May 1, 2023 – 6:30 p.m.

CALL TO ORDER BY PRESIDENT SKINNER AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL
CALL: Present: Trustees Barb Andres, Aaron Karow, Kevin Fitzgerald, Bill Kaskin, Ken Perl, President
Howard Skinner. Absent: Sharon Bower. Also Present: Administrator Laura Roesslein, Police Chief Adam
Grosz, Clerk Sabrina Waswo.

TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING
Discussion regarding an Original Alcohol Beverage Retail License Application from Joe-Elaine Lightning
1926 LLC DBA “Blue Goose” at 1205 N. Lake Ave (Triangle Bar).
New business purchasing the Triangle bar, closing May 16th.
TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
Discussion regarding the 2023 Movies in the Park season.
Four movies will be shown this year. Jordan Cates volunteers his time to run the movies. Attendance ranges
from 30 to 50 people. Discussed if it’s worth the while for the amount it costs. Skinner feels yes as this is a
community event. People also watch from their boats. Liz Kinney, 1505 Richmond Road suggested older
movies for the older generation. Said she contacted a company that had lower licensing fees. Board requested
Administrator check into updated pricing.
Discussion regarding launch kiosks for Lance Park and Lake Elizabeth Marina.
Kiosk would be credit card only. They can cover them with canvas when not in use. Probably would not need
bollards if the kiosk is mounted high enough. Our IT thinks it’s possible to get a phone line. Hard line is better
to be PCI compliant. Board discussed adding cash/coin with a cost of $1,500. Would like to know if they can
pay with an app or scan a code and pay online. Annual permit can be paid through the kiosk.
PUBLIC COMMENTS AND QUESTIONS.
Sharon Oprizack commented she went to the Twin Lakes Water Protection with issues on weeds and cattails
and another issue came up. There is horrible drainage on Swallow and Willow Roads. A couple culverts were
widened in the past but it did nothing for the drainage. Every time there is rain the entire backyard and driveway
of 1513 Willow is completely underwater, with absolutely no drainage. President Skinner explained there has
been many attempts in the past but it’s hard as it’s a flat surface and the lowest spot in the village. We did make
a high spot and slope down on each end, which gained the most on Park Lane. The drainage also was reworked
when they repaved Park Lane and added culverts. There is nothing else they can do. Kaskin suggested cleaning
out the culverts. Fitzgerald doesn’t believe there is village property down there. Suggested homeowners get
together and do a cement drainage trough set to elevation out to Sunset (south side of the corner) but it requires
homeowners doing that together. Sharon also noted our officers should be honored as next week is Law
Enforcement week.
ADJOURN – Skinner/Andres motion to adjourn at 7:25 p.m. Motion carried 6-0.
