Meeting Minutes

1. Meeting called to order: 9:00
2. Roll Call: Tony, Bill, Bryan, Dean, Richard, Jack
3. Minutes: 6/29/2024 - approved
4. Public Comment: none
5. Committee Reports –
Bill discussed 6” variance in lake level vs. spillway, water is not getting to the
spillway due to increased blockage from vegetation. (note: vegetation grows
more, as runoff brings nutrients from the land to the lakes.) Decided to ask Laura
to have public works go look at it. Tony offered to call McHenry County to see if
they’d help by allowing access for clearance.
Jack asked Tony to contact Laura about calling Greg at T&C Engineering and give a
go ahead to do give a quote for the Bay View area.
Bill talked to Laura about budget money going to the committees and not the
general fund. The storm water committee will seek more projects to enable
constructive use of the money and benefit the Lakes, (see below.)
Buoy placements needed correcting because they weren’t where they should be
near the rock bars. A police boat’s propeller was damaged because of this.
New Business
A) 2025 Budget
Bryan wants to increase the fish budget to $10,000, as prices have increased.
Dean wants $18,000 for monitoring weeds and treatments on an ongoing basis.
Money should be increased for water safety, as there are more police on the Lakes,
which is a good thing!
Line-item adjustments were discussed and noted. Revised budget
recommendations will be provided to Laura by Tony.
Bill moves we approve the budget as amended, seconded and passes.
Tony to call a meeting to include Greg from T&C Engineering, Laura and the
steering committee to discuss projects to benefit the Lakes and spend the money
allocated to storm water committee.

Bill moves: The Twin Lakes Protection & Rehabilitation District Steering Council
recommends the Village of Twin Lakes Plan Committee and the Village of Twin
Lakes Board of Trustees vote to NOT amend sections 17.12.041, 17.12.080,
17.20.030 and 11.04 of the Twin Lakes Codes of Ordinances as proposed to
be heard at the July 1, 2024 Joint Plan Commission Special Village Board
Meeting until a study has been done to determine the impact on the lakes
Seconded, passed. Bryan abstained.
