Main Street/ Development Authority Board of Directors Meeting Minutes Date & Time: March 15, 2023 | 4:03PM Present: Beth Martin, Jackie Boling, Sarah Bernzott, Dillon Patel, Charissa Murray, Sue Jackson, Susan Kelleher, Cassidi Kendrick, Bill Garbett Absent: Cate Campbell, Kelly Swope, Jay Burke, Maria Lancaster, Michael Flores Observers: Forever Tybee Location: Tybee Island Public Safety Building Call to Order- The meeting was called to order at 4:03 PM. Approval of Minutes- There were no minutes to be approved from the February 22, 2023 meeting. Financial Update- Cassidi provided an update to the board showing the financial status of the Main Street and South End Business District City budgets, as well as the 2023 Polar Plunge Event and the DDA Synovus account. She also provided a preliminary budget request document to show the submitted budget for FY 23-24. 2023 Polar Plunge Financials- Revenues: $28,980.00 | Expenses: $17,089.46 | Profit: $11,390.54 2022-2023 DDA Account- Starting Balance: $4,368.43 | Ending Balance: $24,536.17 2022-2023 South End Business District- Expenses: $43,698.41 2022-2023 Main Street- Expenses- $59,435.89 FY 2023-2024 Main Street Request- $150,799.00 FY 2023-2024 SEBD Request- $76,500 Old Business 1. Main Street Program Guidelines- The program guidelines have been submitted to the city attorney for review and recommendations. Main Street reviewed the guidelines as well and was comfortable going ahead and operating according to the pending guidelines. Susan Kelleher motioned to approve the guidelines as presented, Michael Flores seconded. The vote was unanimous. New Business No new business. Committee Updates Economic Vitality - The EV committee reviewed the results of the annual planning brainstorming session and began working on top priority projects. The highest prioritized items were workforce development, service business recruitment and revisions to the special event application. Each committee member volunteered to spearhead an item with Cassidi. Design - The Design committee also reviewed the voting results from the planning meeting. The committee followed up on the light pole project, Tybrisa Street/Park of 7 Flags project, and the pressure washing schedule. Cassidi will be sending an itemized list of street furniture and landscaping items to the committee before the next board meeting. The funding for these items is coming out of the DPW budget, where $70,000 has been earmarked for business district improvements. They also wanted to thank the police department and DPW for all their hard work lately. Promotion - The promotion committee will be meeting on 3/22/23 to review the annual planning meeting results and other promotion initiatives. Announcements/ Upcoming Events Historic Preservation Commission - Jackie provided an update to the Main Street Board about upcoming projects and programs through the Historic Preservation Commission. HPC will be promoting activities for National Preservation Month, including social media promotion and the trolley tours. Sponsorship is available for the Trolley Tour. Tour De Art- The next Tybee Arts Association Tour De Art event will be held on the North End of the Island on March 18, 2023 from 12-5PM Adjournment- The meeting was adjourned at 5:01PM with a motion from Susan Kellerher and a second from Michael Flores.
