Infrastructure Committee Meeting
June 13th, 2019
Final Notes
In attendance: Shawn Gillen, Pete Ryerson, George Shaw, Stan Bearden,
Shari Haynes, Wanda Doyle, Bubba Hughes, Monty Parks, Shirley
Sessions, Alice Jonsson, Mark Reed, Ruth MacKay, Janice Hayden.
Monty Parks called the meeting to order at 5:30 PM.
Backflow Preventers – SG shared there’s not much to report at the
moment and will follow up at the next meeting. Will need to be re-
engineered.
Removal of Old Tiles in the YMCA and Cleaning– SG reported that
cleaning is being done and that he will check with Haley to see if
abatement is needed.
Storm Water - Bright Street – SG shared that we will be posting it next
week. Is working with Chris. Chris has spoken with Mr. Baker. Once
new City Engineer comes on board he will examine standing-water
issue.
SG shared North Campbell will be looked at when new engineer comes
on board.
(Break-out into two agenda items for next meeting, both North Campbell
and Bright Street.)
Marsh Hen Trail – SG shared that 1200 ft of marsh (versus 600 as
previously thought) needs crossovers built on it. That will need to be
taken into consideration in the budget.
Monty asked about Phase 2 – SG hasn’t heard about Phase 2. Monty
Parks said he will contact Deb.
Monty asked George Shaw what we need to do to keep the $200,000
that’s out there active. George Shaw said we need to put the money in
the budget to get it done. Committee will ask at Council meeting that
evening if it was agreed upon to put it in the budget.
Fence – SG said it’s ready to go.
Monty Parks said we should do the fence ASAP. SG said he will meet
with Danny and map out a timeline. MP said clear path over ditch and
do trail to Deb’s specs and build the little crossovers. No sidewalk and
nothing big on Butler.
George Shaw recommends some work be done on the culver crossing
for safety purposes. Some discussion about whether or not golf carts will
be on it and what can be done about them trying to use it.
Sewer Line: bids are in – higher than we thought by $150,000.00. Group
discussed where the money will come from.
Dunes: Projects are wrapping up – Alan said landscaping will start in
Fall – Sept./Oct. It depends upon when he can get crews. SG explained
that the COE will be building a dune that is more sea-worthy than the
one we built and shared some details about location. Group asked about
sand issues and dune issues, like erosion.
Group discussed finances of dune projects. SG shared that sand is
getting much more expensive because of supply and demand issues.
80 Median – SG explained that we can’t do the shallow well. Must be
two tap-ins to city water system. Wanda Doyle pointed out that we can
use a soaker hose system and that it saves water. SG shared pipes have
been put into the budget. SG said we need to clarify the purchasing
policy. WD is concerned about how much hand watering we are doing.
Stan Bearden said 2nd St. folks who are doing the hole-boring could
potentially look at the median project. He will ask them.
SG shared complaints have been made about parking on grass between
Van Horn and Solomon. WD shared folks are mad we are losing green
space and are upset about signs city put up and don’t want us to
encourage people to park there. WD wonders if it could be a decal-only
parking lot. It should be a Council decision. She will bring it up at the
next Council meeting.
Pete Ryerson shared that a record number of people are seeking parking.
Monty Parks moved that the meeting be adjourned at 5:55. Shirley
seconds the motion. Motion passed.
