VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES April 3, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER BY PRESIDENT SKINNER AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL CALL: Present: Trustees Barb Andres, Sharon Bower, Aaron Karow, Kevin Fitzgerald, Bill Kaskin, Ken Perl, President Howard Skinner. Also Present: Administrator Laura Roesslein, Village Engineer Greg Droessler, Police Chief Adam Grosz, Clerk Sabrina Waswo. PUBLIC COMMENTS AND QUESTIONS. None. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING The Spring Election is scheduled for Tuesday, April 4, 2023. Voting will be held in the Community Room from 7:00 am to 8:00 pm. Discussion regarding a request from Kim Adcock to have weekly sidewalk sale events on Main Street Kim Adcock, 334 Main Street, would like the businesses on Main Street to have bi-weekly sidewalk sales on the weekends from May 28 to September 24 from 9:00 am to 1:00 pm. Several businesses are interested. Would also like music/local musicians. Thinking they can get 10 vendors, if they need more space they would be open to using the other side of the street. Board would like a request in writing with exact dates and times, and a diagram/map to discuss at the regular board meeting. TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS, LAKE PLANNING AND PROTECTION Kenosha County is holding a Household Hazardous Waste Program on May 20 at the Kenosha County Center in Bristol. Hazardous waste including electronics and refrigerants will be collected from 8:00 am to 1:00 pm. Residents are asked to visit www.kenoshacounty.org for a full list of accepted and unacceptable items. The electronic waste dumpster will be at the yard-waste recycle center on May 6, 2023. The dumpster will be removed once it is filled. There will be one dumpster in the spring and one in the fall. Bill Poetker noted it was already filled by the second day. TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES Discussion regarding the wage scale for Dispatchers. Chief Grosz said this is a problem that isn’t going away. Dispatchers are paid a lot less than others in the area. We need to do something as we are not getting applicants and may lose current dispatchers. Other areas can pay at least 6 to 7 dollars more an hour. Feels we can increase pay and cover the budget this year but would need to increase budget next year. Would like to be at least comparable to other dispatch centers. If not, need to think about alternate ways to the dispatch and staffing. Discussed switching over to the County; however, it’s difficult as we have 2 different records systems that are not compatible. Several years ago Kenosha County went with a different system than what everyone else has in the county. Pleasant Prairie looked into going in jointly 10+ years ago, at that time it was deemed to be very expensive. Recently down to 4 dispatchers. If 1 of the 4 is off we are asking the other 3 to do 12 hours on and 12 hours off, 7 days a week and 24 hours a day. If we are forced to hire out the services, it would be very expensive based on what we currently pay. Wage being proposed is just below Lake Geneva and Pleasant Prairie but in the same ballpark. We advertised on the law enforcement statewide website, that’s the primary source, Facebook, and village website. Training someone with no experience can take up to 7 months. It would be a graduated pay scale with no experience. Chief hoping to get someone with experience as it gets them onboard much faster. Skinner stated we should put on regular board meeting to get some sort of action. Provided update on overall project. Quickly approaching substantial completion, about 2 weeks away. Everything done except the digester, hopefully done earlier this week and then will get the painters in there. Final completion at the end of May includes restoration and paving. Finished under budget, projecting significantly underneath the construction budget. Waiting on a couple costs to come in yet. VILLAGE PRESIDENT HOWARD SKINNER Committee Appointments will be up for consideration at the April 17th Regular Board meeting. Discussion regarding various requests by the Twin Lakes Sailing Club related to the 2023 season. Discussion regarding an Event Permit for Rock the Lake on June 17, 2023 from 1:00 pm to 11:00 pm at Lance Park. Discussion regarding a Temporary Class “B” Beer License to the Twin Lakes Area Chamber for Rock the Lake on June 17, 2022 from 10:00 am to 11:00 pm. Discussion regarding an Event Permit for Business in the Park and Car Show on May 20, 2023 from 7:00 am to 3:00 pm. This approval includes setup time. Car show is from 10:00 am to 2:00 pm.
