LAKE PROTECTION & REHABILITATION DISTRICT COMMISSIONERS’ MINUTES July 15, 2024 – Immediately following the Regular Village Board Meeting Village Hall, 105 E. Main Street, Twin Lakes, WI CALL TO ORDER AT 7:22 PM BY PRESIDENT SKINNER/PLEDGE OF ALLEGIANCE/ ROLL CALL: Present: Trustees Kevin Fitzgerald, Bill Kaskin, Ken Perl, President Howard Skinner. Absent: Barb Andres, Sharon Bower, Aaron Karow. Also Present: Administrator Laura Roesslein, Police Chief Katie Hall, Clerk Sabrina Waswo Skinner/Fitzgerald motion to approve the draft 2025 Annual Budget and proposed Tax Levy for the Lake Protection & Rehabilitation District. Motion carried 4-0. Skinner/Fitzgerald motion to approve the Agenda for the 2024 Annual Meeting of the Lake Protection and Rehabilitation District. Motion carried 4-0. Bill Poetker, 1607 E Lakeshore Drive, discussed lake level issues, stating there is an 8-inch difference between the spillway and Sunset Beach, indicating the water is not getting out. Trustee Fitzgerald mentioned he initially thought the spillway was the issue, but it’s now obvious the water is not reaching it. There could be an obstruction. The Lake District is asking for funding for a drone, which costs $1,500 with a good camera. Bill also expressed concerns about jet skis. The law changed, and the new statute requires them to have a wide-angled mirror. State statute allows municipalities to enact stricter regulations. He is proposing this at the Lake District Committee. Additionally, the Lake District reallocated funds within the budget. Since there wasn’t a project for stormwater management, they moved some funds to the water patrol budget and doubled the fish stocking budget for the fall.
