VILLAGE OF TWIN LAKES SPECIAL VILLAGE BOARD MEETING MINUTES
March 4, 2024 – Following the Committee of the Whole meeting
Village Hall, 105 E. Main Street, Twin Lakes, WI
CALL TO ORDER AT 7:06 PM BY PRESIDENT SKINNER/PLEDGE OF ALLEGIANCE/ ROLL
CALL: Present: Trustees Barb Andres, Sharon Bower, Kevin Fitzgerald, Bill Kaskin, Ken Perl, President
Howard Skinner. Absent: Aaron Karow. Also Present: Administrator Laura Roesslein, Police Chief Katie Hall
CLOSED SESSION
Skinner/Fitzgerald motion to go into closed session for the following reasons:
1.)Pursuant to Wis. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the investing
of public funds, or conducting other specified public business, whenever competitive or bargaining reasons
require a closed session regarding a Village lease at 3101 East Lakeshore Drive
2.) Pursuant to Wis. §19.85(1)(e) Deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever competitive or bargaining
reasons require a closed session regarding an insurance claim by Richard Thayer [Roll Call Vote]
Roll Call: Trustees Barb Andres, Sharon Bower, Kevin Fitzgerald, Bill Kaskin, Ken Perl, President Howard
Skinner. Motion carried 6-0.
OPEN SESSION
Skinner/Bower motion to return to open session pursuant to Wis. Stat. 19.85(2) and take action on any items
discussed in closed session. Motion carried 6-0.
Skinner/Bower motion to approve the current lease with the Sandbar including two five-year extensions, and
with all the same stipulations; each year of the five-year extension, the lease amount will increase by 3% per
year. Motion carried 6-0.
Skinner/Andres motion to approve Resolution 2024-3-1 Disallowing a Claim for Damages Against the Village
Filed on Behalf of Richard Thayer. Motion carried 6-0.
ADJOURN – Skinner/Andres motion to adjourn. Motion carried 6-0.
