ANNOUNCEMENTS PUBLIC COMMENTS This is the time for the public to address the Youth Council on issues within the jurisdiction of the Youth Council that are NOT on this agenda. All comments are to be directed to the Youth Council and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limitation of three minutes per person. If you haven’t already done so, please fill out name and address slips and give them to the Secretary to the Youth Council. The Youth Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. BUSINESS 1. Approval of Minutes of the Youth Council Meeting Held on August 21, 2024. 3-5 Youth Council Meeting Minutes 8-21-24 2. Update from Thomas Elkins re: events at Historic Plaza. DISCUSSION AND POTENTIAL ACTION ITEMS 3. Election of officers - Chair, Vice Chair, Secretary, Social Media Manager. RECOMMENDATION: Candidates present a speech. Council members vote on paper ballots. City Olympics/Field Day Sports Challenge RECOMMENDATION: Each committee to present ideas and status report. Cindy Villescas CMC, City Clerk Time/Date Page 2 of 5  Twentynine Palms Youth Council Meeting Minutes Luckie Park Activity Center, Twentynine Palms CA August 21, 2024 • The meeting commenced at 4:04 pm. • Roll Call – The following Youth Council members were present: Isaac Coleman, Tallulah Coleman, Thomas Elkins, Jaguar Goodwin, Judah Goodwin, Viviana Hermosillo (via video), Audrina McConville, Pearl Sullivan (via video), William Sumption, Brett Viloria, Truman Walsh. • Not present: Izzy Hargrove, Jax Langdon (approved absences) • Thomas led the Pledge of Allegiance. • There was a group discussion to amend the by-laws to require Youth Council members to attend one meeting per month in person to remain an active member. Amy will draft this into the by-laws. The final by-laws will be presented to the City Council at the City Council meeting on September 10, 2024. • Thomas made a motion to approve the minutes of the meeting held on August 7, 2024. Brett seconded the motion. • Amy reminded members of the Teen Technology Training at the Senior Center, which is scheduled for Monday, August 26, 2024 from 3-4pm. William will attend. Maybe’s for Isaac, Tallulah, Viviana and Pearl. Please RSVP in Heja if you plan to attend. • Amy let members know that Youth Council members cannot volunteer at the Palms N Paws Animal Shelter because they are under 18 years old. Members can conduct fundraisers or food drives for the shelter as an alternative activity. • Tallulah shared that Groundwork Arts does not need any volunteers. • Viviana shared that there are no updates regarding volunteering at the Historical Society. • Amy informed the Council that she spoke with Scott Clinkscales, the P&R event coordinator, and he invited the Youth Council to participate in all city events, including carrying the banner at the Pioneer Days parade, dressing up for the Holiday parade, and working the water stations at the JT55, a 55-mile bike ride through Joshua Tree National Park. Amy will confirm the date of the JT55 with Scott. • Thomas shared information he heard at the most recent City Council meeting - that the city will not be holding a Carnival this year during Pioneer Days due to Carnival Page 3 of 5  staffing issues. Instead, there will be a Rave/Light party and a kickoff event at the 29 Palms Inn, in addition to other events. • Amy informed the council that Kary approved of the idea of a City Olympics, like a Field Day Sports challenge that P&R organized a few years ago with playful activities and some more serious events, but with fun at the core. There was extensive discussion among members about what the event would look like. o Amy said it is best to do a 1-day event in April 2025 to have support from P&R staff. o Isaac said it would be fun to include a 50m swimming competition and fun games for younger kids. o The group discussed the different age groups. o Amy presented the idea of hamster ball races for kids, Isaac said older kids would love that too. o Tallulah recommended we get the list of field day activities from the past to review for this event. o There was a discussion about fundraising through the sale of food at the event. o Thomas recommended having an opening ceremony in which the Mayor and Youth Council Chair say a few words, and everyone say the national anthem with a flag present. o It was agreed the event will be at Luckie Park. o Amy stressed the importance of pre-registration for planning purposes. o There was discussion about creating flyers and distributing them to the schools. o Amy recommended creating subcommittees to work on different aspects of the event. The group created three subcommittees – Events & Activities, Fundraising & Food, Marketing & Advertising o Members chose the subcommittee that interested them the most: ▪ Events & Activities: Isaac, Thomas, Jaguar, Judah ▪ Fundraising & Food: William, Brett, Tallulah, Audrina, ▪ Marketing & Advertising: Truman, Pearl o The group agreed to set up separate chats in Heja for each subcommittee, but that meeting additional days in person other than scheduled Youth Council meeting dates would be challenging with everyone’s other commitments and school. The group agreed to use some of each Youth Council meeting to work on planning and sharing ideas for the event. o Group discussed using Facebook to reach parents and Instagram to reach kids with marketing material for the event. Page 4 of 5  • Amy suggested adding an additional elected position on the Youth Council – Social Media Manager. The group agreed, so this will be added to the by-laws and election. • Isaac suggested having a booth at the Twentynine Palms Farmer’s Market on Saturdays to share the work of the Youth Council. Amy recommended starting after the New Year when more activities are planned, and the promotion of the City Olympics/Field Day Challenge can begin. • Thomas reported that Paul Razo, a City Council District 2 candidate offered to have the Youth Council present at all Historic Plaza events, located at the corner of 2 Mile and Adobe Rds. Thomas will provide additional information at the next meeting. • Members expressed interest in meeting with the Yucca Valley Youth Council to learn about what they do. Amy will reach out to their advisor and see if we can schedule a time to attend a Yucca Valley Youth Council meeting. • Amy presented a recommendation to amend the by-laws to include verbiage about public comments and representing oneself as a Youth Council member versus the group as a whole. Members approved the amended by-law with a majority vote. • Amy informed the council that all Youth Council meetings will be open to the public moving forward because the youth were appointed by the City Council and therefore the meetings fall under the jurisdiction of the Brown Act. A discussion about the room set up and the role that the public would have in meetings was discussed. The public can observe the meetings and present a comment during the Public Comment section at the end of the meeting. Members do not answer questions during the meeting, just listen. Amy strongly encouraged all members to continue to be vocal and share their views despite any public presence at the meeting. Everyone agreed it will legitimize the organization more. Amy informed the council that they will be receiving the agenda in an email in advance of each meeting and the meeting minutes will also be available for public viewing on the city’s website. • Amy reminded members that elections for Chair, Vice Chair, Secretary, and now Social Media manager will be held at the next meeting on September 4, 2024. Interested candidates should email/message Amy of their intent to run for office. A written ballot will be created and distributed after candidates give their speeches, of 3 minutes or less, at the meeting. Meeting adjourned at 5:04 pm. Page 5 of 5
