Draft Minutes 1/23/20
In Attendance: John Branigin, Shawn Gillen, Matt Harrell, Chief Bryson, George
Shaw, Major Fobes, Todd Smith, Alice Jonsson, Pete Ryerson, Marshal Hattrich,
Major Moseley
Shawn Gillen called the meeting to order at 10:00 AM.
John Branigin made a motion to approve the draft minutes from 12/19/19. Shawn
Gillen seconded. Motion passed.
Ocean Rescue and Beach Rule Enforcement: John Branigin would like for Matt
Harrell’s Beach Safety Update to be on the Council agenda.
In February the City Manager will bring a proposition to the Council regarding
beach rule enforcement.
John Branigin mentioned perhaps having signage at the crossovers indicating there
are cameras monitoring beach activity. City Manager Gillen said it would be
considered at a later date.
Noise Ordinance: Shawn Gillen will bring some proposed ordinance changes to
Bubba Hughes and then back to the Public Safety Committee in February.
Golf Cart Registration: Bubba Hughes needs to work on the changes to the
ordinance. The ‘ten-day’ needs to be removed.
City Manager Comments: Shawn Gillen will be bringing the ‘Interim Chief’
designation to the Council. Todd Smith will be helping with the Emergency
Management piece.
