City of Tybee Island Minutes Public Safety Committee – May 27th, 2021 Present: Shawn Gillen, Pete Gulbronson, Walter Hattrich, Robert Bryson, Joel Fobes, Monty Parks, William Moseley Shawn Gillen called the meeting to order at 1:00 PM. Golf Cart Inspection: Shawn Gillen spoke about changing our ordinance for golf cart registration. The group is still working out the details, but it would basically require that any cart that is not registered and inspected by TIPD shall be brought to TIPD prior to it being used at all on the island, roughly within a 24 hour period. Alley 3 –Shawn Gillen spoke about challenges for residents. It is allowed to be a boat launch. Folks are trying to launch vessels and are blocking driveways. Shawn Gillen shared that the TIFD jet-ski is there temporarily. Not allowing vessels to launch would require Council approval and an ordinance change. Robert Bryson and Shawn Gillen will meet to discuss the issue and Robert Bryson will up patrol of Alley 3. TIPD – Chief Bryson – There is a larger surge of homeless recently. TIPD has been working with Parking Services on traffic controls for very busy weekends. Chief Bryson and Shawn Gillen went over traffic controls for the Memorial Day weekend. Resident thanked the city for the four-way stop at 17th. They are seeing positive results. Resident asked about the parking controls and local traffic. Shawn Gillen explained ins and outs of myriad approaches. Resident shared she is seeing lots of people using the Park TYB Ap and thinks a message should be put on the ap. Shawn Gillen- the trick is you have to be actively using the ap for a message to come through. Wally Hattrich gave update on TIMSC. They are wrapping up all of the work going on at the TIMSC. Shawn Gillen – Parking will be moved there first. Parking will be closed for some kind of lunch and they are looking at some Saturday hours. There will be an emergency call light at the building. Next will be lifeguards and the first aid center – new awning will be mid-June, according to Walter Hattrich. Shawn Gillen - the trailer will go to DPW – they will find a new use for it – then Pete’s crew will come out and mark parking for the employees – handicap spaces will move closer to the Tybrisia crossover. Dogs on Leashes– Walter Hattrich spoke about it with Tracy from Bubba’s office – she’s working on it so it can go straight to Council. Meeting Adjourned at 1:52.
