City of Tybee Island Public Safety Committee Draft Minutes - April 1st, 2021 In Attendance: Shawn Gillen, Michelle Owens, Walter Hattrich, George Shaw, John Branigin Meeting called to Order at 1:00. Motion to Approve the Feb. 25th Minutes: George Shaw made the motion, John Branigin seconded. Motion approved. Shawn Gillen: CIP will not be covered at today’s meeting. (No new numbers from Enterprise yet.) It probably won’t need to be on agenda next month because the budget will be done at that point. Standardization of Timelines: Walter Hattrich of Code Enforcement went through the list of items to be standardized. Walter Hattrich – Business Licensing – no violation notice as of now. Group discussed standardizing terminology, which is something Bubba Hughes will need to look at. Walter Hattrich will let him know. Walter Hattrich - Grease Trap Management Program – now says up to thirty days. Shawn Gillen suggested simplifying to thirty day. Take out “up to”. Walter Hattrich would like to see a standardized and often lower number for these types of citations. Shawn Gillen suggested they continue and come back to it. Land Development Code – George Shaw – thirty days is reasonable for many of these. Walter Hattrich - One notice at thirty and a secondary notice at fifteen. George Shaw will run it by Bubba Hughes. There may be a few in this category that can be shortened. Street Repair – Walter Hattrich – Says ‘after notice’ but there is no timeframe associated with it. Ten business days would be good. Property Maintenance: Walter Hattrich – We would like to have a shorter timeframe for these. Graffiti Removal – Walter Hattrich - Three days is what it says now and Walter Hattrich likes it. Nuisance Abatement- Walter Hattrich - There is a Nuisance List. It has standing water and barking dogs, that type of thing. Says ‘within five calendar days’. Walter Hattrich would like for it to read differently. Walter Hattrich - Building Numbers – Now it’s ‘thirty-days notice’ which he thinks is too long. Walter Hattrich -Use of Public Sewer Penalties – ‘written notice providing a reasonable time-limit to fix it’. Ten business days would be good for the majority. The citation would be immediate, but that doesn’t stop the issue. Walter Hattrich – Weeds – there is no specified timeframe. John Branigin suggest categorizing them and then bring it back to Council with a rationale as to why. The last two it seems like the deficiencies are in the current ordinances that Bubba needs to address. Shawn Gillen – Walter Hattrich and George Shaw will make the list and run it by Bubba Hughes. It will take a few months to work through the system. Shawn Gillen – Traffic Calming – Pete Gulbronson is working on it. On Solomon Avenue – Pete Gulbronson is working with the neighbors on a speed hump and signage. The City will try to get that done by Memorial Day. John Branigin would like for the Council to be reminded when speed bumps and humps will be put in so they know to expect calls from neighbors. Shawn Gillen said he thinks we can create a process for that. Have any of the temporary speed humps have become permanent? Maybe we need to clarify how long the temporary ones will stay and what the process will be to make it permanent. Shawn Gillen – When the temporary ones wear down we can add the discussion about whether it should be permanent. Traffic Calming and Temporary Speed-hump Policy for next Public Safety agenda. Shawn Gillen – City Manager Comments – George Shaw – Stop Sign on and Jones. Mr. Kelly spoke. He has a house on Jones. There are many trucks moving rapidly down Jones. He offered the TIPD the use of his driveway to observe. He would like a stop sign at Tybrisia. Shawn Gillen – The TIPD Chief will look at the intersection with Pete Gulbronson. They will report to the Council if they agree with the request. John Branigin suggested a speed-hump. TIFD – Matt Harrell gave an update but it was inaudible. The microphone didn’t pick it up. Shawn Gillen – we had record-breaking numbers of cars in March this year. We may need to make some changed to Code Enforcement. Also there are numbers issues in terms of manpower to enforce during these record- breaking days, especially if it holds. We had some traffic jams that must be fixed for safety reasons. We couldn’t get Parking Control or ambulances down there near Tybrisa. Cameras are being installed for beach monitoring. Monitors are being ordered. Walter Hattrich – South Annex – Waiting on a leak to be fixed. Bob Bryson Update for TIPD – We are down officers. His comments were mostly inaudible. Motion to Adjourn – George Shaw made the motion.
