CALL TO ORDER Pledge of Allegiance. Roll Call. Changes to the Agenda. ANNOUNCEMENTS Youth Council Advisor Tessier to share that City Manager James will be attending the November 20th Youth Council meeting as a special guest. Youth Council Advisor Tessier to share that the City Olympics will be held on Saturday, April 12, 2025. PUBLIC COMMENTS This is the time for the public to address the Youth Council on issues within the jurisdiction of the Youth Council that are NOT on this agenda. All comments are to be directed to the Youth Council and shall not consist of any personal attacks. Members of the public are expected to maintain a professional, courteous decorum during their comments. There is a time limitation of three minutes per person. If you haven’t already done so, please fill out name and address slips and give them to the Secretary to the Youth Council. The Youth Council is prohibited by State law from taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. BUSINESS 1. Approval of Minutes of the Youth Council Meeting Held on September 18, 2024. 3-5 Youth Council Meeting Minutes 9.18.24 2. Chairperson Isaac Coleman to share ideas on how to support FIND Food Bank. Page 1 of 5  3. Youth Council Advisor Tessier to share update on Clean-up Day - Trash for Cash situation. 4. Youth Council member Hermosillo to provide an update on Institute for Inquiry. 5. Youth Council member Hargrove to provide an update on Toys for Tots contacts. DISCUSSION AND POTENTIAL ACTION ITEMS 6. Social Media poll specifics. RECOMMENDATION: Create the language for the Social Media polls for City Olympics. 7. City Olympics marketing plan. RECOMMENDATION: Come up with concrete marketing ideas. 8. Team building activity. RECOMMENDATION: Divide into teams and play "It's in the Bag." Youth Council member Izzy Hargrove leads the Pledge of Allegiance. Roll Call - The following Youth Council Members were present: Jaguar Goodwin, Judah Goodwin, Izzy Hargrove, Viviana Hermosillo, Jax Langdon, Audrina McConville, Pearl Sullivan, William Sumption, Brett Viloria, Truman Walsh. Absent: Isaac Coleman, Tallulah Coleman, Thomas Elkins Changes to the Agenda - Edit to the Approval of the Minutes of Oversight Board Meeting to Approval of the Minutes of the Youth Council Meeting. ANNOUNCEMENTS Youth Council Advisor Tessier formally announced the new Chairperson, Youth Councilmember Isaac Coleman. PUBLIC COMMENTS Paul Razo, Twentynine Palms, spoke about potential volunteer opportunities at the Historic Plaza Car Show on October 20, 2024. He praised the Youth Council for their work. BUSINESS 1. Approval of Minutes of the Youth Council Meeting Held on September 4, 2024. 2. Chairperson Isaac Coleman to share ideas on how to support FIND Food Bank. Chairperson Coleman was absent from the meeting. The item will be tabled until the next meeting. DISCUSSION AND POTENTIAL ACTION ITEMS 3. Social Media Manager discussion - Youth Councilmember Thomas Elkins expressed interest in holding this position. RECOMMENDATION: Determine if there are any other interested members. Vote on Manager position. By a unanimous vote, Youth Council member Elkins was voted Social Media Manager. 4. City Olympics/Field Day Sports Challenge. RECOMMENDATION: Hold a group discussion about the responsibilities of each committee. Share any progress reports. Page 1 of 3 Page 3 of 5  Youth Council - Regular Meeting September 18, 2024 A discussion was held about what activities should be included in the City Olympics. Everyone agreed that it should be for kids of all ages. Youth Council member Sumption recommended running activities, such as a dash. Youth Council member Jaguar Goodwin suggested basketball free-throw or 3 on 3 tournament. Other ideas included swimming relay races, hamster ball race, and soccer penalty kicks. Members recommended doing a poll on social media to gather ideas for activities that youth would want to participate in. There was a discussion about having food trucks on site, including the Happy Cooker and Eddie's Tacos. It was agreed that the event would happen on a Saturday in April. 5. Action Plan for the Year with a Master Schedule. RECOMMENDATION: Consider city events, school events, holidays, and personal interests to create a master action plan from October 2024 - June 2025. Youth Council Advisor Tessier presented a Calendar of Events for October 2024 - May 2025 including October 19, 2024: Pioneer Days  Parade – meet at Oasis Elementary School at 9am - carry banners at the front of the parade  Frontier Fest – a block party held along Hwy 62 – work activity booths, Dunk Tank October 31, 2024: Halloween Party in late afternoon/evening - run game booths Thanksgiving – Food drive possibilities December 3, 2024: Holiday Festival - participate in the parade February 1, 2025: JT 55 – very early morning - Work a water stop along the bike ride April - City Olympics Youth Council member McConville recommended doing a trash clean-up day that could be open to the public or partner with TPJHS leadership and complete it around Earth Day. Since Earth Day is April 22, 2025, the cleanup would be held on Saturday, April 26, 2025. There was a discussion about where the clean-up would take place. Youth Councilmember Sumption asked if the clean-up could be part of Trash for Cash to get paid as a fundraiser. Youth Council Advisor Tessier said she would find out. Youth Council member Hermosillo is going to reach back out to Kim at the Institute for Inquiry regarding a possible Teen Hangout Center. Youth Council member Hargrove is going to ask her mom about the Toys for Tots volunteer work they did last year to see if the Youth Council can support their efforts. Members recommended a holiday movie night at Smith's Ranch Drive-in or the CC gym and give out hot chocolate. Discussion went back to the City Olympics: Youth Council member Hermosillo recommended having people pay to make sign boards at the Olympics as a fundraiser, and also have a photo booth. Youth Council member Sumption recommended giving out medals for the City Olympics. Discussion went back to Social Media: Use it to showcase the volunteer work of the Youth Council and to advertise the activities they will do during the year. Page 2 of 3 Page 4 of 5  Youth Council - Regular Meeting September 18, 2024 Youth Council Advisor Tessier asked Paul Razo to share other dates of events at Historic Plaza. He shared there is a Chalk Fest happening on March 23, 2025 that the Youth Council could participate in. He also provided ideas for the City Olympics, including a tire run sponsored by a local tire shop and a ball toss. Members also recommended adding an obstacle course and tennis or pickleball to the City Olympics. YOUTH COUNCIL ADVISOR COMMENTS Youth Council Advisor Tessier is excited to have our Board in place. She spoke about how the Master Plan will help guide the Youth Council throughout the year as they achieve their planned goals. They should focus on SMART goals: Specific – What specifically do you want to do? Measurable – How will you know when you have reached it? Achievable – Is it possible to achieve this goal? Realistic – Can you realistically achieve it? Timed – When exactly do you want to accomplish it? She also encouraged everyone to participate in the meetings to ensure everyone's voice and opinions are heard. FUTURE YOUTH COUNCIL INITIATED ITEMS Continued discussion about City Olympics, future activities for Master Plan, and Earth Day.
