VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES June 5, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER BY PRESIDENT SKINNER AT 6:32 PM/PLEDGE OF ALLEGIANCE/ROLL CALL: Present: Trustees Barb Andres, Aaron Karow, Kevin Fitzgerald, Bill Kaskin, Ken Perl, Sharon Bower, President Howard Skinner. Also Present: Administrator Laura Roesslein, Interim Police Chief Katie Hall, Clerk Sabrina Waswo. PUBLIC COMMENTS AND QUESTIONS. None. PRESIDENT AND TRUSTEE REPORTS TRUSTEE SHARON BOWER - ADMINISTRATION, FINANCE, JUDICIARY, LICENSING The Board of Review will be held on June 7th from 1:00 pm to 3:00 pm. Discussion regarding creating a Class B Beer License/Class C Wine License. Clerk Waswo explained the current ordinance states a Class B beer license cannot be granted unless it is in combination with a Class B liquor. This amendment allows the Village to issue Class B beer licenses individually without also having to issue the Class B liquor. It also creates a Class C wine license for a fee of $100. The Class B beer and Class C wine licenses can only be issued to establishments that are considered restaurants and 50% of the total sales are food. Discussion on the Alcohol Beverage License applications as listed below contingent upon payment of all outstanding liabilities and delinquencies with the Village of Twin Lakes and wholesaler invoices, clearance of any Department of Revenue holds, and approval of background check: • Renewal “Class A”/Class “A” Liquor & Fermented Malt Beverage License applications filed by: a. Discussion regarding an Original Alcohol Beverage Retail License Application submitted by Laurin's Landing LLC d/b/a Laurin’s Landing, 425 Wilmot Ave, Jeffrey Laurin, Agent This is a new owner as previous owner passed away. TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS, LAKE PLANNING AND PROTECTION Discussion regarding a quote from Fahrner Asphalt Sealers. Quote is for chip sealing on Musial between Spiegelhoff and Richmond Roads. The biggest issue on Musial is the large cross cracks and they are blowing those out and sealing them. Discussion regarding commercial use at the boat launches. There has been commercial use of the Lake Elizabeth boat launch by barge operators. They are bringing in heavy equipment to work on people’s shorelines. They were being somewhat abusive but we have since stopped that. Fitzgerald feels the Village should know when this is happening and require a bond. We would not want them to do this on a Saturday and tie up the launch. Administrator spoke with DNR who is looking into enforcement. OTHER – The County has redone the section of road in front of the cemetery. TRUSTEE BARB ANDRES - SEWER, HEALTH AND ENVIRONMENT, YOUTH, LIBRARY Discussion regarding a plan to reduce chlorides in the Village. Item tabled as Village Engineer could not attend meeting. VILLAGE PRESIDENT HOWARD SKINNER Discussion regarding a Fireworks Application submitted by Jimmy Ellis for Fireworks on July 15, 2023. There was a recent disturbance at this property where Police were blocked from trying to enter. President Skinner was concerned on issuing the permit as the property owner needs to know that Police have the right to respond when there is a disturbance call. Interim Police Chief Hall will follow up with property owner. The fireworks will be shot off from a barge on the lake, 60 feet from the shoreline. The Fire Chief has the authority to rescind the permit due to weather conditions, such as a no burn ban. Discussion regarding a request from the VFW to put a bench in Central Park. The VFW Post 11279 would like to donate a bench to honor all veterans in the area. Bench would be facing the ice age trail and can be used to view parades. They are hoping to have the concrete slab donated. This will be a 4 foot bench with 3 inch black granite coming from India. Ketterhagen will also clean and polish the bench every couple of years. Bench is valued at $4,750 and would be covered under the Village’s insurance.
