City of Tybee Island Public Safety Committee Draft Minutes 12-19-2019 In attendance: John Branigin, Wanda Doyle, Major Fobes, Shawn Gillen, Alice Jonsson, Michelle Owens, Major Moseley, Marshal Hattrich, Chief Bryson, George Shaw, Julie Livingston, Chief Patterson, Robyn Rosner Wanda Doyle called meeting to order at 10:00 AM. Julie Livingston made a motion to approve the draft minutes from Oct. 24th, 2019. John Branigin seconded motion. Motion approved. Lighting for School Bus Stops: Shawn Gillen shared that next step is to get GA Power out to the island. We are waiting on GA Power. John Branigin asked about how often the bus stops change. Shawn shared they are pretty stable. Follow Up on Computer Program for Monitoring Disorderly House Ordinance: Marshal Hattrich shared that the computer system the City purchased is working well. They are still generating data. January renewals are coming up for properties. Meddin Drive/North End Traffic Public Meeting: Shawn Gillen went over the data generated at the Nov. public meeting. The group discussed many options. John Branigin – Recommendation to Council: Two to three speed-humps on Meddin and one to two on Miller. JL seconded. Motion unanimously passed. Recommendation on which option Council should consider: John Branigin made motion and Julie Livingston seconded. Recommend that Council approve Option 6 – and debate pros and cons of Options 1 and 7. Motion passed unanimously. Christmas Parade: Group discussed how parade went and all of the positive feedback the City got. Group discussed some logistical tweaks for next year. Speed-Humps: John Branigin brought up having a procedure for requesting temporary speed-humps. Critical Workforce Sheltering Plan: Chief Patterson explained that for hurricanes at level 1-3 we will need to find our own workforce shelter arrangement, moving forward.
