PLANNING COMMISSION STVR WORKING GROUP NOTES JULY 15, 2020 ATTENDEES: Demery Bishop – facilitator; David McNaughton – PC member; Alan Robertson – PC member; Joy Pohjalainen – small STVR management company; Carrie Efird – large STVR management company; Theresa Pottratz – Citizen; Janice Insley – Citizen Staff: George Shaw – Community Development Director; Wally Hattrich – City Marshal; Sharon Shaver - STVR Administrator; Bubba Hughes –City Attorney Demery Bishop called the meeting to order. The members of the group introduced themselves. George Shaw introduced staff. Demery explained the purpose of the working group. The working group is to look at everything objectively, only to recommend, not to invoke resolutions. We are here to come away with something not overly regulated, but to craft recommendations. Mr. Bishop gave an overview of information in the packet distributed to each group member. Each group member gave opening remarks on their thoughts, goals and views for the group. George Shaw gave the administrative perspective of the STVR program. The members agreed that they are hopeful that good recommendations will come from the working group and council will consider them. George asked that new members, not having email addresses, would meet with IT to get a City email address. Several points the group will explore:  How are ordinances enforced  Synopsis of ordinances  Are STVRs and residents being held to different standards  Do we have a problem?  Owners/managers of STVR have a responsibility to control  No guarantee council will act on recommendations  Are Airbnb, VRBO, etc. an issue  What are complaints?  Data on complaints needs to be gathered before any decisions/recommendations can be made  Data on number of STVR, complaints, duplicates, out of compliance, garbage, parking and noise issues City Marshal Hattrich stated that the majority of complaints on behavior are handled by the STVR management companies. Many complaints are aired on social media that the PD is never involved. The committee discussed gathering of data in order to make an informed recommendation and determine issues. Demery asked the committee to think about the packet before the July 22 meeting. He asked that members list the top five items out of the packet, if they had data, and what direction they would go. The meeting was adjourned.
