City of Tybee Island Infrastructure Committee Notes – Aug. 8th, 2019 In attendance: Barry Brown, Pete Gulbronson, George Shaw, Stan Bearden, Jared Smith, Shirley Sessions, Bubba Hughes, Shawn Gillen, Alice Jonsson, Shari Hayes, Chris Stovall, Monty Parks Barry Brown called meeting to order at 5:30 PM. Monty Parks made a motion to approve the draft notes from July 11th, 2019. Shirley Sessions seconded the motion. Motion approved. Backflow Preventers: Shawn Gillen shared Peter Gulbronson will be meeting with Chris Stovall to define next steps. Bright St. Drainage: Shawn Gillen- Bids are out. More info. will be brought back to committee once it’s rolling. North Campbell Drainage: Chris Stovall has a concept plan and will look at the bids and see where they will go from there. Marsh Hen Trail Update: Monty met with DNR Rep. and shared with group how trail work could continue. Group discussed funding options past and present. Group discussed myriad ways the project could move forward. Sewer Line Under 17th St. Update: Chris Stovall - Few bumps in road but are moving down Inlet. Waterline is very shallow. Asked if it could be lowered. It would add three weeks. Shawn Gillen shared water being pumped onto street is clean water with a smell that is naturally occurring. LMIG Update: Chris Stovall – Bid held Tuesday. Resurface can happen after Inlet. Old Highway 80 will happen after Labor Day. Every eight years about three inches will be added to road. Dune Restoration Project: Shawn Gillen – shared how funding will happen moving forward. USACE doesn’t want to do dunes. Money will go to us building the dunes ourselves and we will bid out job to shape dunes. We need to be able to buy cheap sand. That’s what we are working out right now. We will have it figured out over the next few weeks. Bubba Hughes is looking over legal aspects of agreements. Discussion about schedules. Group discussed various beach projects, including showers. Selection of Streets for Next Round of LMIG: Shawn Gillen – Peter Gulbronson will be looking at the street plan. Work on street near school will be done on weekend. Lazaretto Creek folks are excited. Shirley Sessions shared she would like for the community to be able to give input on selection. Barry Brown and Mayor are looking for a site for a new school building. Group had discussion about Old School building and YMCA. Monty Parks loves the idea. Shirley Sessions loves the school idea and also wants to make sure the citizens who use YMCA are considered. City Manager Comments: Highway 80 Flooding issue- Shawn Gillen - GDOT is resurveying road. Stanley Bearden presented to Council some proposed changes to sewer ordinance. Peter Gulbronson and Stanley will be talking about backflow preventers and other water/sewer issues. Will discuss again next month. Monty Parks made a motion to adjourn at 6:15. Shirley Sessions seconded motion. Motion approved.
