City of Tybee Island Public Safety Committee Feb. 25th, 2021 In Attendance: Shawn Gillen, John Branigin, George Shaw, Pete Gulbronson, Monty Parks, Alice Jonsson, Robert Bryson, Joel Fobes, William Moseley Approve Draft Minutes: Peter Gulbronson made a motion to approve. John Branigin seconded. Motion passed. Shawn Gillen and Joel Fobes went through the CIP for TIPD, with a focus on big ticket items. Monty Parks and Shawn Gillen spoke about the number of squad cars we need. Joel Fobes spoke about the details, along with Shawn Gillen, regarding the Enterprise lease program. TIFD – Shawn Gillen, Peter Gulbronson, went through TIFD’s CIP fleshing out some details from the last meeting. (Matt Harrell could not be present due to a training event.) Pete Gulbronson asked where the new electronic signs will fit in budget-wise. Shawn Gillen suggested speaking with Jen Amerell can help us decide where it best fits down the road. Shawn Gillen spoke with Chief Bryson about St Patty’s Day and the traffic it may bring to Tybee, as well as the potential for lots of drinking. Orange Crush typically happens in April. We haven’t seen much on it in social media. But that doesn’t mean it won’t happen, so we must prepare. John Branigin – Asked the TIPD folks present if they have any concerns about the Noise Ordinance since we have presented it to the public for comment. Robert Bryson says TIPD supports it as it stands. TIPD Update: Officer of the year and TIPD Employee of the year. Recruiting and retaining people across the country is still difficult. We have a couple of officers who will be moving on to new things. Shawn Gillen spoke about the Old Marine Science Center and the progress being made. We need to come up with a name for the building. Shawn Gillen – We need to address crossover signage to let people know (at the crossover itself) that crossovers are included in the prohibited areas for animals.
