VILLAGE OF TWIN LAKES COMMITTEE OF THE WHOLE MINUTES
April 1, 2024 – 6:30 p.m.
Village Hall, 105 E. Main Street, Twin Lakes, WI
CALL TO ORDER BY TRUSTEE KAROW AT 6:30 PM/PLEDGE OF ALLEGIANCE/ROLL CALL:
Present: Trustees Barb Andres, Sharon Bower, Bill Kaskin, Kevin Fitzgerald, Ken Perl, Aaron Karow. Absent:
President Howard Skinner. Also Present: Administrator Laura Roesslein, Police Chief Katie Hall, Clerk Sabrina
Waswo.
PUBLIC COMMENTS AND QUESTIONS. None.
PRESIDENT AND TRUSTEE REPORTS
TRUSTEE KEVIN FITZGERALD - STREETS & ROADS, EQUIPMENT, STREET LIGHTS, WEEDS,
LAKE PLANNING AND PROTECTION
Kenosha County is holding its Household Hazardous Waste Program on June 1st at the Kenosha County Center
in Bristol. Hazardous waste including electronics and refrigerants will be collected from 8:00 am to 1:00 pm.
Residents are asked to visit www.kenoshacounty.org for a full list of accepted and unacceptable items.
Discussion regarding a potential no parking area near the Lake Elizabeth Marina Boat Launch.
This is on the south side of the property. People park along the south side, which blocks boat launch ramps and
makes it difficult if someone has to back out of the parking stalls. It was never intended to have parking there.
The consensus was to designate this area as no parking, with a 10-minute loading zone 100 feet from the launch
down the road. This will allow people to get ready to launch, clean their boat, and put straps on after pulling out
of the lake.
TRUSTEE AARON KAROW – BUILDING AND ZONING, PLAN COMMISSION, AND PUBLIC
BUILDINGS
Other – The County Horticulturalist is closely monitoring the presence of spongy moths, last year it was the
gypsy moths. Plans are being made for aerial spraying to control the infestation. The warmer weather this year
has led to an earlier hatching. If it’s a wet spring, there is a fungus that grows and kills the larvae. He plans on
attending the May Committee of the Whole meeting.
TRUSTEE KEN PERL - POLICE, FIRE, LAKE CONTROL, PARKS AND BEACHES
Discussion regarding renewing the Lance Park concession stand lease with the Aquanuts.
This is a regular renewal with 2-year terms. Perl noticed they haven’t picked up their garbage very well when
they have events. The garbage cans in front need to cleaned out.
Discussion regarding a proposal to purchase fitness equipment for the Police Department.
Chief Hall is focusing on officer wellness and proposing replacing the current fitness equipment due to its
deterioration and safety concerns. They received the equipment used in 2005. She would like to add flooring as
well. She received a grant for the majority of the equipment, $19,909, which would qualify to be used for fitness
equipment. The total cost of the equipment and flooring would be $23,680.76. Johnson Fitness and Wellness
came up with the equipment list and gave us a significant discount on the retail value.
The basement was already intended to be built with walls. In the future, she would like to build the walls and
add a training room. Right now, they have to find outside entities to conduct the training. Fitzgerald stated that
the basement is not a pleasant environment. He wonders if the board would consider adding the training room,
noting the horrible lighting. He is not concerned about being over the grant, as he's confident that when the
Police Department's audit is finished, there will be a surplus of funds, due to the lack of being fully staffed.

Discussion regarding a quote from Xylem for repair to a lift station pump.
Lift station #1 that needs to be repaired.
Other – There's been a lot of news coverage lately about squatters' rights. Trustee Andres believes we should
take a proactive approach in how we handle this issue. Chief Hall mentioned that we recently dealt with a
situation in the Village related to squatters. Chief Hall will look into the possibility of implementing an
ordinance that could expedite the process in cases of squatting situations, although she is aware that tenants
have more rights when renting.
VILLAGE PRESIDENT HOWARD SKINNER
Committee Appointments will be up for consideration at the April 15th Regular Board meeting.
Looking to fill Board of Appeals vacancies.
ADJOURN – Andres/Fitzgerald motion to adjourn at 7:13 p.m. Motion carried 6-0.
