Infrastructure Committee Meeting
Dec. 10 – Draft Minutes
In Attendance: Monty Parks, Shawn Gillen, George Shaw, Shari
Haynes, Peter Gulbronson, Stan Bearden, William Moseley,
Alice Jonsson
Shawn Gillen called the meeting to order at 10:06 AM.
George Shaw made a motion to approve the 11-12-20 draft
minutes. Peter Gulbronson seconded. Minutes approved.
1. Building Assessment: Shawn Gillen- The Strand facility will
be changed to ‘SE Bathroom’ then, on the next agenda, as ‘Old
Marine Science Center’.
2. Marsh Hen Trail: Monty Parks- when will the surface be
done? Shawn Gillen - when will it be open as a bike path?
Monty Parks – There is a cactus that is fierce and they are
hidden in the grass on the perimeter of the path. We should ask
Deb if there is a way to deal with them. Peter Gulbronson will
have someone look at the plants and will report back to the
committee.
3. Recycling: Peter Gulbronson – Last year we had 100 tons of
recycling, roughly. Now, the trailers are emptied every other
day. Peter Gulbronson would like a third person in recycling.
Padding on trailers to control noise – Shawn Gillen we need
more.
4. Strand Facility: Peter Gulbronson – Department of Natural
Resources modified the permit and is seeking more details. They
want the word ‘bathroom’on it. Shawn Gillen – There may be
some changes in plans - lowering and potentially shifting them –
but that needs to be explored. Shooting for by April 2021 for
plans to be finalized – and October 2021 for completion.
Monty Parks- can we at least do the showers?
Shawn Gillen- it depends on the contractor – we don’t know yet.
Peter Gulbronson will report back to the committee an answer to
the shower question as soon as the city has selected a contractor
and the contractor has had a chance to assess the situation. The
Old Marine Science building on the Strand: may be a work
space for the Tybee Island Police Department. Creating cells is a
very complicated issue. There are strict requirements if you call
it a ‘substation’. The Parking Dept. will perhaps be on the lower
level.
TS Chu and Izlar: - Monty Parks – Should we send a general
letter out to the residents?
Shawn Gillen – I think we should assess costs first, then send
letter, but we can take a look at the process.
Williams Drainage Update: Peter Gulbronson- still working on
the process for where they are going to drain into. Peter
Gulbronson will report back to Shawn Gillen as that process is
being worked out. The City Manager will update the committee
on the progress at the next meeting.
Deep Well Update: Shawn Gillen – There is no update right
now.
Clarifier Update: Peter Gulbronson – there a few electrical
issues and there is no update on the GEFA loan. Jen Amerell is
working on it.
Monty Parks- when are we doing the second clarifier?
Peter Gulbronson- In the next fiscal year, part of the loan is for
the new clarifier. We are still waiting on final numbers for that –
probably same as first, roughly.
Peter Gulbronson: Talked about speed hump locations.
Shawn Gillen - GDOT now has Highway 80 in their plan – with
bike lane and break-down lane . The Lazaretto bridge is
scheduled to be done in 2023. The Bull River Creek in 2022’
(tentative). GDOT will give us harder schedules, eventually. We
have made a lot more progress. How do we raise the road up and
allow the turtles to cross? Pete is working on two grants that
have been in the works for years. Last year we tied for first as a
priority.
Update on Water Tower - will cost a lot to get everything off
the tower – 100 something thousand is cost to remove, put them
on a temporary tower they build. They take it down then put it
all up on top again then remove the temp tower.
Shawn Gillen explained the building spreadsheet. Wants to
make sure it is put in packet for the public to see. And make sure
‘Building Assessment’ is on the next agenda.
Motion to Adjourn – George Shaw made the motion. Peter
Gulbronson seconded. The meeting was adjourned at 10:56.
