Hughes Kathryn Williams Tracy O’Connell CITY OF TYBEE ISLAND City Council Regular Meeting October 23, 2025 — 6:30 PM Minutes of Meeting Call to Order — The City of Tybee Island City Council held a regular city council meeting on Thursday, October 23, 2025, at 78 Van Horne Avenue, Tybee Island, GA 31328. The meeting was called to order by Mayor Brian West at approximately 6:30 PM. Mayor Pro Tem Monty Parks, Councilmember Bill Garbett, Councilmember Michael “Spec” Hosti, Councilmember Tony Ploughe, Councilmember Nick Sears, and Councilmember Kathryn Williams were also present. Administrative Staff Attendance — City Manager Bret Bell, City Clerk Fabian Mann, City Attorney Edward Hughes, and City Attorney Tracy O’Connell were present. Invocation — The invocation was led by Mayor Pro Tem Monty Parks. Pledge of Allegiance — The pledge of allegiance was led by Mayor West. Consideration of Approval of Agenda Councilmember Parks made a motion to approve the agenda. Councilmember Sears seconded the motion. Motion passed unanimously. Announcements  2025 General Municipal Election Day | November 4, 2025 | 7:00 AM – 7:00 PM City Manager Discussion  Action Item List Update City Manager Bret Bell provided high-level updates on action items provided by the Mayor and Council. The topics covered included the Memorial Park master plan, Solomon Avenue road planning, Live Oak fiber installation, historic district project, new fire station planning, short-term rental application process, island wide parking pricing, wayfinding signage, traffic calming solutions, and records management policies. 403 Butler Avenue (912) 786-4573 tel P.O. Mrs. Lauri detailed the agreement between the City of Tybee Island and the YMCA and provided data of total YMCA members throughout the year. Facility maintenance challenges and future growth opportunities such as wayfinding signage were also discussed. Consideration of Items for Consent Agenda  2025 Main Street / Development Authority Board Member Nominations  City Council Regular Meeting Minutes — October 9, 2025  Award of the North End Sanitary Sewer Project to Vertical Earth, Inc. to Replace the Deteriorating Sanitary Sewer and Sanitary Sewer Manholes and Approval of Agreement Regarding Same  Award of the Wayfinding Signage Project to Founders Maintenance and Restoration for the Manufacturing and Installation of a Comprehensive, Island-Wide Wayfinding Signage System and Approval of Agreement Regarding Same  Agreement with Georgia Conservancy Accepting Grant in the Amount of $100,000 for Jaycee Park Wetland Restoration Project  Ante Litem Notice — Katherine Dukes (Refusal) Consideration of Approval of Consent Agenda Councilmember Hosti made a motion to approve the consent agenda. Councilmember Garbett seconded the motion. Motion passed unanimously. Citizens to be Heard  David Baker — “Right-of-Way Parking Enforcement” Request withdrawn.  Carolyn Stewart — "City Sanitation Services" Carolyn Stewart of ABC Waste of Savannah spoke about the company’s ability to satisfactorily perform the City of Tybee Island’s sanitation needs.  Charles Stewart — “City Sanitation Services” Charles Stewart of ABC Waste of Savannah asked the Mayor and Council to strongly consider the company as the City of Tybee Island’s sanitation service provider. Public Comments  Pat Leiby requested additional information concerning citizen participation in the parking proposal update. P.O. Consideration of Bids and Agreements  Land Conveyance Request Councilmember Garbett made a motion to approve the land conveyance request with the requirement of a tree survey. Councilmember Hosti seconded the motion. Motion passed unanimously. Executive Session Councilmember Hosti made a motion to move from the regular meeting into an executive session referencing real estate, litigation, and personnel. Councilmember Williams seconded the motion. Motion passed unanimously. Councilmember Parks made a motion to return to the regular meeting from an executive session. Councilmember Hosti seconded the motion. Motion passed unanimously Consideration to take any action needed arising from executive session – No action was taken. Adjournment Councilmember Parks made a motion to adjourn the meeting. Councilmember Ploughe seconded the motion. Motion passed unanimously.
