City of Tybee Infrastructure Committee Meeting Final Notes May 9th, 2019 In attendance: Michael Coon from EOM, Shawn Gillen, Monty Parks, Danny Carpenter, Barry Brown, Janice Hayden, Ruth MacKay, Alice Jonsson, George Shaw, Shari Haynes, Stan Bearden Monty Parks called the meeting to order at 5:33 PM. Backflow Preventers: Shawn - still working on the engineering piece. We have five in. Breezy Point, we need to go ahead and start the permitting with DOT and DNR involved. Monty Parks- we don't need the plans to let them know we will be doing something here. Mold Testing - YMCA SG - we had City Hall tested and Angela is working on getting some abatement done. Still need to do the YMCA mold testing, then abatement, if necessary. Storm Water Drain - talked to Chris today, Bright St. drainage is ready to go to a bid. We are waiting on a go from the City Council. You were going to report that out and get back to us. If everybody is on board, it's already in the budget. We can just have Chris work up the bid document and get that going. Monty Parks - I move that we take the Bright Street storm and water drain modeling out to bid. Motion passes. SG - once the bid is returned it will have to go out to full council for approval to move forward. Marsh Hen Trail - SG nothing new is going on. It's kind of in a limbo right now. George - the Phase Two section, everything is going smoothly, as long as we want to spend the money. It's going to cost us over one hundred thousand dollars after the grant's awarded, that's the Battery to the bridge. We will need $160,000 from the city. SG - so if you put 160 in the capital budget and you approve in June, we can move forward with the project. Monty- with Phase 2. Phase 1, what would it cost to update the drawing for resubmittal because doesn't that grant come up again? We were going to get a quote from Thomas and Hutton for updating that Phase 1 drawing. Barry - there's no need to move forward on Phase 2 until we get Phase 1 done. SG - we are running out of time on this federal grant. George - we need to make a decision soon. SG - it's in the Council's hands for the budget. Sewer Line on 17th - SG - 17th St. is out to bid, pre-bid meeting 21st at 11:00. The LMIG- we'll get that out to bid next. We'll talk about the timing. Don't see it all happening before August 1. Should be done by September. Monty- We aren't going to do the sewer unless we can pave afterwards. Dune Restoration Project- SG - Alan is out of town. The dune is complete on Phase 1. Had a meeting with Corp of Engineers on Phase 2 which coincides with the renourishment. They will be building the dune on the remainder of the island from Center St. up to East Gate, give or take. It's going to be very seaward. The exact same problem we are having with 18th, we are going to be seeing in multiples. DeSoto has already applied for a crossover. The solution for 18th could work with some others. Alan is applying for a grant for how to address the back side, a planning grant for the marsh side and how the water comes over. We need to ramp it up this year and this grant could really help. We had a conversation with the Corp of Engineers- you have already committed 2.6 million of the DCA money to the renourishment. Jason is bringing to you tonight another million. Corp is 95% planning. They show what it would be like at the base bid. And then they've got 'add alternate 1' and 'add alternate 2' which puts more sand in the hotspots. 13 million will get us the dune and about 650 thousand cubic yards of sand. There is a supply and demand problem so they are being very conservative in the cost estimate. The added money will get us pretty close to the added million yards. That would get the beach to back where it was pre-Matthew. The Corp dune is being built seaward. Their dune is intended to be sacrificial. Their intention is the dune will erode and renourish the beach. Monty- will the sacrificial dune be planted? SG - that one doesn't get planted. It's at the point of the island where no dunes have ever developed. Monty - has concerns about the snow fences not working because they are getting covered with sand. Shallow Well – Barry- we need to start applying. Monty – I move Shawn Gillen explore options for getting water to the median. Motion approved. SG - getting the electricity out to the shallow well that's in the middle of the road may be a problem. They don't want anything above ground that a car could run into. There may be an issue of GDOT not wanting rust on their highway. Chris is moving forward with that today. We are about a year out. If the drip plan isn't practical, we'll go out there and spray to water it. We need about $65 thousand to get it done. Monty thinks it will be upwards of one hundred thousand and solar would be expensive. Barry is thinking about pressure line water. Could get it done faster. Stan will get a price on boring. SG - we might need four shallow wells. Two could work. City Manager Comments- In the budget process, the CIP is put together and we'll be sure to bring the CIP projects to this committee and we'll be working on them. Danny - Solomon - we'll get the concrete debris very soon that's in the ditch. We'll have to find the schedule from Chatham County because they handle cleaning up the whole ditch. Monty - Asked about status of raising houses. SG - FEMA is reviewing the application George- as soon as I hear everyone will know. Non potable water signs- Michael from EOM - we will handle it. Barry moved to adjourn at 6:06. Motion passed.
