City Council Synopsis, May 27, 2021 Consideration of Items for Consent Agenda Mayor Sessions called the Consent Agenda to order at 6:30PM. Those present were Jay Burke, Monty Parks, Nancy DeVetter and Spec Hosti. Also attending were Dr. Shawn Gillen, City Manager; Bubba Hughes, City Attorney; Tracy O’Connell, Assistant City Attorney; George Shaw, Director, Community Development; and Janet LeViner, Clerk of Council. Barry Brown and John Branigin were excused. Mayor Sessions listed the following items on the consent agenda:  Minutes, May 13, 2021, City Council Meeting  Out-of-State Travel, Tybee Island Police Department  Lt. Randolph, Public Information Officer Training, Clearwater Beach, FL: August 28 - September 2, 2021  Major Fobes, PERF, Orlando, FL: July 31 - August 19, 2021 (previously approved but change of venue from Boston to Orlando)  Major Fobes, International Association of Chiefs of Police, New Orleans, LA: September 10 - 15, 2021.  Falcon Fireworks Contract  Marker for JC Park Softball Field  Four-way Permanent Stop Sign at 17th and Butler  Extend non-smoking ban from 14th - 16th Streets  Traffic Controls in 14th Street Lot Mayor Sessions called the regular meeting to order. Spec Hosti seconded. Vote was unanimous to approve, 4-0. Ordinance Recommendations from Code Review Committee  Licenses, Permits, Chapter 34, Sec 34-1 through Sec 34-28. REMOVED FROM AGENDA  Taxation, Chapter 58. REMOVED FROM AGENDA  2021-20, Business Licensing and Revocations. FOR DISCUSSION ONLY Consideration of Ordinances, Resolution  Confirmation, Ratification of Wording, 2021-05 Noise, Article 4, Chapter 24  Second Reading, 2021-16 Municipal Court, Sec 38. Monty Parks made a motion to approve. Nancy DeVetter seconded. Vote was unanimous to approve, 4-0.  Second Reading, 2021-19, Flood, Sec 8-060 - 8-230. Monty Parks made a motion to approve. Nancy DeVetter seconded. Vote was unanimous to approve, 4-0. Council, Officials and City Attorney Considerations and Comments  Jay Burke: STVR - ADA Access Requirement. WITHDRAWN  Nancy DeVetter: Increase in STVR Application Fee - FOR DISCUSSION ONLY  Monty Parks: Raising Alcohol License Renewal Fee. TO BE HEARD JUN 10, 2021 Spec Hosti made a motion to adjourn to Executive Session to discuss Personnel and Litigation. Nancy DeVetter seconded. Vote was unanimous to approve, 4-0. Spec Hosti made a motion to return to Regular Session. Monty Parks seconded. Vote was unanimous to approve, 4-0. Monty Parks made a motion to adjourn. Spec Hosti seconded.
