VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES February 6, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER BY PRESIDENT SKINNER AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL CALL: Present: Trustees Barb Andres, Sharon Bower, Kevin Fitzgerald, Aaron Karow, Bill Kaskin, Ken Perl, President Howard Skinner. Also Present: Administrator Laura Roesslein, Clerk Sabrina Waswo, Village Engineer Greg Droessler. PUBLIC COMMENTS AND QUESTIONS. None. ELECTION ANNOUNCEMENT: The Primary Election will be held on Tuesday, February 21st in the Community Room. This is the first election using the Badger Books, which replace paper poll books. There will be a Public Test of the election equipment including the Badger Books on Wednesday, February 15th at 10:00 am in the Community Room. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING Other – Trustee Bower would like a sign in the lobby listing the trustee names. TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS, LAKE PLANNING AND PROTECTION Discussion regarding Recycle Center Attendant pay Currently the pay is $10.25/hour. Difficult getting people to apply. We recently received one application. Superintendent Clause would like to increase the pay to $14/hour. It would add $1,600, which is in the recycling budget. Discussion regarding Resolution R2023-2-1 Declaring Certain Personal Property of the Village as Surplus The surplus item is a 2001 Public Works truck that has been replaced. Clause was going to see what the trade-in price is from International and what we can get outright. Other – Concerns with the Aquanuts sign being constructed in Lance Park. Discussed the design, upper part is a fixed sign and bottom is a screen/message board. Questioned if sign may decrease visibility to the road and sidewalk. There is about 20 feet from the sign and the road. Bottom of sign should be a minimum of 6 feet, Bob agreed to that and would actually like it higher. President Skinner doesn’t feel visibility will be an issue. Village is donating excess bricks left over from the new Village Hall building. Trustee Fitzgerald suggested adding stone to the bottom between the columns that would match Village Hall. A Lance Park sign will be hung under the message board and could be viewed from each side. Liz Kinney feels the signs brightness and messages should be monitored. TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC BUILDINGS Discussion regarding action taken at the January 18, 2022 Plan Commission meeting: Recommended denial to the Village Board of the request for two principle structures on one lot for 301 West Park Drive. Plan Commission stated this is not allowed and it would set a precedence. This was a unanimous decision to deny by Plan Commission. Other – The County is conducting an open house regarding the East Lake Shore Drive project on February 20th at Village Hall. Discussed notifying residents on Upper Horseshoe, schools, and garbage company. County stated there will always be access during construction. February 6, 2023 – Committee of the Whole Minutes Page 1 of 2 TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES Discussion regarding an Intergovernmental Mutual Aid Agreement regarding the transportation of detainees by Wisconsin Law Enforcement Agencies. Police Chief stated this is a benefit and saves money. TRUSTEE BARB ANDRES - SEWER, HEALTH AND ENVIRONMENT, YOUTH, LIBRARY Discussion and Update on the Clean Water Fund Loan for the WWTF upgrade. Engineer Greg Droessler provided an update of what is able to be submitted to the Clean Water Fund loan. Pointed out the construction/equipment fund has been overdrawn, but is being taken out of the contingency. Interest rate on loan is 1.485%, lowest you’ll see. Rather than using village cash by drawing down the sewer fund by 2.1 million, would like to leave ½ million in the village account. Will be drawing 2.1% or 2.2% interest on a municipal bond. As we are seeing unprecedented low interest rate, recommended spending the contingency amount of $481,793 and save the cash on hand. There is a large project in the future. The main interceptor has deficiencies and will need to be addressed as soon as next year or following year. Estimates project cost of ½ million. WWTF is about 90% complete. Contractor is running behind; feels it will be 6 more weeks for substantial completion. May 31st is the final completion date. Final lift of blacktop goes on in the spring. Lift station 6 should be done this week. The office addition is done and is in use by staff. Cost for new aluminum handrail structures in the digester is $31,752. There are pitting and holes in current handrails, which date back 50 years. If added it would extend the completion date of contract as item is a special order. Suggested we finish current contract and do this as a separate bid. Board agreed this is a safety issue. Project cost to date is around $50,000 under the original contract. Contract awarded anticipating bad soil, fortunately our soils came through, and able to use existing materials onsite. We received 2 grants from Focus on Energy for the lights and speed drives, totaling $23,255.
