In Attendance: Shawn Gillen, George Shaw, Peter
Gulbronson, Walter Hattrich, Monty Parks, Alice
Jonsson, Stan Bearden, Shari Haynes
Shawn Gillen called the meeting to order at 10:06.
Shawn Gillen and Peter Gulbronson went through
the five-year budget for Water and Sewer.
Peter Gulbronson made a motion to approve the
draft minutes from 1-28-21. With one change “Stan
Bearden was present and Danny Carpenter was not.”
George Shaw seconded. Motion approved.
Peter Gulbronson: Lab dropped another inch this
weekend – Priority One – Getting a modular in
where the parking is is probably the most
economical.
Shari Haynes spoke about computer program
(SCADA) that is the heart of the treatment plant.
Base mapping – Peter Gulbronson – gives a more
accurate survey map of water lines and manhole
covers. An interactive mapping system on the
camera truck. We need a new truck.
Peter Gulbronson - Bar Screen – cleans out the stuff
that won’t break down.
Peter Gulbronson - 12 Lift Stations – lifts sewage up
and takes it to another station – yearly maintenance
– it’s continual.
Peter Gulbronson - Portable pump for the Waste
Treatment Plant- used to maintain flow.
Peter Gulbronson – We have yearly water tower
maintenance – two of them – miscellaneous charges
for upkeep.
Shawn Gillen –For well-related issues or water
issues, how do we generate revenue to pay for this
stuff? We are looking to finance it. Want to move
away from the pay-as-you-go. Future rate payers
need to pay for it, too. Different bonds are out there,
myriad options.
Deep Water Well is stuck in litigation. Salt water
intrusions are a threat always. We must continue to
maintain and build our sewer system.
Rate Structure – Shawn Gillen this will be discussed
at the next meeting along with financing. All of the
docs need to be posted to the minutes for everyone
to see.
Shawn Gillen and Peter Gulbronson discussed what
the priority projects are.
Peter Gulbronson - Master Water Meter: On page
two of the handout. Right now all of these condos,
each unit has a water meter. The meters are hard to
reach, often. We would like to put in one big master
meter. We could bill the condo associations. (Shawn
Gillen and Stan Bearden - Explained what happened
with Beachside Colony –– Legionaries Disease
formed in water that was sitting in pipes from a
private well because the condos weren’t occupied. It
could have reached our system but didn’t. It’s a
safety issue. It happened two years ago. It’s not our
fault and it cost us a lot. The master meter will have
a backflow device to protect our water system.
Shawn Gillen – We need to get with Bubba Hughes
– what will this take? This must go before the
Council for consideration with explanations. Will be
on next agenda until it’s resolved.
TS Chu and Izlar – Shawn Gillen residents need to
write a letter to the Council. Hasn’t happened yet.
Ball is in their court. It would be in the out years.
We don’t know what will happen yet. We will raise
the capital when we need to.
7th and 6th - Peter Gulbronson – has a crew working
on myriad crossovers and demo on the Old Marine
Science Center. Open Air pavilion bids will reopen
soon. Meddin will have some work done. Meddin to
Gulick to right in front of the lighthouse. It will done
before season, hopefully. Spoke with DOT about
drainage issues around 80 around the Marsh Hen
Trail.
Shawn Gillen -We will have drawings for the South
End bathrooms next week, sending to Council and
on Feb. 25th goes to Council.
Set meeting before the next Council with residents.
Motion to Adjourn – George Shaw made motion.
Peter Gulbronson seconded. Motion passed and
meeting adjourned at 10:47.
