VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES March 6, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER BY PRESIDENT SKINNER AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL CALL: Present: Trustees Barb Andres, Sharon Bower, Aaron Karow, Bill Kaskin, Ken Perl, President Howard Skinner. Absent: Trustee Kevin Fitzgerald. Also Present: Administrator Laura Roesslein, Clerk Sabrina Waswo. PUBLIC COMMENTS AND QUESTIONS. Bill Poetker, 1607 East Lakeshore Dr. made the Board aware that trees and bushes were taken down by the County that were on private property. A large excavator tore up the public alley. No one knew it was a public alley. There is a 10-foot easement of his property that was deeded over to the Horseshoe in 1977 or earlier. That 10 feet is the ditch, which is not useable to walk in. They thought they owned all 30 feet, turns out 20 feet is the public alley. There is no owner and no one is responsible for maintaining it. He questioned if the County has to repair it back to what it was before they tore it up. There are people that would like to buy that public alley. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING Discussion regarding Resolution 2023-3-1 Declaring Certain Personal Property of the Village as surplus. This is for old computer equipment from the sewer department. Discussion regarding Ordinance 5.20.120 License Restrictions Clerk Waswo discussed the alcohol license ordinance, noting there are outdated ordinances that no longer match state statute. The Village can be more restriction than the state statute but not less. A restaurant owner requested a Class “B” beer license but it not able to obtain that as our ordinances state no beer license can be issued unless it is in conjunction with a “Class B” liquor license. The “Class B” Reserve licenses are available at a cost $10,000. This business does not want the full “Class B” liquor license. State law allows for the Class “B” license to be issued separately. The board would like some sample ordinances brought back for further discussion. Other – Bower noted Main Street is looking very nice with the facelift to the buildings. TRUSTEE AARON KAROW - BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC BUILDINGS Other – Karow asked about starting the zoning ordinance updates. Administrator Roesslein and Trustee Fitzgerald will be creating a small committee with Tim Popanda, Paddock Lakes Building and Zoning Official. Tim is interested in helping and lives in Twin Lakes. Karow noted this has been challenging for decades. VILLAGE PRESIDENT HOWARD SKINNER Discussion regarding the Twin Lakes Chamber’s use of the Community Center. The Chamber is asking for 4 items that are outside of the policy, food sales, alcohol, raffle, and a lower security deposit. Andres does not feel we should take business away from the downtown businesses. She does not want food sales or alcohol sales. Perl agrees on not having alcohol in the community room. Foods Sales – Karow stated there are different levels there, hot dogs are different from catering. Wants to understand more of what they are thinking in regards to food sales. Prepackaged might be alright. Perl stated there are businesses in town that can offer hall rentals for doing what the Chamber is asking to do. Alcohol – Skinner said alcohol is out from what he is getting from the board. Raffles – Skinner does not have a problem with raffles. March 6, 2023 – Committee of the Whole Minutes Page 1 of 2 Security Deposit – Bower does not feel we should lower the deposit. They will get it back if everything is ok. Skinner doesn’t see the need for a security deposit as we work with them on many events. Roesslein questioned if we lower it for the Chamber, will it be unfair to other groups that we do not lower it for. The consensus was that they are ok with raffles and possibly food, but the other items are out. Clerk asked if the language on the policy needs to change as it states only civic organizations can use the community room. Board requested finding out the Chambers non-profit status.
