Roll Call: The following Boardmembers were present virtually: Knight, Quinteros, Grunt, Maharaj, Mehta. The following Boardmember had an excused absence at 4:30pm: Grunt. CLOSED SESSION AGENDA 1. Employee annual performance review The following meeting was conducted virtually via Go to Meeting. CHANGES TO AGENDA TBID Director Dusastre requested the addition of COVID-19 updates and Q1 marketing program updates to be added under Business. The TBID Advisory Board unanimously agreed to these additions to the agenda under Business. PRESENTATIONS: None BUSINESS 2. Travel and tourism related COVID-19 updates. TBID Director Dusastre provided an update on current mask mandates in California, testing requirements for international visitors, and ongoing efforts to ensure the COVID related section of Visit29.org continues to be a helpful resource for travelers coming to 29 Palms. Visit 29 Palms Q1 Marketing Activity Updates TBID Director Dusastre presented the TBID Advisory Board with updates on ongoing website performance and paid search campaigns, performance of ongoing social media campaigns, advertising at the Palm Springs International Airport, and the new Mojave Trails National Monument video series. Visit 29 Palms Q1 Marketing Activity Updates Page 1 of 64 Page 3 of 79 Twentynine Palms Tourism Business Improvement District Meeting January 20, 2022 PUBLIC COMMENTS Veno Nathraj, owner of the Oasis Inn & Suites and America's Best Value, shared comments about trends in hotel performance and the new proposed hotel in the Project Phoenix site and spoke in favor of the TBID supporting the newly formed Downtown Business Association. DISCUSSION AND POTENTIAL ACTION ITEMS 4. 29 Palms Downtown Business Association Event Sponsorship Proposal Members of the 29 Palms Downtown Business Association presented the TBID Advisory Board with an introduction to their organization, who they are, what their goals are, and a proposed outline for new events to be hosted primarily at Freedom Plaza as part of the Project Phoenix site. The DBA requested sponsorship funding from the TBID Advisory Board to support both a Project Phoenix grand opening event in March, and a spring Beer Festival. A motion was made by Chair Mehta, seconded by Boardmember Knight to approve sponsorship funding in the amount of $12,500 for the upcoming Project Phoenix grand opening event. All in favor: No Yes: Mehta, Quinteros, Knight No: Maharaj Absent: Grunt CARRIED. DBA Event Sponsor Request 5. Joshua Tree 55 Event Sponsorship Proposal City Events Coordinator Christina Benton presented the TBID Advisory Board with a sponsorship proposal to support the 2022 Joshua Tree 55 cycling event in April. A motion was made by Chair Mehta, seconded by Vice Chair Maharaj to approve sponsorship funding in the amount of $750 for the 2022 Joshua Tree 55 cycling event. All in favor: Yes Yes: Quinteros, Knight, Maharaj, Mehta Absent: Grunt CARRIED. 2022 Joshua Tree 55 Event Sponsorship 6. Box of Kittens Video Production Updated Proposal TBID Director Dusastre presented the TBID Advisory Board with an updated bid from the Box of Kittens production team, discussing how the scope of the adventure itinerary videos has evolved in concept and post- production requirement. Upon the TBID Advisory Board's discussion, direction was given to the TBID Director to dig deeper into the analytics of the videos that have already been produced in order to better understand how the length of video impacts the engagement and total number of views, and to continue this discussion about future video production at the next TBID meeting. Visit 29 Palms - Box of Kittens - 2022 Proposal 7. Blogger/Influencer Proposal TBID Director Dusastre presented the TBID Advisory Board with a proposal from Josh McNair of California Through My Lens, proposing to sponsor an upcoming visit in the late winter season which would increase 29 Palms' presence on the California Through My Lens website, YouTube Channel, and social media. Project Phoenix Outdoor Display TBID Director Dusastre presented the TBID Advisory Board with a variety of outdoor display and pop-up opportunities for the near complete Project Phoenix/Freedom Plaza space. City Manager Luckino spoke in detail about the limitations of Visit 29 Palms having a presence inside of the new Joshua Tree National Park Visitor and Cultural Center. Upon the TBID Advisory Board's discussion, direction was given to the TBID Director to continue operations of the 29 Palms Visitor Center until the new Joshua Tree National Park Visitor and Cultural Center has opened, and for this discussion items to be carried over to the next TBID meeting. COVID-19 travel and tourism related updates • State-wide mask mandate has been extended through to February 15, 2022. Masks are required to be worn by all individuals, regardless of vaccination status, in all public indoor settings across California. • While California has no travel restrictions or requirements at this time, the California Department of Public Health continues to recommend that all travelers arriving or returning to California should test 3-5 days after arrival. • All air passengers 2 years or older with a flight departing to the U.S. from a foreign country are required show a negative COVID viral test result taken no more than 1 day before travel, or documentation of having recovered from COVID-19 in the past 90 days, before they board their flight. • Under the Plan Your Trip section of Visit29.org, site visitors have easy access to State and County COVID resources, including links to testing and vaccination sites and information hotlines.
