Public Safety Committee
6/24/21 – Minutes
In Attendance: Tracy Yandle, Shawn Gillen, George Shaw, John Branigin, Monty Parks, Walter Hattrich, William Moseley
Shawn Gillen called the meeting to order at 1:00.
George Shaw made a motion to approve the May 13th Special Meeting Draft Minutes and the May 27th Draft Minutes.
John Branigin seconded and the motion was approved.
Tracy Yandle– Designated Fishing Areas – Our local ordinance 12.1 is inconsistent with state ordinance. Shawn Gillen any
kind of fishing can not be regulated. Tracy Yandle – We need to address 12.2, too. Shawn Gillen – The County could
make shark fishing illegal off of pier. We could make it illegal off OUR pier (Back River), but we can’t off the beach.
Electric Bikes and Wagons – John Branigin – As he sees it, when the motor is engaged it is electric, so if someone isn’t
peddling it’s a bike. Shawn Gillen – enforceability is an issue with that approach. Tracy Yandle– our statute says
‘motorized’ so they would not be allowed on the beach. John Branigin – the public safety issue is speed, these are
becoming more prevalent and people see them as bikes. Shawn Gillen – we can talk about enforcement with TIPD.
Walter Hattrich and Shawn Gillen will meet to discuss what enforcement would look like. Monty Parks – a bike with a
motor is a motorbike. Monty Parks thinks the wagons are ok unless someone is riding one. Group discussed different
motorized scooters and other grey-area vehicles. Shawn Gillen – asks Tracy Yandle to address with Bubba Hughes the
‘grey area’ vehicles and report back.
4th of July traffic controls – William Moseley and Shawn Gillen - they will very similar to years past with a few additional
tweaks on Jones and 80 to help get emergency vehicles where they need to be. William Moseley - No more updates
from TIPD.
Monty Parks – would like for Fire Department and TIPD to consider putting pollards at the end of Alley Three so people
can’t launch boats there. (Removable) Times have changed and boat ramp use there is not working anymore because of
people getting stuck. Perhaps it could be on the July PSC committee?
Meeting Adjourned at 1:25 John Branigin made the motion and George Shaw seconded.
