City of Tybee Island Public Safety Committee Draft Minutes - 4/22/21 In Attendance: Shawn Gillen, John Branigin, Robert Bryson, Matt Harrell, William Moseley, Monty Parks, Joel Fobes, George Shaw, Walter Hattrich. Meeting Called to Order at 1:00. Approve Draft Minutes from April 1- Fix “Stop Sign at Jones and Tybrisa” George Shaw made the motion to approve. Pete Gulbronson seconded. Motion passed. Traffic Controls: Shawn Gillen spoke about the traffic controls that need to be tweaked and what went well. Tybrisa off of Butler is always a challenge. John Branigin spoke about challenges people who live on 14th face with regards to visitors looking for parking spaces. He would like to explore options that impact residents’ experience positively. *Leave/Put ‘Traffic on 14the St,’ on the agenda for next month. Shawn Gillen – We need to figure out a way to fund purchasing more temporary speed-humps. They are quite popular, Pete Gulbronson spoke about the locations of the temporary humps, as well as when they were put in. 23 Medin and 410 Miller are up for review in terms of placement. John Branigin – spoke about ins and outs of who should initiate the permanent installation of a speed bump, and the process itself. He would like it examined. Shawn Gillen, George Shaw, and Pete Gulbronson, John Branigin spoke about whether or not temporary humps are more or less costly than the permanent ones. Monty Parks – Thinks the temporary speed- humps are great. Would like for us to explore solutions that make them safer and easier for bikes to deal with. John Branigin and Pete Gulbronson spoke about potentially using reflective material on the humps to help alert bicyclists to the hump at night. Pete Gulbronson will continue to implement the speed-hump process by alerting residents to the expiration of the ‘temporary’ status on specific TIFD – Focusing on hiring life guards. Shawn Gillen and Walter Hattrich spoke about parking for the South Annex for employees. TIPD – Robert Bryson – Spoke about applicants to the department. There are a few applicants who are not certified. Training is going on – Professional Development, etc. Code Enforcement has done a great job taking the load off of the other officers. Time and a half plus $100.00 for City employees who will work busy Saturdays for Code Enforcement. John Branigin made a motion to adjourn. George Shaw seconded. Meeting Adjourned at 1:41,
