Infrastructure Committee Notes From April 11th, 2019 In attendance: Monty Parks, Shawn Gillen, George Shaw, Barry Brown, Shirley Sessions, Stan Bearden, Shari Haynes, David Baker, Janice Hayden, Michael Coon, Chris Stovall Barry Brown called meeting to order at 5:30 PM. Approved minutes from March meeting. Back flow preventers – Chris – gave update did five of the outfall and putting the flat gates on, the remaining seven need permitting because they are into the marsh. Barry and Shawn – we need prices on those as a first step. Gym Roof – completed. Haley identified some leaks. Danny has called roofing company back out to fix the problem. Old tiles are getting cleaned out. Mold testing is being done. Find out from EOM where the mold testing is at. Storm Water Drain Modeling - Barry Brown said to bid it out, for Bright St. Campbell is a different issue. Shawn said they are working on the design for Campbell. Council needs to approve Bright St. Mr. Baker expressed concern over communication with regards to the Bright St. project and would like for the project to move forward. Marsh Hen Trail Update – George will be bringing updates about a grant we are working on. Barry will talk to Bubba that night. Sewer Line Under 17th St. Terrace – Shawn Gillen said drawing is done. Status on the bids for water lines of East side of Butler Ave. – Stan said working on 8th Place right now. SG It’s getting done. South End Showers Update – both buildings are done, equipment is done in both buildings. The well by the pier is functioning. There is exploration of a deck for the shower so people won’t have to stand in the sand. 14th St. shower with a little ramp but no bench. Electricians are scheduled to be done Fri. Need to pick a paint color. 16th St is operational and people are using it. Dunes Restoration Project – SG – Wistar Lewis etc are not happy with the dune access. May be going back in and lowering and may create meandering pathways to the beach, but that can’t happen until the Fall and after renourishment. No extra expenses. In the meantime we are going to create a pathway that takes them to 19th St. that would be gated off. Dune is higher than we anticipated, but we can create this pathway. It will be an issue in multiple locations. Council would need to make final determination. SG we offered a Moby Mat pathway. Can’t build a handicap access. Residents don’t like the Moby Mat. A final solution will be arrived at with the residents. We may need some policy changes. BB will a path be eliminated at 19th? SG said no. SG – dune that corp is building is built to renourish the beach. Water will help sand move down and the renourishment will last longer. Paving Schedule – The timing is tricky because folks at Old Highway 80 need to be spoken with about timing. Can Lovell one be done by the time school starts? There is some flexibility. It’s complicated but city is working on it. Projects are all being timed as optimally as possible. Saturdays are being considered. 17th St. project must be done before paving starts. Fencing and Landscaping Buffers DPW: SG- Nothing new. Need some guidance from council. Focusing on landscaping with guidance from council. George and Shawn will get with Danny to start that landscaping. Will establish when workers could tackle task. Traffic Study Update: SG – will meet with North End residents to discuss traffic/parking solutions and show them what the city is doing in various locations on the island. Will make sure residents know when the meetings are occurring with regards to these issues. Moby Mats: Alan is aware that some Moby Mats are getting covered by dunes, which will be an ongoing issue. Alan is looking at our stock of Moby Mats and can order more, if necessary. We can place them wherever council wants. Emergency Sewer Issue: Old sewer that runs under Van Horne through properties has collapsed. Five homes need to be attached to the new line. Myriad issues are being worked through, legal and technical. Group discussed myriad issues arising from this. Barricades: Movie folks want to move the ones that are piled in the sand dunes. Group discussed allowing movie people to remove them because city has no use for them and they are too large to move. What color should the pump houses be? – Group determined they should match paint color of North Beach facilities. Barry Brown – manhole issue in North End. Water and Sewer people will check it out. Barry Brown- motion to adjourn meeting. Motion approved. Meeting adjourned at 6:18 PM.
