City Council Synopsis, June 10, 2021
Consideration of Items for Consent Agenda
Mayor Sessions called the Consent Agenda to order at 6:30PM. Those present were Jay Burke,
Monty Parks, John Branigin, Barry Brown, Nancy DeVetter and Spec Hosti. Also attending were
Dr. Shawn Gillen, City Manager; Bubba Hughes, City Attorney; Tracy O’Connell, Assistant City
Attorney; George Shaw, Director, Community Development; and Janet LeViner, Clerk of Council.
Mayor Sessions listed the following items on the consent agenda:

Verizon: Addendum, add a 2nd six-month extension period, Water Tank Maintenance
Mayor Sessions called the regular meeting to order. All those present for the consent agenda
were present.

Project

Jenna Wheeler, Lemonade Day
Matt Campbell, Possible increase of fees for Short Term Vacation Rentals (STVR’s)
Keith Gay, Possible increase of fees for STVR’s
Roger Huff, Ordinance vs. Public Hearing procedures
Carol Nathan, Support of increasing STVR fees
Mack Kitchens, STVR concerns
Cody Jones, Recommending another STVR Task Force
Monty Parks made a motion to approve the consent agenda. Nancy DeVetter seconded.
Vote was unanimous to approve, 6-0.
Public Hearings
First Reading, Proposed FY2022 Budget. Monty Parks made a motion to approve as
presented. John Branigin seconded. The was unanimous to approve, 6-0.
First Reading, Proposed Millage. Spec Hosti made a motion to approve. John Branigin
seconded. Those voting in favor were Jay Burke, John Branigin, Barry Brown, Nancy DeVetter
and Spec Hosti. Monty Parks voting against. Vote was 5-1, motion approved.
Site Plan with Variance: Replace Existing Building and Reduce Setback along 8th
Street to Zero Feet-714 Lovell Ave-Annex-40005-22001-Zone R-1-B-Tybee Island
Maritime Academy. Barry Brown made a motion to approve. Monty Parks seconded. Vote
was unanimous to approve, 6-0.
Consideration of Bids, Contracts, Agreements and Expenditures
Storm Water Master Plan. No vote needed, information only.
Consideration of Ordinances, Resolution
First Reading, 2021-21, Animal, Chapter 10. Monty Parks made a motion to
approve. Jay Burke seconded. Vote was unanimous to approve, 6-0.
Council, Officials and City Attorney Considerations and Comments
Bubba Hughes:
Amended Short Term Vacation Rental (Commercial Rate Charges for
Water/Sewer) For Discussion Only
STVR's: Whether to require site plan and occupancy information. Barry Brown
made a motion for Mr. Hughes to draft document and bring back to Mayor and Council.
Nancy DeVetter seconded. Voting in favor were Jay Burke, Monty Parks, John Branigin,
Barry Brown and Nancy DeVetter. Voting against was Spec Hosti. Motion to approve 5-
1.
STVR's: Increase in fees. Nancy DeVetter made a motion to have Dr. Gillen bring
back plan using three scenarios to estimate revenue. Monty Parks seconded. Voting
in favor were Monty Parks, John Branigin and Nancy DeVetter. Voting against were Jay
Burke, Barry Brown and Spec Hosti. Voting in favor was Shirley Sessions. Motion to
approve, 4-3.
Barry Brown: Update on addition to YMCA Building for future use by TIMA. Dr.
Gillen to bring information back to Mayor and Council. No vote taken.
Monty Parks: Raising Alcohol License Renewal Fee. Jay Burke, John Branigin and
Spec Hosti recused. Dr. Gillen to do scenario and bring back to Mayor and Council. No vote
taken.
Jay Burke, John Branigin and Spec Hosti returned to regular session.
Monty Parks made a motion to adjourn. John Branigin seconded. Vote was unanimous to
approve, 6-0.
Meeting adjourned at 9:10PM.
