Draft Minutes for 12-12-19
In Attendance: Barry Brown, Stanley Bearden, George Shaw, Peter Gulbronson,
Monty Parks, Alice Jonsson, Shawn Gillen, Spec Hosti, Bubba Hughes, Chris Stovall
Barry Brown called the meeting to order at 5:30 PM.
Monty Parks made a motion to approve the draft minutes from 11-14-19. Spec
Hosti seconded. Motion approved.
Backflow Preventers: Peter G. would like to take money from the Bright St.
project to pay for internal tide-flexes (moving to Breezy Point). Barry Brown
expressed concern about how they would be cleaned. Peter Gulbronson would
like to try them and report back. He would like them put on the maintenance
schedule. Mr. Baker’s project will be done soon.
Capital Projects: Shawn Gillen will report back on Capital Projects during the 1st
Quarter. Peter Gulbronson would like to do approximately one percent of the
sewer rehab per year. Barry Brown is still not satisfied that the flat spot is taken
out of the pipe on the 17th St. project.
Derelict Houses: Shawn Gillen will get an update from Wally Hattrich and report
back to the committee. Group discussed many homes.
Jaycee Park Field: Peter Gulbronson said they are working on a comprehensive
park plan. Shawn Gillen is exploring turf vs grass options. Turf is pricing out on the
high side. Group discussed turf vs grass.
Lighting for Trash Compactor on 2nd: Shawn Gillen spoke about the on-going
project. Still need GA Power to come out. City is waiting on them.
Jones Shoulder Drop-Offs: These are completed according to Peter Gulbronson.
Lights for Memorial Park Field: Shawn Gillen will report back to the committee
next meeting. Peter Gulbronson said it will be explored as part of the
comprehensive park plan.
Marsh Hen Trail: Monty Parks will ask Council to allow Shawn to prepare a
$30,000.00 budget adjustment. Once the budget adjustment goes through, Peter
Gulbronson will have ninety days to complete a section of the project. Monty
Parks will make the official recommendation to walk away from the grant for
Phase 2.
Median Water: Peter Gulbronson said it’s still going well.
Paving DPW: Peter Gulbronson said it will go in a proposal for next year and had
data about the cost and timeframe.
Recycling Update: Group discussed the changes coming. Shawn Gillen explained
that the contract will be coming back to the group in January and that the STVR
twice-per-week pickup needs to be worked out by March to be ready for the
season.
Solar Project at Wastewater Treatment Plant: Agreement on that night’s Council
agenda.
Status of Backflow Prevention and Grease Management Program: Bubba Hughes
suggests the ordinances not be codified. Monty Parks thinks the first reading
should be in January and then it could be passed in February.
Water Meter and Backflow Prevention Devices at Condos and Apartments: Bubba
Hughes suggested ordinances not be codified.
Discussion of Strand Workshop for Recommendation to Council: Shawn Gillen said
we will be moving forward with the parking lot. Shawn Gillen is asking Council to
approve choice of Greenline for the bathrooms.
Additional Office Space for City Hall: Shawn Gillen explained a plan for a modular
office space that would be temporarily on the South side of the City Hall. The
group liked the idea.
Monty Parks made a motion to adjourn the meeting. Barry Brown seconded.
Motion passed. Meeting adjourned at 6:27 PM.
