CALL TO ORDER Pledge of Allegiance. Roll Call. CHANGES TO THE AGENDA ANNOUNCEMENTS 1. Youth Council Advisor Tessier to formally announce the new Chairperson, Youth Councilmember Isaac Coleman. PUBLIC COMMENTS This is the time for the public to address the Youth Council on issues within the jurisdiction of the Youth Council that are NOT on this agenda. All comments are to be directed to the Youth Council and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limitation of three minutes per person. If you haven’t already done so, please fill out name and address slips and give them to the Secretary to the Youth Council. The Youth Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. BUSINESS 2. Approval of Minutes of the Oversight Board Meeting Held on September 4, 2024. 3-5 Youth Council - Regular Meeting - 04 Sep 2024 - Minutes 3. Chairperson Isaac Coleman to share ideas on how to support FIND Food Bank. DISCUSSION AND POTENTIAL ACTION ITEMS 4. Social Media Manager discussion - Youth Councilmember Thomas Elkins expressed interest in holding this position. RECOMMENDATION: Determine if there are any other interested members. Vote on Manager position. 5. City Olympics/Field Day Sports Challenge. RECOMMENDATION: Hold a group discussion about the responsibilities of each committee. Share any progress reports. 6. Action Plan for the Year with a Master Schedule. RECOMMENDATION: Consider city events, school events, holidays, and personal interests to create a master action plan from October 2024 - June 2025. Youth Councilmember Viviana Hermosillo leads the Pledge of Allegiance. Roll Call - The following Youth Council Members were present: Isaac Coleman, Talulah Coleman, Thomas Elkins, Jaguar Goodwin, Judah Goodwin, Izzy Hargrove, Vivana Hermosillo, Audrina McConville, Pearl Sullivan, William Sumption, Brett Viloria, Truman Walsh. Absent: Jax Langdon. CHANGES TO THE AGENDA- None. ANNOUNCEMENTS – None. PUBLIC COMMENTS – None. BUSINESS Approval of Minutes of the Youth Council Meeting Held on August 21, 2024. Motion to approve the meeting minutes by Youth Councilmember Hermosillo, motion seconded by Youth Councilmember Walsh. CARRIED. 4. Update from Youth Councilmember Thomas Elkins re: events at Historic Plaza. Mr. Razo invited the Youth Council to be in attendance at the Historic Plaza events with their own table or assisting with various parts of the program. On October 20th there is a Classic Car Show. Youth Councilmember Elkins will post the event schedule to the group chat. DISCUSSION AND POTENTIAL ACTION ITEMS 5. Hold election of officers - Chair, Vice Chair, Secretary, Social Media Manager. RECOMMENDATION: Candidates present a speech. Council members vote on paper ballots. Election speeches were presented for each position.  Chairperson – Isaac Coleman, Thomas Elkins, Viviana Hermosillo  Vice Chairperson – Jaguar Goodwin, William Sumption  Secretary – Izzy Hargrove Members voted with paper ballot. Chairperson was a three-way tie. Members voted a second time, still a three- way tie. Members agreed to send their speeches to the absent Youth Council member to conduct an absentee Page 3 of 5 Youth Council - Regular Meeting September 4, 2024 ballot. When his vote is made, the Youth Council advisor will email all members with the elected Chairperson name. Youth Councilmember William Sumption was elected to the Vice Chairperson position. Youth Councilmember Izzy Hargrove was elected to the Secretary position. The Social Media Manger position remains vacant. The position will be discussed at the next meeting. CARRIED. 6. Preparation for City Council meeting presentation on September 10, 2024. RECOMMENDATION: Determine speaker(s), topics to present, and by-laws to present. Members agreed that the newly elected Chairperson and Youth Councilmember Walsh will speak at the City Council meeting. They will discuss the creation and adoption of the Youth Council By-laws, volunteer work at the Senior Center, including Teen Tech Training; and future projects including the City Olympics and upcoming Pioneer Day events. There was a discussion about making a PowerPoint presentation, but the Youth Council Advisor has to check with the City Clerk to see if the window has passed for this meeting. May have to save a PowerPoint for future meetings. CARRIED. 7. City Olympics/Field Day Sports Challenge RECOMMENDATION: Each committee to present ideas and status report. This item was tabled due to time shortage. It will be discussed at the next Youth Council meeting. CARRIED. YOUTH COUNCIL ADVISOR COMMENTS The Youth Council Advisor followed up on a request from the Youth Councilmembers to learn more about the Yucca Valley Youth Commission. The Advisor shared that Yucca Valley is accepting applications until October 30, 2024 and she will reach out their advisor in November to discuss having the groups meet. The advisor recommended that members review the End of Term Presentation 23-24 for ideas. The advisor told the members to save the date for the Pioneer Day Parade on October 19th in which they will be participating. The advisor is excited to have the Board almost in place and moving forward on their next projects. FUTURE YOUTH COUNCIL INITIATED ITEMS Members discussed creating a public opinion survey for the City Olympics that will be posted on the soon-to-be created social media pages. Page 4 of 5 Youth Council - Regular Meeting September 4, 2024 Youth Councilmember I.Coleman shared that he would like to have councilmembers speak at the high school through ASB and with homeschool groups to engage more youth moving forward.
