VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES July 5, 2023 – 6:30 p.m. Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER BY PRESIDENT SKINNER AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL CALL: Present: Trustees Aaron Karow, Kevin Fitzgerald, Bill Kaskin, Ken Perl, Sharon Bower, President Howard Skinner. Absent: Trustee Barb Andres. Also Present: Administrator Laura Roesslein, Interim Police Chief Katie Hall. PUBLIC COMMENTS AND QUESTIONS. None. PRESIDENT AND TRUSTEE REPORTS TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES Discussion regarding door key card readers for the Police Department. Interim Chief Hall stated the door key system is the original from when the department was built in 2000. The software is outdated and no longer offers any software updates. If the system goes down, they would not be able to fix it. Would have to use keys, which not everyone has access to. Recently had an issue where booking room system went down. If someone were in there, they would have been locked in for 8 hours with no way out. That door has a magnetic lock that does not have a key override. Administrator Roesslein stated this was discussed at budget time last year but was cut to balance the budget. Hall stated there are funds in the Police Department budget due to lack of staffing. She provided two quotes: Newport Network Solutions for $26,243 and Complex Security Solutions for $27,607. She recommends Complex Security Solutions based on referrals for their customer service. Contracts over $25,000 will need a public bid. Hall will look at items that can be removed and negotiate with the company. Discussion regarding two quotes from Axon Enterprise Inc. for equipment and data storage. Axon holds our storage for body camera and fleet videos and tasers. Our contract expired with them in April. There is gap coverage built into the proposal. Contract covers new cameras, storage, maintenance, licensing, and new body cameras after 5 years. Would not have to do the public bid since we already have a contract in place with Axon. There is currently $13,000 in the budget that could go towards this. CLOSED SESSION Skinner/Bower motion to go into closed session pursuant to Wis. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session regarding a possible agreement with Town of Randall and Town of Wheatland for EMS services. Roll Call: Trustees Kevin Fitzgerald, Sharon Bower, Aaron Karow, Bill Kaskin, Ken Perl, President Howard Skinner voting “aye”.
