LAKE PROTECTION & REHABILITATION DISTRICT COMMISSIONERS’ ANNUAL MEETING & BUDGET HEARING MINUTES Saturday, August 3, 2024 – 9:00 a.m. Village of Twin Lakes Board Room, 105 E. CALL TO ORDER AT 9:04 PM/PLEDGE OF ALLEGIANCE/IN ATTENDANCE Present: Commissioners Aaron Karow, Ken Perl. Absent: Commissioners Howard Skinner, Sharon Bower, Kevin Fitzgerald, Bill Kaskin, Barb Andres. Also Present: Village Administrator Laura Roesslein, Village Clerk Sabrina Waswo, Lake District Property Owners in Attendance 38. Approval of the 2023 Annual Meeting Minutes Bill Poetker/Pam Becker motion to approve August 5, 2023 meeting minutes. Motion carried. Committee Reports Tony Migon, Steering Council Chairperson, gave a presentation. Noted he will be stepping down after this year. Nominations and Election of Members of the Various Committees Pam Becker/Bill Busse motion to approve the election of members of the various committees including adding Susan Bradley to the Boat Safety Committee. Motion carried. Elector/Public Comments Lynne Hellmen, 1417 E Lakeshore Drive, voiced concerns about the wake boats not staying in the center of the lake and making big waves. Berthold Boone, 3031 E Lakeshore Drive, commented on pier lengths extending past the limit. Pam Becker, 232 W Park Drive, provided information on where to find riparian zones on the village website. Bill Poetker, 1607 E Lakeshore Drive spoke on the pier differences between residential and commercial zoning. Brad Prischman, 932 Bay View Ave, commented on dredging the Bay View channel. Public Hearing on District Budget Pam Becker/Bill Poetker motion to open the public hearing at 10:07 a.m. Motion carried. Bill Poetker/Pam Becker motion to close the public hearing at 10:09 a.m. Motion carried. Motion to Approve Specific Large Projects A. Aquatic Plant Treatment B. Storm Water Improvements Dean Todaro/Bill Poetker motion to approve the aquatic plant treatment of $18,000. Motion carried. Pam Becker/Bill Busse motion to approve the stormwater improvements of $40,000. Motion carried. Brian Neal/Pam Becker motion to approve fish stocking of $10,000. Motion carried. Motion to Approve Tax Levy Bill Poetker/Pam Becker motion to approve the Tax Levy. Levy is $150,000, same as last year. Motion carried. Motion to approve 2025 Budget Annette Crews, 298 W Park Drive, questioned previous dredging being only one half of the channel. Establish 2025 Annual Meeting Date Pam Becker/Bill Poetker motion to set the meeting as the first Saturday in August, August 2, 2025 at 9:00 a.m. Motion carried.
