digital billboard
advertising with an allocated budget of $10,000 for the remainder of the TBID's fiscal year.
8. Discussion and review of fall 2021 event sponsorship opportunities.
A motion was made by Chair Mehta, seconded by Knight, to approve a $1,500 sponsorship of the 2021
Vacation Races Half Marathon and a $2,000 sponsorship of the 2021 Hwy 62 Open Studio Art Tours.

Vice Chair Maharaj instructed Dusastre to work towards improving the TBID's social media strategy and performance,
with specific attention to be put towards developing content for Visit 29 Palms' YouTube channel. Maharaj also instructed
Dusastre to look into advertising opportunities in the Greater Palm Springs "The Guide" magazine.
Chair Mehta instructed Dusastre to research and add a live-chat plugin to Visit29.org to increase interaction on the site,
and also gave instruction on what specific digital billboard locations to pursue with Lamar Advertising.

COVID-19 Update
Beyond the Blueprint for a Safer Economy
As we reach 20 million vaccines administered and COVID-19 case rates and hospitalizations have stabilized,
California is looking to move beyond the Blueprint for a Safer Economy to fully reopening our economy. On
June 15, all industries across the state can return to usual operations with common-sense risk reduction
measures such as masking and vaccinations.
We will only progress to this stage if we continue to stay vigilant, keep wearing our masks and getting
vaccinated. The state will monitor hospitalization rates, vaccine access, and vaccine efficacy against variants
with the option to revisit the June 15 date if needed.

Current Travel Advisory – as of April 2, 2021
•All travelers arriving in or returning to California from other states or countries should follow CDC travel guidance.
•All travelers who test positive or develop symptoms of COVID-19 should isolate and follow public health recommendations.
•Fully vaccinated travelers:
• are less likely to get and spread COVID-19, and can travel safely within the United States and California
• should follow CDC travel guidance and are not required to test or quarantine before or after travel unless they have symptoms
concerning for COVID-19 disease.
Non-Essential Travel of unvaccinated persons [i]
Except in connection with essential travel[ii], Californians should avoid non-essential travel outside of California, to other states or countries
unless they are fully vaccinated. Avoiding travel reduces the risk of virus transmission, including by reducing the risk that new sources of
infection and, potentially, new virus strains will be introduced to California.
1.Non-essential travelers from other states or countries, are strongly discouraged from entering California, and should adhere to the
quarantine procedures set forth below.
2.Non-essential travelers who are not fully vaccinated should get tested with a viral test 1-3 days before travel and get tested 3-5 days upon

3-month campaigns with Lamar Advertising, strategically targeting consumers on the I-10 in the Palm
Springs market and travelers flying through the Palm Springs International Airport.
• A digital-only focus allows flexibility in creative messaging and the ability to change out creative without
any production costs or campaign pauses.

New research shows billboards resonate with consumers more than ever
• The billboard advertising industry is on track to become an even more effective advertising channel for brands
in the year ahead.
• Findings from a recent OAAA-Harris Poll show that 70% of consumers say they are driving on highways several
times each week, signifying that Americans are back on the roads.
• 75% of survey respondents are disregarding mobile device ads and yearning to be outdoors where they are
noticing and being influenced by billboard advertising.
• 75% of consumers say they have started tuning out ads on mobile devices during the pandemic, and as a
result, 72% of people are activating trying to get outside as much as possible.

Desert Institute at Joshua Tree National Park Association
Proposal for the Twentynine Palms TBID
April 22, 2021
The Desert Institute is the educational arm of the Joshua Tree National Park Association (JTNPA), and by
extension, Joshua Tree National Park (JTNP). Programming is typically comprised of “field classes,” which
are in-person, on-site classes composed of an instructor, volunteers, and up to 20 participants on the
desert lands in and/or surrounding Joshua Tree National Park. These classes are largely subsidized by
revenues from the 4 park visitor centers operated by JTNPA and the JTNPA Membership program.
Like many other businesses, JTNPA was negatively impacted by the onset of COVID-19 and the
subsequent closures and restrictions. Desert Institute was doubly affected – firstly, due to the funding
shortage caused by the $1.5 million revenue loss suffered by JTNPA; and secondly, due to the need to
cancel in-person programming for the majority of 2020 and the spring of 2021.
To ensure that the educational mission of JTNPA continued to reach potential park stewards via Desert
Institute programming, an online initiative was launched. This initiative, comprised of a set of live, online
classes called Desert Live, along with the virtual launch of our ever-popular Old Schoolhouse Lecture,
enabled Desert Institute to continue to reach its audience. In fact, the annual audience was more than
tripled over the first 9 months of virtual programming. This platform enables JTNPA to reach people all
over the world – in fact, anyone with internet access and the ability to log on to YouTube can view
archived programming at no cost.
In late 2020, JTNPA and Desert Institute management began to seek sponsors for their classes. The idea
is that businesses will sponsor a class or a season via a cash donation to JTNPA, and by doing so, will
receive marketing space on each individual class video, which will live in perpetuity on the YouTube
channel entitled Desert Institute at Joshua Tree National Park. In addition, each sponsor will receive
recognition in our online catalog, in our bi-annual Supporter newsletter, on our other social media
platforms (Facebook, IG, and Twitter, with a combined following of approximately 20,000), on the JTNPA
website joshuatree.org, and in our e-blasts to mailing lists with a combined reach of nearly 15,000
subscribers. In addition, a mention of the sponsoring entity will be made during the introduction of each
in-person field class and hybrid virtual/field class.
Overview of sponsorship benefits:
Marketing space on each individual class video – Provides Visit 29 Palms an opportunity to pre-record a
short video message that will be edited into the class videos prior to being uploaded to the Desert
Institute YouTube channel. JTNPA staff will produce the video clip and handle the editing.
JTNPA website – Provides Visit 29 Palms the opportunity to place a banner ad and link on the Desert
Institute’s landing page where the full season of fall classes will be listed. Within the individual class
descriptions, Visit 29 Palms can feature a tagline, logo, and link.

Desert Institute online catalog - Visit 29 Palms will be identified as the sponsor of the fall season in
Kevin Wong’s introduction message at the beginning of the catalog with an opportunity for Visit 29
Palms logo and link placement.
Social Media Platforms – Visit 29 Palms will be acknowledged as a fall sponsor through both JTNPA’s
and the Desert Institute’s social media channels.
JTNPA Supporter Newsletter – (Currently sent out monthly) Visit 29 Palms will be acknowledged as a
sponsor of the fall program and have a featured logo and link.
Desert Institute E-Blasts – (Currently sent out weekly) Visit 29 Palms will be acknowledged as the class
sponsor for each fall program as they are announced and promoted. Opportunity for a logo and link.
Sponsoring entity acknowledgement during class introductions – A brief mention and thank you to the
sponsors will be included in opening comments of each class.
For the Twentynine Palms TBID, aka Visit 29 Palms, an informational video will also be provided at no
cost by JTNPA staff. This video may be used in any of the TBID’s participating businesses, whether
behind the front desk, on their individual websites, or in other outreach materials. This video will include
desert survival tips, Leave No Trace principles, and insider tips on how to best enjoy Joshua Tree
National Park and the surrounding lands. In short, a welcoming video helping our visitors to recreate
safely and responsibly. In this video, Desert Institute classes will be referenced, and an invitation to sign
up for same, whether in person or online, may entice visitors to remain in the area longer.
JTNPA therefore respectfully proposes that the Twentynine Palms TBID sponsor the Desert Institute Fall
season, as previously discussed. The tentative schedule of classes is attached. The cost for the entire
season, with all terms outlined above, is $10,000. An individual class sponsorship costs $500; the
proposed classes below number 28. The cost per individual class would be $14,000 – thus a “savings” of
$4,000 is offered.
*Please note that these classes do not include Fall Desert Live or Old Schoolhouse Lectures, which have
not yet entered the development stage for the Fall season.

Joshua Tree Residential Education Experience is the
organization selected by Sky’s the Limit as their partner for
the 6th Annual Night Sky Festival scheduled for September
4-5, 2021. As you may be aware this is a major once a
year fundraising event that benefits local non-profits, and
JTREE is thrilled to be the partner this year. All proceeds
from this year’s event support youth outdoor science
education and night sky programs.
The Night Sky Festival will once again be kicked off on
Friday night with an Astro-Photography workshop.
Saturday’s schedule includes a morning program at Sky’s
the Limit, free activities at the Community Services
Building, free astronomy lectures, and the Night Star Party.
With JTREE as the non-profit partner this year, the event will be extended to include Sunday activities. These activities
will be family-focused with fun, yet educational activities and workshops (flint knapping, flora & fauna, map & compass,
panning for gold, & a tour to some of the historic structures in Joshua Tree National Park are some of the possibilities
being considered). We anticipate the 2-day event will bring tourism to Twentynine Palms for an overnight stay.
Additionally, when activities are done, visitors are encouraged to take a dinner break, and information on local eateries will
be provided.
We encourage TBID and the businesses of Twentynine Palms to contact Ann Congdon (760-490-9561) or Lori Rennie

• having a display booth and literature for visitors to browse between activities
• discounts or specials they may offer to ticket holders that we can include in their “swag bags” (consider discounts
on meals, beverages or even a special star-themed offering)

Photo Booth “Greetings from 29 Palms” – Cost: $500
CONTRIBUTION (from TBID)
Previous events have had 2 photo booths with a moon space backdrop and night sky/space hand-help props. Due to the
popularity, we propose a backdrop of 29 Palms and its night sky with text saying “Greeting from 29 Palms”. This can be
used with the night sky props as well in keeping with the night skies theme. The photo booths are set up in the registration
hall during registration hours on Saturday. NOTE: Any monies left over after purchase of a photo backdrop will be applied
to supplies for the astro-jewelry activity held during the morning event at Sky’s the Limit.
BENEFITS (to TBID)
All of the above benefits, plus:
• Special offer to NSF ticket buyers for a discount on NSF tickets with proof of local lodging reservations. Local
lodging participants must offer a full money back guarantee for these customers through July 7, 2021 if NSF is
cancelled for any reason. Our deadline for event cancellation is June 30, 2021.
• Exclusive “Visit 29 Palms Welcome/Photo booth set up at Sky’s the Limit during the morning program providing
exposure to individuals and families attending the morning activities. This is in addition to the set up in the

Event Transportation Sponsor – Cost: $1,500
CONTRIBUTION (from TBID)
Local bus transportation services are hired to shuttle Night Star Party participants to and from the 29 Palms Community
Center at Luckie Park and Sky’s the Limit. These shuttles transport groups every 20 minutes at both locations. One of the
benefits to this is crowd and traffic control for the event upwards of 500 people. Night Sky Festival provides a Night Sky
Shuttle Guide on each transport who shares fun and interesting stories and facts about our desert’s night sky and
astronomy.

About the Box of Kittens
Anndee Laskoe is an award winning journalist with a degree from the Annenberg School of Communications at the University of Southern California. She spent 16 years in television news,
both in front of and behind the camera, anchoring, reporting, editing, and producing countless segments on a broad range of topics. She worked for a few years doing public relations for
the Cabazon Band of Mission Indians and their many enterprises, and spent the last several years as a director of brand content for a tourism bureau, where she created, produced, wrote,
directed, and oversaw the majority of digital, social, and broadcast content for the brand.
Ian Hughes is an artist, and creative generalist with decades of experience shooting, editing, coloring, and doing graphic and sound design for a multitude of commercial and digital projects.
He spent 13 years in media production in San Diego and the Coachella Valley, where he honed his technical skills. He has worked on a wide range of municipal video projects and has proven
to be a trusted resource in building quality creative content for brands. Together Anndee and Ian run Box of Kittens, a boutique production house, based in the Coachella Valley, where they
both grew up. They have won two Emmy Awards, earned four additional Emmy nominations and countless local and regional Ad Federation Awards for their video projects.
