July 11th, 2019
Meeting Notes
In attendance: Barry Brown, Shawn Gillen, Alice Jonsson, Janice
Hayden, Terry Altman, Shirley Sessions, Monty Parks, Shari Haynes,
John Giordano, Danny Carpenter.
Barry Brown called the meeting to order at 5:30 PM.
Monty Parks made a motion to approve the May 9th, 2019 draft minutes.
Shirley Sessions seconded the motion. Motion approved.
Shirley Sessions made a motion to approve the draft minutes of June
13th, 2019 meeting. Monty Parks seconded the motion. Motion
approved.
Old Business
Backflow Preventers – Shawn Gillen shared that when the new City
Engineer starts in August 2019 he will play a role in determining which
backflow preventers will be a priority in this budget cycle. Five total
have been installed now. Group discussed locations of the some of the
five.
Bright Street Drainage – Resident who lives at 18 Bright St. shared that
the pipe goes right through her property. She doesn’t know of any
easements. Shawn Gillen said it’s going out to bid and that the City will
make sure the pipe is in the right-of-way. Barry Brown said we will
make sure it’s resurveyed and that the pipe is properly located. John
Giordano with Thomas and Hutton will make sure of it. There was
further discussion about solutions for the ditch and questions the group
has about the drainage issues another Bright St. resident is having. The
second Bright St. resident wonders if the backflow preventer is working.
North Campbell Drainage – Shawn Gillen said we need a design and
costs for North Campbell. Barry Brown wonders about the need for
catch-basins on N. Campbell.
Marsh Hen Trail Update – George Shaw spoke about how both phases
of the project are going. Phase Two is progressing. Group discussed
Phase One, funding, and potential timeframes for various aspects of the
project – both Phases 1 and 2. Group discussed ways to make trail safe
for folks to start using it. Group discussed costs and funding for the
project. Monty Parks wants it on the agenda each month. Barry Brown is
looking forward to project completion. Group discusses ways to move
project forward faster and cheaper.
Sewer Line Under 17th Street- Shawn Gillen shared the project is under
way. Shari Haynes shared that they are moving right along with the
work and gave some details about work being done.
LMIG Update – Shawn Gillen shared details about sections of street
being repaved. Group discussed how much certain streets will be lifted
and how the paving is being done. The TIMA section won’t start until
after school starts. Timing needs to be meshed with sewer line work.
Dunes Restoration Project Update – Shawn Gillen shared that the price
of sand is looking good. The City met with the owner of the The Deck
restaurant and discussed dune height and the concerns of the owner.
Work will wait until bids open and turtle season is over. The City has
met with the Beachside Colony folks and will continue to meet with
them. They are interested in walkways or a crossover.
Pressurized Water for Highway 80 Median – Shawn Gillen and John
Giordano shared that the project may cost far less than originally
thought. Group discussed the watering and traffic controls for the next
stage of the work to get pressurized water for the median.
New Business
Selection of Streets for Next Round of LMIG – Shawn Gillen suggested
the City needs to be thinking about which projects would be priorities
for use of funding.
Review of CIP – Shawn Gillen shared that a group from City of Tybee,
including the new City Engineer, will be meeting with Thomas and
Hutton and will be creating an update of all of the projects that are
budgeted. That information will be passed on to the Council.
Barry Brown asked that for future Infrastructure Committee agendas we
add the year during which an item was originally funded next to the item
on the agenda.
City Manager Comments – Shawn Gillen explained how he would like
to enhance communications about and tracking of ongoing CIP projects.
Barry Brown made a motion to adjourn the meeting at 6:15. Shirley
Sessions seconded the motion. Motion passed.
