INFRASTRUCTURE COMMITTEE MEETING NOTES CITY OF TYBEE ISLAND Burke Day Public Safety Building Conference Room 78 Van Horne February 14, 2019 5:30 pm Attendees: Barry Brown, George Shaw, Ricky Stewart, Shari Haynes, Stanley Bearden, Monty Parks, Shawn Gillen, Alan Robertson, Sarah Jones, Janis Hayden and residents Marcia and Bill Kriener **There was no recording of the February 14, 2019 meeting** Barry made a motion to approve the minutes. Ricky requested two items to be corrected. The corrections have been made. Old Business: Updates on Projects: Backflow Preventers/ Storm Outfalls & Backflow Ricky stated the project has been completed. Gym Roof Ricky advised the contract is on the agenda for council tonight and hopefully will be approved. He stated that the inspection group has identified two problem areas and it would be smart to fix all. Barry stated that we can’t deal with the mold until the water is gone. Storm Water Modeling at Bright Street/N. Campbell Ricky stated the funding is in CIP and we are waiting to move forward. Marsh Hen Trail Grant George stated that we are waiting on the go ahead from Bubba to begin building the fence. Monty asked for the status of the grants. Ricky advised that he has submitted the applications. He stated that there is a fairly large number of submittals from other counties. Monty advised that we will need a plan B if we do not get enough money. Monty requested that the fence be built ASAP. 1 Sewer Line Under House on 17th Street Terrace Ricky stated there is no update at this time. He advised this has be placed on hold until other projects are more completed. Status of Bid on Water Lines on East Side of Butler Ricky advised that we also wait until other projects are more completed, maybe until summer. Barry stated that this cannot wait and to set it up. He advised to do it in house and to pull people from DPW. He stated to get it started within the next two weeks. He stated that he is getting frequent complaints from residents on 8th Street and 8th Terrace. Barry stated this was budgeted two years ago. The committee discussed whether this has been in the budget for one or two years and issues of right a ways. Shirley stated this comes up at every meeting and we need to find a way to fix it. Barry advised that there are rusted galvanized pipes that cannot get enough pressure. He states to get it done even if we have to borrow people from DPW. Monty asked if it is possible to get it done within the next two weeks. Shirley suggested that Barry, Shawn and Ricky get together to discuss and mover forward. Barry stated he does not want this to go out for bid. He stated we can do it cheaper in house. Shawn stated that Ricky has identified that it may not be possible to do in house. The committee discussed the issue and agreed to move to the next item on the agenda. South End Showers Ricky advised that he is pulling permits to construct the well houses. Monty stated that out of five holes that were dug we got three good wells. Dune Restoration Project Alan stated that 1/3 of the sand is here. He stated from Tybrisa to past 17th needs shaped but is near completion. He advised that Tybrisa should be done by the end of March. Alan stated that they are working off of the Thomas and Hutton drawings and making some alterations when necessary. 2 Barry explained some of the ADA regulations and stated handicap accessibility is very critical. Monty suggested that Barry, Shawn and Ricky get together to discuss further. He asked if we had begun work on the crossovers. Ricky advised that we started on the crossovers today. Monty asked how we plan to keep sand out. The committee discussed ways to clean. Shawn stated that it may be necessary to go back to DNR in a couple of years asking for some leeway. LMIG Paving Schedule – Dates? Ricky advised that disbursement will not be until July. Monty stated that he had been getting phone calls about paving Old Hwy 80. Shawn asked if it was a matter of finalizing the design. Ricky stated that we need to get the design right. Fencing/Landscaping Buffer at DPW – Planting Funding Ricky advised that disbursement will not be until July. Barry recommended planting Cedar Trees approximately 6 to 8 ft. tall. Ricky stated that he has tried to meet with the complainant to find out exactly what she is asking for. He stated that she was out of town last week and he will continue trying to meet with her to discuss the issue. Shawn stated that we have to take in to consideration that we have people coming in and out every day. Barry states that the Cedar Trees would be a good compromise. The committee discussed. Shawn stated that he talked to the head forester with GA Power about their cutting techniques. He advised that they do not have to get a permit. They have the right to cut the trees because they are in the power lines. He stated that Brent left another voicemail today but we do not have a lot of leverage. New Business: Traffic Study Shawn explained the results of the Traffic Count Summary performed by Thomas and Hutton. He stated that the busiest intersection is at N. Campbell and Van Horne at the Guard House. The committee discussed the T & H summary. 3 Ricky provided several blueprint layouts and emphasized that these were only options. Ricky explained each option to the committee. The committee discussed the provided options and concerns with bicycle and pedestrian traffic. Potential conflicts with properties involved were also part of this discussion. Barry requested 11 X 17 copies to be made for residents, Marcia and Bill Kriener. Ricky stated that he is able to reduce the size and will provide the copies. Shirley made a motion to adjourn the meeting. Monty seconded the motion. The meeting was adjourned at 6:30 PM. 4
